Book excerpt: Excerpt from The Public Trade School Early in the year 1907, a problem, which gradually had been growing more and more serious, had to be fairly met and solved. It was a question of finances. To charge students the cost of their tuition in a properly conducted trade school means to debar the very ones who need the instruction. Equally impractical is it to expect a few to bear the expense of a work so valuable to the entire community. The need of such a school was proven the first day it opened its doors. From its outset it was making better workmen and better citizens. It was the opportunity and privilege of the Merchants and Manufacturers' Asso ciation to start such a work in the life of a city, but it was not its bounden duty to continue it. The child grew beyond the power of its parent to support it. Since the work brought a rich harvest to the municipality, the municipat should bear the expense of the sowing. The solution of the problem lay in having the trade school included in the public school system of the city. To do this, a tax, additional to the one already levied for the public schools, was necessary. This extra assessment could be collected only by the permission of the state legislature. Con sequently, a bill was prepared and presented to that body early in 1907. It met with immediate indorsement in both Assembly and Senate. It passed and became effective July 1, 1907. The Milwaukee Board of School Directors immediately seized its Opportunity to take over a trade school well equipped to teach three trades and with one and one-half years' experience in pioneer work. On account of this progressive step on the part of the public-school authorities the original subscribers deeded the entire equipment of the school to the city in fee simple. To begin the subject the teacher lectures on The Metal Trades (Chapters I and II), and the manufacture of iron products, so that the pupil can learn exactly what part pattern making plays in the commercial world. Then the wood working exercise in Chapter III should be started. Before beginning it, however the pupils, as a class, should be made to remove the plane bit and sharpen it and learn to replace it correctly. Pupils dislike to take a plane apart until the teacher proves to them that it is a simple operation. While the pupil is working on the exercise, certain periods should be devoted to lectures and recitations on Moulding and Pattern Making, Chapters IV and V, so that these chapters are covered by the time the exercise is finished. Book excerpt: Excerpt from The Manual Element in Education The Forty-first Annual Report of the Massachusetts Board of Education (1876-77) contains a paper with the above title; and I gladly comply with the wish of the honorable Board that I should prepare a second paper upon the same subject, embodying such additional experience as may have been gained in our School of Mechanic Arts and other similar schools, together with any information I may have been able to gather since the date of the first paper. My chief aim in this paper will be to furnish such details as may be of service to corporations or individuals, as hints or aids in the establishment of this kind of education. It is hardly worth while in this connection to consider the way that this element is to find its place in our educational system. Individual opinion may for a time have some influence in directing the current of thought upon this subject; but in the end the needs of the public will control. There is already a wide-felt impression, if not conviction, that something of the kind is necessary; and this conviction is most likely to find expression at first in special mechanic art schools, in centres where the need is most felt. If these schools shall demonstrate their value, not only as training schools for fitting students to enter upon certain lines of industrial activity, but also as schools for furnishing the needed mental discipline, then it seems reasonable to suppose that this element will become more general, and just in proportion to the value in which it is held by the educated and thinking public. The methods of teaching the manual element will become better settled through a larger experience; and there will not be the present lack of teachers properly trained for this kind of education. At the South Division High School, the addition for manual training was completed in September, but we were compelled to make use of the added space for class room pur poses. The new southeast wing is being constructed and will doubtless be ready for occupancy this fall, making the manual training addition available for the purposes for which it was built. The addition to the Ninth Street School was completed in October and that of the Thirty-seventh Street School in February, and the work of constructing the Trade School for Boys is progressing with such rapidity that it will be ready for occupancy this fall, making it possible for the introduction Of at least two new trades.
