Available in PDF, EPUB and Kindle. Book excerpt: Foodborne illness is a big problem. Wash those chicken breasts, and you’re likely to spread Salmonella to your countertops, kitchen towels, and other foods nearby. Even salad greens can become biohazards when toxic strains of E. coli inhabit the water used to irrigate crops. All told, contaminated food causes 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year in the United States. With Outbreak, Timothy D. Lytton provides an up-to-date history and analysis of the US food safety system. He pays particular attention to important but frequently overlooked elements of the system, including private audits and liability insurance. Lytton chronicles efforts dating back to the 1800s to combat widespread contamination by pathogens such as E. coli and salmonella that have become frighteningly familiar to consumers. Over time, deadly foodborne illness outbreaks caused by infected milk, poison hamburgers, and tainted spinach have spurred steady scientific and technological advances in food safety. Nevertheless, problems persist. Inadequate agency budgets restrict the reach of government regulation. Pressure from consumers to keep prices down constrains industry investments in safety. The limits of scientific knowledge leave experts unable to assess policies’ effectiveness and whether measures designed to reduce contamination have actually improved public health. Outbreak offers practical reforms that will strengthen the food safety system’s capacity to learn from its mistakes and identify cost-effective food safety efforts capable of producing measurable public health benefits.

Book excerpt: The Sino-Japanese crisis of 1931-33 provides effective illustrations of wider themes in British Foreign Policy. It might even be said that the general pattern of opinion in the UK at the time was to be reproduced in subsequent crises. The Manchurian problem and the controversies which it provoked give invaluable clues to an understanding of later developments.

Available in PDF, EPUB and Kindle. Book excerpt: This study, a realist interpretation of the long diplomatic record that produced the coming of World War II in 1939, is a critique of the Paris Peace Conference and reflects the judgment shared by many who left the Conference in 1919 in disgust amid predictions of future war. The critique is a rejection of the idea of collective security, which Woodrow Wilson and many others believed was a panacea, but which was also condemned as early as 1915. This book delivers a powerful lesson in treaty-making and rejects the supposition that treaties, once made, are unchangeable, whatever their faults.

Available in PDF, EPUB and Kindle. Book excerpt: Fitzmaurice and the World Crisis examines the impact of the legal advice of G.G. Fitzmaurice on the making of British Foreign Policy during the key phases of the developing World Crisis, from 1932 to 1945, in relations with Japan and Germany. Particular attention is given to whether relations with Germany were defined in terms of classical power politics or in a new language of the rule of law in international society. The main themes highlight Fitzmaurice's contribution to the shaping of major issues and illustrate the breadth of scope in the work of the legal adviser: the Manchurian Crisis; Anglo-German relations in the 1930s; the concluding of the Anglo-Polish Treaty of 1939; economic warfare and the laws of war at sea (1939-43); debate surrounding the nature of Germany's surrender and the drafting of armistice terms. The book breaks new ground with respect to the basic technical crafts of the international lawyer. It shows how the skills of the diplomatic historian, working with unpublished Foreign Office archives, are essential to unravelling the true legal practice of a state as an element in the evolution of customary international law. The aim is not simply to unearth and present, in a minimally edited form, the legal opinions of Fitzmaurice, but also to assess his impact within the Foreign Office. It concludes that the role of the individual international lawyer in government institutions is potentially very significant. However, his influence depends not simply on the stubbornness with which he holds onto his professional expertise, but also on his moral vision and sensitivity towards the complexities of the context in which he has the potential to shape events.

Available in PDF, EPUB and Kindle. Book excerpt: In this powerful and provocative book, Prasenjit Duara uses the case of Manchukuo, the Japanese puppet state in northeast China from 1932-1945, to explore how such antinomies as imperialism and nationalism, modernity and tradition, and governmentality and exploitation interacted in the post-World War I period. His study of Manchukuo, which had a population of 40 million and was three times the area of Japan, catalyzes a broader understanding of new global trends that characterized much of the twentieth century. Asking why Manchukuo so desperately sought to appear sovereign, Duara examines the cultural and political resources it mobilized to make claims of sovereignty. He argues that Manchukuo, as a transparently constructed "nation-state," offers a unique historical laboratory for examining the utilization and transformation of circulating global forces mediated by the "East Asian modern." Sovereignty and AUthenticity not only shows how Manchukuo drew technologies of modern nationbuilding from China and Japan, but it provides a window into how some of these techniques and processes were obscured or naturalized in the more successful East Asian nation-states. With its sweepingly original theoretical and comparative perspectives on nationalism and imperialism, this book will be essential reading for all those interested in contemporary history.

Available in PDF, EPUB and Kindle. Book excerpt: This a study of the Manchurian and Shanghai crises, the first serious confrontation between Japan and the world community. The Manchurian crisis was one of the major international crises of the period between World Wars I and II. For Britain and America, it bred a new distrust of Japanese long-term national objectives. It also brought home to all concerned the weaknesses of the League of Nations and the other instruments of collective security which had been devised to deal with problems of the Pacific Ocean area. The first focus of this study is on how one of the international bodies of the time, the League of Nations, attempted to cope with the emergency that broke out in the east in September 1931. The second focus is on the clash of attitudes in Japanese politics. The period covered by the Manchurian crisis was the point when civilian government in Japan was seriously challenged for the first time in the 20th century. The book offers a fresh account of the crisis, making use of new materials, in Japanese and in English, which have become available and which have been drawn upon for this work. These throw new light on the struggles both within Japan and among League enthusiasts to ensure that Japan, the Asian-state which was at once most stable and economically most successful, should not end up in isolation.

Wellington Koo (1888-1985) was involved in virtually every foreign and domestic crisis in twentieth-century China. After earning a Ph.D. from Columbia University, Koo entered government service in 1912 intent on revising the unequal treaty system imposed on China in the nineteenth century, believing that breaking the shackles of imperialism would bring China into the "family of nations." His pursuit of this nationalistic agenda was immediately interrupted by Chinese civil war and Japanese imperialism during World War I. In the 1930s Koo attempted to use international law to force western powers to honor their treaty obligations to punish Japanese expansion. Koo also participated in creating the League of Nations and later the United Nations in the hope that collective security would become reality.
