Book excerpt: This is the 23rd edition of Local Government Financial Statistics England, providing summaries of financial data from local authorities, although earlier versions of LGFS have been published and presented to Parliament since the 1930s. Most of the information comes from forms sent to the Department of Communities and Local Government by all local authorities in England. Local government expenditure represents about a quarter of all public expenditure, and the data are used in the monitoring of public expenditure and the compilation of the National Accounts. This volume contains detailed outturn summaries of local government expenditure and income for years 2011-12, the latest year for which complete information is available, and estimates for 2012-13. The publication sets out key trends in local government finance in England and is divided into seven chapters with an annex. The chapters cover the following areas: Chapter 1: Local government; Chapter 2: How is the money found?; Chapter 3: How is the money spent? - Revenue spending; Chapter 4: Capital spending; Chapter 5: Assets and liabilities; Chapter 6: Local government pay and workforce; Chapter 7: Local authority pension funds

Book excerpt: The Committee has produced its own code, included in this report, for relations between central and local government. The code is intended to replace the estimated 1,293 duties imposed on local government today. The Committee concludes that the balance of power between central and local government is skewed in favour of the centre and needs to be addressed. The devolution of power to Scotland, Wales, and Northern Ireland has been successful and is an evolving process - there is no apparent reason why local government in England is not capable of using similar powers. Power and finance must go together, if local government is to become an equal partner it should have own source of revenue. Local authorities in England could also have a share of the existing income tax take and local councils freed to raise additional revenue, with the consent of their electorates. English local government lacks some of the most basic constitutional protections that are available to some of its counterparts in a number of other mature European democracies. The Government should examine the possibilities of a stronger constitutional status for local government, through an entrenched statutory code, or a similar proposal. A code for relations between central and local government, enforced by statute, could be beneficial to both tiers of government for several reasons. First, it could help set out exactly where powers do, and should, lie, thereby increasing transparency for the electors. Secondly, it could help redress the overcentralisation of England. Thirdly, it could provide an economic boost that the country sorely needs.

The final figures for 2010-11 confirm those originally published in January 2008. Total formula grant for 2010-11 will be £747m, or 2.6 per cent, higher than in 2009-10 on a like-for-like basis. Specific grants, such as the Dedicated Schools Grant, are on top of these figures and bring the total increase in funding for local authorities to 4 per cent in 2010-11.

Book excerpt: The global financial crisis of 2007-08 was triggered by sub-prime mortgage mis-selling in the US and the global sale of these debts as new bonds. Austerity programmes are designed to reduce the borrowing that governments undertook to stabilise failing banking systems but the UK's Coalition government is using 'austerity' as a cover to dismantle the welfare state. Housing is at the forefront of these changes. Mortgages and rental costs are rising as 'the market' dictates them, while people with low incomes now receive substantially less financial help from the welfare state. In this much-needed text by an experienced author with a policy background, current housing finance issues (and their history) are linked with broader social policy and political themes. It covers the finance of building and refurbishment, managing and maintaining property for all the different tenures (owner occupation, council housing, housing association and private renting), and discusses whether current arrangements are sustainable. Written for housing, social policy and politics students and staff, it is also accessible to anyone concerned about housing in Britain today.

Book excerpt: This work considers the role of local government in 13 EU Member States (Austria, Belgium, Czech Republic, France, Germany, Greece, Hungary, Italy, Netherlands, Poland, Spain, Sweden and the United Kingdom. The book aims to provide an account of the system of local government in each of the countries studied along with a critical and contextual approach to the level of autonomy that local government enjoys. The approach is comparative, based on a questionnaire which all of the authors considered. There is then a detailed conclusion to the book which offers a detailed summary and comparative analysis of the responses in order to better consider the role of local authorities as the ‘fourth level’ of governance in the EU. The book aims to offer a detailed introduction to and account of each system of local government which may appeal to those seeking an overview of the area, but also a critical and contextual approach that will be of interest to those actively researching in the areas of local and regional government or EU-central-local government relations. The book contains details of reform in local government up to November 2012, including an analysis of the impact of austerity measures on local autonomy where these have become significant.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, the United Kingdom has become a more and more divided society with inequality between the regions as marked as it has ever been. In a landmark analysis of the current state of Britain’s regional development, Philip McCann utilises current statistics, examines historical trends and makes pertinent international comparisons to assess the state of the nation. The UK Regional–National Economic Problem brings attention to the highly centralised, top down governance structure that the UK deploys, and demonstrates that it is less than ideally placed to rectify these inequalities. The ‘North-South’ divide in the UK has never been greater and the rising inequalities are evident in almost all aspects of the economy including productivity, incomes, employment status and wealth. Whilst the traditional economic dominance of London and its hinterland has continued along with relative resilience in the South West of England and Scotland, in contrast the Midlands, the North of England, Northern Ireland and Wales lag behind by most measures of prosperity. This inequality is greatly limiting national economic performance and the fact that Britain has a below average standard of living by European and OECD terms has been ignored. The UK’s economic and governance inequality is unlikely to be fundamentally rebalanced by the current governance and connectivity trends, although this definitive study suggests that some areas of improvement are possible if they are well implemented. This pivotal analysis is essential reading for postgraduate students in economics and urban studies as well as researchers and policy makers in local and central government.

Available in PDF, EPUB and Kindle. Book excerpt: Austerity has left local government struggling to meet the demands for local services. In this context, this book asks ‘what are the fundamental principles that should guide decision-making by local councillors and officers?’ It seeks to move the agenda from ‘what works?’ to ‘what should local government do?’ and ‘how will its policies impact on social justice and local democracy?'. Reclaiming local democracy examines the politics of human need and argues that local government should provide a voice for those that lack power. It avoids the dry, familiar debate about what structures and powers local government should have, instead seeking to energise all concerned to re-engage with a political and ethical approach. Written in a persuasive and accessible way, the book examines how local government can develop active citizens and make a difference to the well-being of those in disadvantaged areas – truly 'reclaiming local democracy'. Combining theory and international practice, it will be relevant for councillors, policy officers and activists in the third sector, as well as academics and students in politics and social policy.

Book excerpt: This report is a follow-up to the Committee's report on Accountability for Public Money (HC 740, session 2010-11 (ISBN 9780215559029)) an issue at the core of the relationship between Parliament and government. Accounting Officers remain accountable to Parliament for funds voted to their departments but the policy intention is that local bodies will have significant discretion over the services they deliver. In the Government's response, 'Accountability: Adapting to Decentralisation', Sir Bob Kerslake drew a distinction between those services that government delivers directly and those that it may fund but are delivered in more decentralised arrangements. He proposed that Accounting Officers set out, in Accountability System Statements, the arrangements they have in place to provide assurance about the probity and value for money of funds spent through devolved systems. All departments are expected to produce Statements by summer 2012. Departments have made a genuine effort to develop arrangements which reconcile accountability and localism but the Statements so far are unwieldy and considerably more needs to be done to improve their clarity, consistency and completeness. There is concern that accountability frameworks must drive value for money and, critically, are sufficiently robust to address the operational or financial failure of service providers. Departments are placing increasing reliance on market mechanisms such as user choice to drive up performance and value for money, but there are limits to what these mechanisms can achieve. The Treasury needs to take ownership of the system and ensure that the Comptroller and Auditor General has the necessary powers and rights of access to examine the value for money of funds spent through devolved systems

Available in PDF, EPUB and Kindle. Book excerpt: Combining historical and policy study with empirical research from a qualitative study of regional elites this book offers an original and timely insight into the progress of devolution of governance in England. With particular interest in how governments have tried and continue to engage English people in sub-national democratic processes while dealing with the realities of governance it uses in-depth interviews with key figures from three English regions to get the ’inside view’ of how these processes are seen by the regional and local political, administrative, business and voluntary sector elites who have to make policies work in practice. Tracing the development of decentralisation policies through regional policies up to and including the general election in 2010 and the radical shift away from regionalism to localism by the new Coalition Government thereafter the authors look in detail at some of the key policies of the incumbent Coalition Government such as City Regions and Localism and their implementation. Finally they consider the implications of the existing situation and speculate on possible issues for the future.

Available in PDF, EPUB and Kindle. Book excerpt: After two decades of evolution and transformation, London had become one of the most open and cosmopolitan cities in the world. The success of the 2012 Olympics set a high water-mark in the visible success of the city, while its influence and soft power increased in the global systems of trade, capital, culture, knowledge, and communications. The Making of a World City: London 1991 - 2021 sets out in clear detail both the catalysts that have enabled London to succeed and also the qualities and underlying values that are at play: London’s openness and self-confidence, its inventiveness, influence, and its entrepreneurial zeal. London’s organic, unplanned, incremental character, without a ruling design code or guiding master plan, proves to be more flexible than any planned city can be. Cities are high on national and regional agendas as we all try to understand the impact of global urbanisation and the re-urbanisation of the developed world. If we can explain London’s successes and her remaining challenges, we can unlock a better understanding of how cities succeed.
