Ten Central and Eastern European countries entered the European Union in 2004 and two more entered in 2007. Surrounding countries to the east are in a similar process of change following the disintegration of the former Soviet Union. The transition processes were studied in a recent workshop resulting in this book. It is comprised of 13 contributions: four overview articles, one on the topic of animal welfare and eight country reports. The country reports come from a wide variety of countries in Eastern Europe and Asia: Slovakia, Poland, Baltic States, Russian Federation, Belarus, Ukraine, Caucasian countries and Central Asian countries. The country reports describe the transitions taking place in these countries. Both developments in the beef cattle sector and in the dairy chain are described with emphasis on the dairy chain situation. The authors are from a range of academic and professional backgrounds including universities, research and developmental institutions, farmers’ organisations, agribusiness and a marketing board. Some analyses are made and several critical points in development are signalled. Thus, barriers as well as opportunities for further development are mentioned and described in this book.

Book excerpt: This book examines the potential of Livestock Farming Systems (LFS) research to assess and understand the diversity of livestock farming systems in Central and Eastern Europe (CEE). LFS research based on systemic modelling has improved the understanding of livestock production realities at farm level and influenced agricultural development strategies in Western Europe. Researchers from both Western and Eastern Europe carried out this initial study, which was coordinated and sponsored under a collaborative agreement between EAAP and FAO, and was run in selected regions in Bulgaria, the Czech Republic, Hungary, Poland and the Slovak Republic. The results and conclusions of the study are reported in the book, together with the other contributions of interest with respect to the sustainable development of livestock production in CEE presented and discussed during a workshop in Budapest in August 2001. The results of the study demonstrate the adaptability of LFS research to systems predominantly based on large-scale private, corporate and co-operative farms in the CEE countries.

Though the epidemic is drawing to a close, the technical and economic impact will continue. Consumer confidence in the integrity of the food chain has been severely damaged.Government agencies and controls have been discredited. Much has been done to correct the deficiencies that led to the crisis. Much remains to be done. Against this background, EAAP commissioned a group of fourteen experts to review the causes and consequences of the crisis. They were asked to place it in the context of the many factors that are forcing the pace of change in the livestock production sector, and in the food chain which it serves. Based on these analyses, they were charged with mapping the future options for the industry. This book begins with the BSE epidemic. Present knowledge on its origin and spread are briefly and authoritatively reviewed; original analyses of its economic impact are presented; the management of risk and public information is reviewed; containment measures are documented, and the difficult question of meat and bone meal is fully discussed. The concurrent challenges facing the industry are then analyzed. These include: the changing requirements of consumers; the growing concentration of economic power in food retailing and processing; the evolving economic structure of livestock farming in the EU 15; the questions of scale and competitiveness, and of intensification and nutrient overloading; the impact of changing EU policies, of globalization, and of integrating ten million farmers from new EU countries. Discussion of future options begins with two stakeholder analyses - one based on economic, the other on ethical considerations. The requirements for transparency, accountability, traceability, and consumer assurance are discussed, as are the place for regional, special quality and organic products, and the contribution of science. A final Conclusions section presents ideas on how the European livestock sector can respond to the expectations of its customers and of producers themselves."
