Available in PDF, EPUB and Kindle. Book excerpt: Concerns about new learning environments have spurred the debate as to whether the new world of online teaching and virtual studying might be as closed to the developing world, especially the women, as the traditional universities were until the turn of the twentieth century. Gender specific and feminist research shows that women often have less access to technology, less control over the ICT (Information and Communication Technology) in their homes and places of work, and less confidence and competency in using these technologies. According to the United Nations, lack of access to information is the third most important issue facing women globally, after poverty and violence against women. Equitable Access looks in detail at the ODL (Online Distance Learning) and ICT situations in Ghana. The author provides a critical assessment of the strengths and threats to the development of an effective distance education program in tertiary institutions in Ghana, surfacing the need to promote equity in educational access. Based on a survey of distance learners in four public universities, the author navigates to the heart of issues and determines that in Ghana and for that matter Africa, the digital and gender divides could further widen if conscious effort is not made to mainstream ICT in all gender issues.

Book excerpt: After a decade, internet now reaches the Asian region as well as African countries intensively while USA, Canada and Europe are focusing newer inventions. Within the Asian region it exists considerably another technological gap among countries. The countries with higher income such as Japan, Singapore, South Korea has succeeded in implementing ICT in all social and economic areas. The rest of the countries, including China, Malaysia, Thailand, Indonesia, Philippines, Vietnam, Laos, Cambodia, are far behind in information technology. Nevertheless, it ́s necessary for all nations, weather developed or developing, to keep on nurturing ICT development to be a part of connected world. The question is how a nation can successfully adopt ICT and benefit from all advantages at best. Unfortunately, there is no common guideline for all countries. Without identifying specific factors of each country and a lot of effort made by government, no country can achieve high ICT performance in the long run. The purpose of this paper is three-fold:To identify the characteristics and political options of a country, that would affect the success of ist ICT adoption. To identify clusters of nations upon the international ICT indices and GNI per capita To provide an overall guideline that incorporates these nations toward developing higher ICT indices. This paper shows income level and social background can play very important roles in country ́s ICT development.

Book Synopsis Migrant Communication Enterprises by : Maria Sabaté-Dalmau
Download or read book Migrant Communication Enterprises written by Maria Sabaté-Dalmau and published by Multilingual Matters. This book was released on 2014-08-06 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: This unique critical sociolinguistic ethnography explores alternative migrant-regulated institutions of resistance and subversive communication technology: the locutorios or ethnic call shops. These migrant-owned businesses act as a window into their multimodal and hybrid linguistic and communicative practices, and into their own linguistic hierarchies and non-mainstream sociolinguistic orders. Here, socially displaced but technologically empowered transnational migrant populations actively find subversive ways to access information and communication technologies. As such they mobilise their own resources to successfully inhabit Catalonia, at the margins of powerful institutions. The book also focuses on the (internal) social organisation dynamics, as well as on the simultaneous fight against, and re-production of, practices and processes of social difference and social inequality among migrants themselves.

Book Synopsis Policy Diffusion and Telecommunications Regulation by : Véronique Wavre
Download or read book Policy Diffusion and Telecommunications Regulation written by Véronique Wavre and published by Springer. This book was released on 2018-01-22 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study investigates regulatory reforms in the telecommunications sector of Middle Eastern and North African (MENA) countries. It explores telecommunications innovations in three developing economies (Morocco, Jordan and Egypt), with a focus on regional and European trends in telecommunications policies. Common knowledge suggests that the European Union and its member states are the main influential regulatory power in the MENA region. However, the empirical analysis of selected telecommunications regulations: universal service obligation (USO) and spectrum management, reveals that reforms are not always determined by European countries but may also originate from other developing countries, such as Peru and Chile. This finding attests to the rise of regulatory influence from the Global South, which challenges traditional transfers of regulations originating from more industrially advanced countries.
