Available in PDF, EPUB and Kindle. Book excerpt: This book explores the reasons behind Europe’s poor performance in terms of overall growth and its progressively diminishing role in the global context. Recognizing that the big challenge is to restore confidence and hope in Europe, potential solutions are discussed. The volume comprises a selection of contributions to the XXVI Villa Mondragone International Economic Seminar (Rome, 2014), the most recent of a series of seminars that have provided outstanding scholars with an opportunity to discuss key topics in economic research. In recent years the persistence of high unemployment and low growth has increased the Euroscepticism that has targeted the euro and the Brussels bureaucracy. Readers will find this book a fascinating source of information on current thinking regarding topics such as European industrial policy, European governance, unemployment, the euro and competitiveness, trade and financial integration, the Transatlantic Trade and Investment Partnership, anticorruption policies, and energy and climate policies. In particular, it examines the structural reforms and commitment to development that will be required for Europe to become a region characterized by social justice, dynamism, and opportunities for all.

Book excerpt: This book draws lessons on the importance of meritocracy for economic growth by analysing Italy's economic decline in the past few decades. Connections, rather than merit, are a long-standing feature of the Italian elites, even in the corporate sector. This became a significant problem when Italy's economy could no longer grow due to imitation, devaluation, and public debt, and faced the challenges of becoming a frontier knowledge-based open economy. This book uses international comparisons on social capital, governance, the role of the public sector, efficiency of the judiciary, education, gender and social inequality, social mobility, corporate standards, financial structures, and more to evaluate Italy's economic performance. It argues that the arrogance of mediocracy is more damaging than that of meritocracy. Italy experienced an economic miracle after the Second World War, and it is still an advanced economy and a member of the G7. Until the 1960s it seemed destined to catch up with the best-performing countries. Then the growth engine stopped, its debt skyrocketed, and Italy became a weaker member of the Eurozone. Many other countries in the world have heavy historical legacies and low social capital, and many others have to make the jump from imitation led growth to endogenous growth. The lessons drawn from studying Italy's case can therefore have important international applications.

Book excerpt: This book attempts to answer the question: "How can Europe 2020, the EU's new strategy for smart, sustainable and inclusive growth, lead to a stronger social EU with less poverty and greater social cohesion?" Examined in depth are achieving the EU's ambitious social objectives to lift at least 20 million people out of the risk of poverty and exclusion by 2020 and the Union's four other mutually reinforcing targets. A key objective of the book is to take a critical look at and draw lessons from the past, 2000-2010 Lisbon Strategy. Another important objective is to explore the format and role of EU coordination and cooperation in the social field in the new EU governance framework, in a context marked by slow recovery after the global economic crisis. Finally, the book also makes proposals for the further reinforcement of this coordination and cooperation and for the improvement of the different instruments available at EU, national and sub-national levels.

Book excerpt: This study examines the characteristics of sectoral cycles in EU countries and investigates the reasons which might explain differences in the adjustment capacity of sectors and countries to economic shocks; broadly defined as unforeseen changes to business conditions. In particular, it evaluates the role played by institutional factors and product market reforms in accelerating this adjustment capacity. Product market reforms are institutional changes of microeconomic (sectoral) nature implemented to improve the functioning of product markets. In Europe such reforms include a wide range of measures spanning from the creation of the Single Market, to liberalization and regulatory reforms in network industries, to reforms in the business environment, competition policy, and state aid.

Direction générale des affaires économiques et financières and published by . This book was released on 2009 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper provides an analysis of recent reforms of tax-benefit systems and a preliminary assessment of their impact on financial incentives to work and on labour supply. Many Member States have introduced policies to make work payʺ and have targeted low-wage workers with the aim of increasing their take-home pay. The labour market improvements observed over recent years are a sign that structural reforms have started to pay off. The reduction of disincentives to work and to hire, especially for the low-skilled, embedded in tax and benefit systems, a greater link with activation policies and a stronger reliance on preventive and targeted active labour market policies (ALMPs), and widespread wage moderation are all factors that have contributed to the structural improvement in the functioning of labour markets. Yet, despite these improvements, in view of the ageing of the population and rapid technological change, more progress is needed to further increase and maintain high levels of employment and participation rates, especially among female and older workers, and to reduce structural unemployment. Member States should continue along the line of reforms followed so far. The Commission has stressed the importance of a comprehensive strategy of labour market reforms ("flexicurity") that shift the focus from protection on the job to insurance in the market. These reforms would enable workers to move more smoothly from declining to expanding activities, thus easing tensions in the adjustment process, while ensuring adequate income support and responding to potential anxieties among European citizens.

As the previous editions, the report analyses recent trends in tax revenues and tax reforms in EU Member States. A particular focus of this year's edition is the analysis of the EU VAT system and tax policy challenges faced by EU Member States. The report examines the economic and policy implications of the EU VAT system, of which it provides an overview of the history and possible future. It analyses welfare gains and economic benefits from simplifying VAT procedures and reviews options to reduce VAT fraud and evasion. Applying an indicator based approach, the report identifies horizontal challenges that EU Member States are currently facing in the area of tax policy. These relate to (i) fiscal consolidation on the revenue side and growth-friendly tax structures, (ii) broadness of tax bases in both direct and indirect taxation, with a particular focus on corporate tax expenditure, (iii) the need to improve tax governance and (iv) specific tax issues, namely housing taxation, environmental taxation and some redistributive aspects of taxation." -- EU Bookshop.

Real estate prices and collateral values experienced some correction and appear to have stabilized more recently, but excess supply likely remains in segments of the market. Continued progress with structural reforms will also be important to establish high value exports and to raise productivity and employment rates. Further pension reform will help avoid age-related public spending. Measures to enhance the education system and encourage women and older workers to participate in the labor market will be important to raise employment.

Book excerpt: The document contains the EU Commission's assessments of the 2011 Economic and Fiscal Programmes of the currently 3 potential candidate countries: Albania, Bosnia and Herzegovina, Serbia. The programmes are precursors of similar programmes, which EU Member States are supposed to submit. They should present a short description of recent economic developments, a medium macroeconomic framework, a chapter presenting the medium-term fiscal programme and an overview of intended structural reforms. The EU Commission assesses, whether the documents respect the required format and information and whether the programme is plausible and in line with the country's accession perspective.
