When I came here I found everything in both bays (table and Simon's bays) at the mercy of any unarmoured cruiser with a rifled gun on board. This is the case no longer. Batteries have been almost completed and partially armed, which, experts tell us, will render both ports fairly safe against anything but a squadron of armoured and heavily armed vessels. I believe the sums were in the Estimates for this year, which would have almost completed the works and their armament. But the works 'will be of little use without trained garrisons. It was proposed that the garrisons should consist of a backbone of her Majesty's regular forces, supplemented with Colonial forces.
