Since financial development is a m ultifaceted concept, the question of whether the development of financial market s leads to economic growth or whether it is more of a consequence of a growing eco nomy is addressed. Moreover, this project examines this central relationship in the context of one economy, that of Lebanon. The project utilizes secondary theoretical and emp irical literature to draw general conclusions on the existing state of thought o n the emphasis of the role of financial development in generating sustained growth. The trend in the literatur e is that the development of financial markets and institutions and a financial system that does a good job of delivering essential services, is a critical part of the growth process and not just a passive response to economic development. Furthermore, Lebanon is specifically examined in terms of its financial structur e, level of financial sector development and economic performance. Primary resea rch is carried out empirically through regression analysis of the effect financi al development plays on the economic development of Lebanon. The results show that in the Lebanese context, financial sector develop ment does in fact have an impact on economic growth. The indicators of financial sector development used in the tests collectively impacted the observed changes in econ omic growth. However, not all of the financial development indicators used were significant, which does not completely conform to the results of the majority of cross- country studies carried out in the literature. Thus, the findings of this paper can be r egarded as being a preliminary step to further investigations. Lastly, the study proposes areas for further research and policy recommendations that the Lebanes e government and key financial sector players should consider in order for the full effects of financial development measures to take form.

Macroeconomic imbalances and related perceived risks affect the nature of investment decisions in Lebanon, in favor of liquid instruments rather than longer-term productive investments. Further, many barriers to entry discourage agents from investing in a number of markets: legal impediments to competition, corruption, and a set of fiscal incentives favoring the allocation of resources to non-tradable sectors, where potential demand and investment opportunities are scarcer. In turn, using a steady-state computable general equilibrium model, the paper assesses the long-term growth impact of a selected set of policy reforms envisaged to lift such constraints. Results suggest that 1 to 2 percentage points of additional GDP growth per year could be gained through public expenditure reform, greater domestic competition, and tax harmonization.

I thereby focus on the credit market. It is shown that various external and internal factors have led to a credit market development on the supply-side that is not conducive to real sector growth. In particular, the period before the Lebanese civil war is characterised by funds flowing in from other Arab countries, which were not channelled into domestic long term investment but accrued to the trade and services sector or went abroad. Throughout the war and afterwards the share of the private sector in total credit declined substantially as the government crowded out private demand. It is concluded that only a shift of policy with a clear focus on the real sector’s needs can bring about the required economic development.

Book excerpt: The purpose of this thesis is to study the direction of the causality between tourism development and economic growth in Lebanon, and to investigate the existence of a long-run relationship between the two variables. In order to reach our objectives, we estimate a Vector Auto Regression model and apply the Granger causality test. Our findings suggest a unidirectional causality running from economic growth to tourism development thus support the Growth Led Tourism hypothesis. They also identify a positive relationship in the short-run between tourism development and economic growth, and the impulse response fonction reveal a positive relation between them, marked by the positive reaction of either variable in response to a positive shock in the other. Those findings support the necessity to formulate policies aiming to enhance the tourism sector in Lebanon, as well as programs of action towards economic development. Limitations to this research included the unavailability of data which ruled out the initial choice of variables. The value of this study lies in the originality of its application in Lebanon. Moreover, its results further assert the need to develop the tourism sector and promote the expansion of the economy in Lebanon.

Book excerpt: This Selected Issues paper studies the inefficiencies related to the electricity sector and assesses the potential impact of the 2019 reform plan. Electricity shortages are the second constraint to competitiveness reported by businesses in Lebanon, based on the Enterprise Survey conducted by the World Bank. Lebanon’s electricity sector performance is worse than other similar countries in the region. Many businesses must rely on costly private generators. Income inequalities are exacerbated by both the geographical disparities in Electricité du Liban’s (EdL) electricity provision and its tariff structure. The most vulnerable households are the small consumers located in regions with little electricity provision from EdL. A new electricity plan was approved by Cabinet on April 9, 2019 and ratified by Parliament on April 17, 2019. Although it is critical that the plan is decisively implemented, it is also important that it is enhanced further to fully restore EdL’s viability. Introducing well-targeted measures, such as cash transfers, would help protect the most vulnerable households from the tariff increase. As planned in the reform package, consumer tariffs should be indexed on the evolution of input prices to guarantee that it will not be negatively impacted by future developments in fuel or gas prices.

After the introduction and a literature review related to peculiar features of the Lebanese economy, the paper presents the global financial crisis that emerged in financial markets and later passed on to the real side of almost all economies. A brief introduction to Arab economies later follows in the same chapter. The major issue of the paper was trying to track the path followed by the Lebanese economy. A thorough examination of almost all sectors of the Lebanese economy shows that Lebanon has been ranked among the few countries that not only have not been affected by the latest crisis, but also have upgraded their performance in almost all sectors of their economies. Some of the reasons underlying this fact are the conservative approach adopted by the Lebanese government and the banking sector trying to protect the Lebanese economy amidst the unstable political atmosphere of the country, together with a sound financial sector, and a supportive investor base. Nonetheless, Lebanon seems to have domestic situations that may be more destructive to its economy from the global crisis. The paper investigates some of the threatening characteristics of the Lebanese economy, namely the surging public debt, the vulnerable geopolitical atmosphere together with a lack of productive factors underlying economic growth. The final section presents some policy implications together with conclusive statements.

This needs to be complemented by structural reforms and concessionally financed investment to raise Lebanon’s growth potential and help external adjustment, as well as policies to build further buffers in Lebanon’s financial sector. Structural reforms should prioritize reforming the electricity sector, removing impediments to and lowering the cost of doing business, as well as improving governance and reducing corruption.

This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. The research also includes a case study on SMEs in Lebanon, their importance, an d their financing difficulties. Our analysis provides partial evidence that the MENA region experienced increases in the financial flows since 9/ 11 and that some of these flows have r esulted in higher levels of liquidity and higher levels of private sector investments. This result was expected after the literature review on the subject. In the Lebanese case, when we studied the missing link between finance and growth, we concluded that problems faced by SMEs spring from the effect of the Lebanese debt situation and the particular ities of financial intermediation.

Fundamentally, the goals of monetary policy in developing countries do not differ greatly from those in developed ones, in spite of differences in both eco nomic and social structure. But there is likely to be a substantial difference in emphasis on these objectives, namely the promotion of economic growth in the developing countries and the avoidance of inflation in the developed ones. Central banks along with commercial banks in developing countries have the added responsibility of the development of the financial structure by assisting in the creation of institutions specifically designed to encourage the mobilization of savings and to provide development finance. Theref ore, the evaluation of the financial banking system in an economy must be viewed in terms of the extent of its contribution t o capital formation and economic growth.
