Available in PDF, EPUB and Kindle. Book excerpt: The system for allocating public expenditure to the nations and regions of the UK has broken down. Money goes to Scotland, Wales and Northern Ireland by the notorious Barnett formula, but this is collapsing and cannot last long. Money goes to the English regions by poorly-understood formulae that work badly. People in every region think that the system is unfair to them. The Fiscal Crisis of the United Kingdom suggests how the system could be fixed, drawing lessons from Australia and Canada. It recommends a Territorial Grants Commission.

Available in PDF, EPUB and Kindle. Book excerpt: Sir Michael Lyons was commissioned to consider the case for changes to the present system of local government funding in England and make recommendations, including on the reform of council tax. The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.

Book excerpt: The balance of power between central and local government matters because it affects the responsibility and accountability for delivery of services and improvements to local people and communities. Democracy is strengthened where local people understand what local government is responsible for in terms of both policy and resources, where they can hold to account local government for its performance, and where, crucially, they believe that local government can make a real difference. Local authorities should have the freedom to shape the development of their communities and the scope to unlock the full potential of local innovation. Yet the predominant trend, particularly since the second world war, has been for central government to increase its powers and responsibilities at the expense of local government. This report looks at the current role of local government, assessing where it could be more proactive in making best use of existing structures, and where change is required elsewhere - by central government and its agencies and by Parliament - to increase the scope for autonomous local government activity. It considers the role of central government, and the advantages to be gained at both the local and the national levels from adopting a "minimalist" as opposed to a "maximalist" role in relation to local government, advocating further cultural change within central government to facilitate a decentralised balance of power structure. The Committee also addresses the pressing need for reform of local government financial arrangements, with a view to enabling local government to raise more of its own money.

Available in PDF, EPUB and Kindle. Book excerpt: 'Taxation affects all of us, directly or indirectly, on a daily basis in numerous ways. For those involved in studying and researching taxation, matters of definition and understanding of taxation terms frequently arise. Simon James' 1998 first edition has been where I first turn to as a reference source to provide insightful, concise and readily understandable explanations. Specifically A Dictionary of Taxation is an essential source whether the occasion is teaching, responding to student queries, or supporting one's own research. I congratulate Simon in preparing this second edition and would encourage a future edition to emerge significantly sooner than the gap between the first two editions. Every researcher and teacher of taxation should have a copy of this second edition on their desk.' Adrian Sawyer, University of Canterbury, New Zealand 'A Dictionary of Taxation, Second Edition is comprehensive and more substantive than a simple listing of definitions and will prove to be an enormously valuable reference. Professor James provides just the right amount of detail and insight for each entry, frequently commenting on the historical evolution of a term, and for many entries, providing a list of the original sources upon which the entry is based. I highly recommend this directory to academic researchers, makers of public policy, and private sector professionals.' Carl P. Kaiser, Washington and Lee University, US 'Simon James' second edition of A Dictionary of Taxation has arrived at last! Tax is one of those things that is universal and unavoidable, and at the same time, dynamic and intriguing. James does a sterling job at capturing so many terms herein, not just technical explanations, but also their history and significance. There are also helpful suggestions for further reading. Both experts and novices alike will find this an interesting and very useful text to have close at hand.' Margaret McKerchar, Australian School of Taxation and Business Law (Atax) 'I have known Simon for many years, through working in our respective roles as committee members for the Chartered Institute of Taxation. Simon has an extremely wide knowledge of taxation matters, which is ably demonstrated in this dictionary of tax terms and phrases. It is an essential guide in unraveling the mysteries of professional "tax talk" for the non practitioner. For those interested in obtaining further information or guidance there are many useful references to other works.' Dale Simpson, Chairman, South West England Region of the Chartered Institute of Taxation and Partner, Thomas Westcott, UK This second edition of the Dictionary of Taxation contains over 200 new or substantially revised entries to enhance the existing wide range of accessible definitions and terms used to describe various aspects of tax and tax systems around the world. The entries relate to the analysis of taxation, key concepts, major developments and controversies in taxation. The Dictionary draws on economic, accounting and legal aspects of taxation as well as the contributions of other social sciences to the understanding of taxation and its effects. Sorted alphabetically, with cross referencing, each entry presents the essential points of a particular law, accountancy practice or economic concept. Additionally this revised and updated Dictionary offers a guide to readers of other literature on certain concepts or practices. Written in an accessible style, it will be indispensable to all those who need to know more about the concepts of taxation including practitioners, academics and students.

It discusses range of policy issues including education, the police, housing, race relations and finance. In addition, theoretical chapters are included which set the empirical studies in the broader context of theories of the State and of policy making. The chapters have each been written by an acknowledged authority on the particular subject and are based upon extensive research. Book excerpt: Beyond Westminster and Whitehall provides the first comprehensive account of the range of sub-central government institutions that are responsible for the delivery of services to citizens. These bodies are the warp and weft of the British system of government and yet are all too frequently ignored. For a full understanding of British government, the study of sub-central government is of equivalent importance to that of the Prime Minister, the Cabinet, and Parliament. Westminster and Whitehall do not always get what they want. There are a great many restraints upon the actions of the centre, and central policies all too often have unintended consequences. This book, demonstrating that Britain is not a unitary state but a differentiated polity in which sub-central governments play a key role, will be essential reading for teachers and students of British politics.

Available in PDF, EPUB and Kindle. Book excerpt: It would be differcult to think of any political party whose internal problems have been so publicly scrutinised as have those of the Labour Party in recent years. The authors of The Politics of the Labour Party were not specifically asked to consider the question-why Labour? There has been no shortage of published views on that subject. Instead they were invited to look at certain themes and topics of longer-term significance. With a focus on contemporary problems, whose consequences are still unfolding The Politics of the Labour Party promotes an understanding of the context in which those problems occured and will develop with its main theme being change. Chapters included focus on power in party; the developing incompatibility of intra-party democracy and parliamentary democracy and the changing styles of political leadership. Noted contributors such as the late Robert Mackenzie, Colin Crouch and Dennis Kavanagh raise important questions about the changes in the relationship between the party and the trade unions; remind us about the scale of labours recent decline in electoral support and investigate the party's ideas of representation and asks if Labour is still the workers party. The Politics of the Labour Party provides simply the most authoritative analysis of the longer-term tensions which lie behind the immediacy of day-to-day events.

Available in PDF, EPUB and Kindle. Book excerpt: Published in 1999. Originally published in 1981, Control and Power in Central-Local Government Relations set out to provide a re-interpretation of central-local relations in Britain. The book reviewed the (then) existing literature; redefined the subject of intergovernmental relations (IGR); and developed a theory linking IGR to broader issues in the study of British Government. It rapidly became a classic in the study of local government. The link to broader issues what achieved through the power-dependence model and the focus on policy communities. The book underpinned the vast growth in the study of policy networks in British government. This revised edition includes four new chapters, two of which have been specially written. The new Preface traces the fortunes of the power-dependence model, commenting on and updating the individual chapters. A new part II continues the story. It contains a 1986 essay reviewing criticism of the original model (chapter 6); a 1992 article discussing unresolved issues in the study of policy networks (chapter 7); and a new chapter assessing where we are now in the study of networks. It argues, provocatively, for an ethnographic focus on traditions and narratives; on how individuals construct networks. The book remains essential reading for all students and academics concerned with the study of IGR and policy networks.

The Lord Scarman Report itemized and stressed particular issues that arose from the Brixton disorders. This text is organized into five parts encompassing 22 chapters. The first parts explore the political agenda of the Brixton riot and Lord Scarman's report, explanations, images and impact of riots. Another part is concerned with the issues in policy making related to the community, public, and accountability. These topics are followed by discussions of the issues of unemployment and racial disadvantages in cities. The last part contains a summary of the Report. This book will prove useful to historians, sociologists, and researchers.
