That the said deputy collectors shall be paid for their services by a commission on the amount of their collections, to be fixed by the councils of any city of the first class, said commission however shall not exceed three per cent. On the amount collected by them, and they shall draw the amount of the said commission monthly out Of the treasury of any such city, on warrants drawn by the said receiver, and to be countersigned by the controller thereof. In case any such taxes shall be paid into the said receiver's Office while the bills therefor are in the hands of the deputy or deputies for collection, he or they shall be entitled to receive the said commission as though said taxes were actually collected by him or them. Section 10. That in lieu of all the costs and commissions now received by the collector of delinquent taxes and his deputies, there shall be imposed upon all taxes registered as delinquent in accordance with the existing laws, the fol lowing penalties: On the first day of March succeeding the registry of any tax as delinquent, a penalty of one per centum, and on the first day of each succeeding month dur ing that year, an additional penalty of one per centum; and if such tax remain unpaid until the thirty-first day of De camber succeeding the registry thereof, then the receiver of taxes shall certify the same to the city solicitor of any such city, who shall proceed forthwith to file a lien for the same and to collect the same by due process of law, and the said city solicitor, in addition to all other remedies possessed by him, shall have all the remedies for the collection of said taxes herein given to the said receiver of taxes and his deputies. During this time he has often felt the need of a work on the poor laws in a more compact form than the various digests of the laws and decisions of the courts, covering nearly two hundred years of legislation. Some years ago he commenced to arrange the decisions under the acts which had required judicial construction, and finally led to the present work. As nearly all legislation in reference to the poor prior to the act of June 13, 1836, has been repealed, or rather embodied in the latter act, the plan adopted was to take that act section by section and under each give the decisions of the courts construing them, and in doing so the author has not confined himself to the courts of last resort, but has digested the cases of all the lower courts that he thought of any value. Book excerpt: Excerpt from The Negotiable Instruments Law of Pennsylvania In 1895 the Conference of Commissioners on Uniformity of Laws, which met that year in Detroit, instructed the Committee on Commercial Law to have prepared a codification of the law relating to bills and notes. The matter was referred to a sub-committee consisting of Lyman D. Brewster, of Connecticut, Henry C. Willcox, of New York, and Frank Bergen, of New Jersey; and I was employed by the subcommittee to draw the proposed law. When completed, the draft, with my notes, was submitted to the sub-committee, who printed it and sent copies to each member of the conference, and also to many prominent lawyers and law professors, and to several English judges and lawyers, with an invitation for suggestions and criticisms. The draft was submitted to the conference, which met at Saratoga in August, 1896; and the commissioners who were in attendance, being twenty-seven in all, and representing fourteen different States, went over it section by section, and made some amendments therein, most of which were such changes in the existing law as I had not felt at liberty to incorporate into the original draft. The draft as thus amended was adopted by the conference; and was afterwards approved by the American Bar Association, the American Bankers' Association, and by many State bar associations, among them that of Pennsylvania.
