In Sub-Saharan Africa, where three-fourths of the poor live in rural areas, spurring growth and generating income and employment opportunities is critical for poverty reduction strategies. Seventy percent of the population lives in rural areas, where livelihoods are largely dependent on the production and export of raw agricultural commodities such as coffee, cocoa, and cotton, whose prices in real terms have been steadily declining over the past decades. The deterioration in the terms of trade resulted for Africa in a steady contraction of its share in global trade over the past 50 years. Diversification of agriculture into higher-value, non-traditional exports is seen today as a priority for most of these countries. Some African countries in particular, Kenya, South Africa, Uganda, Côte d'Ivoire, Senegal, and Zimbabwe have managed to diversify their agricultural sector into non-traditional, high-value-added products such as cut flowers and plants, fresh and processed fruits and vegetables. To learn from these experiences and better assist other African countries in designing and implementing effective agricultural growth and diversification strategies, the World Bank has launched a comprehensive set of studies under the broad theme of 'Agricultural Trade Facilitation and Non-Traditional Agricultural Export Development in Sub-Saharan Africa'. This study provides an in-depth analysis of the current structure and dynamics of the European import market for flowers and fresh horticulture products. It aims to help client countries, industry stakeholders, and development partners to get a better understanding of these markets, and to assess the prospects and opportunities they offer for Sub-Saharan African exporters.

This report provides an in-depth assessment of gender and ethical trade in South African fruit, Kenyan flowers and Zambian flowers and vegetables. It examines the gendered needs and rights of workers, as articulated by workers themselves, and how these could best be addressed by codes of conduct. The research paid particular attention to vulnerable groups such as women and seasonal, casual and migrant workers, who typically face a different set of constraints and opportunities in employment.

The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Drawing on these case studies and on consultations with agricultural specialists and politicians from across subSaharan Africa -- undertaken in collaboration with the African Union's New Partnership for Africa's Development -- the contributors identify two key determinants of positive agricultural performance: agricultural research to provide more productive and sustainable technologies to farmers and a policy framework that fosters market incentives for increasing production. Through a range of methodological lenses and empirical material, the chapters highlight different aspects of this continuity: the strength of the provincial administration, the weakness of formal party structures, the central role of ethnicity in shaping political competition, the understanding of the state as a resource in itself, and the ultimately incompatible beliefs held by different communities regarding how power can be legitimately exercised. Taken together, the persistence of these factors over time helps to explain the failure of the nation-building project in Kenya, and the context within which disputed elections in late-2007 could lead to the collapse of political order and the deaths of over 1,000 Kenyans.

A relatively new and increasingly widespread way of organizing peasant agriculture, contract farming promotes production of a wide variety of crops--from flowers to cocoa, from fresh vegetables to rice--under contract to agribusinesses, exporters, and processers. The proliferation of African growers producing under contract is in fact part of broader changes in the global agro-food system. In this examination of agricultural restructuring and its effect upon various African societies, editors Peter Little and Michael Watts bring together anthropologists, economists, geographers, political scientists, and sociologists to explore the origins, forms, and consequences of contract production in several African countries, particularly Kenya, the Gambia, Zimbabwe, and the Ivory Coast.
