The Assam Census Report of 1891 is particularly a great storehouse furnished with material for ethnological study, and most of the border tribes there described have a great deal in common. But in a work of this kind it is best to confine ourselves to the particular people under survey. When monographs of all the principal tribes and races are before us, someone will settle down to the inviting task of giving us a comprehensive View of the whole field. The chapter on the Origin of the Kachins will probably seem too radical, as it goes contrary to many generally accepted ideas of the Kachin communal life. We are proba bly. In Chapter XIII we intend to deal with the Kachin religion, but in order to understand the subject of the next paragraphs, it is necessary to say a few words regarding the fundamentals of their belief. Like all backward races, as well as orientals in general, they have a strong faith in the invisible and are extremely superstitious. Their faith centers around supernatural beings, called nats, who are superior to man but inferior to the gods of Greek or Indian mythology. These nats correspond more closely to our ideas of demons or evil spirits; still they are not all bad, and they are capable of good deeds as well as evil. The nats determine the destiny of men. Still there are with many a belief in fate, destiny (auba), in our sense of the word. But this idea comes from the Shan and Chinese. The nats follow man from birth to death as his shadow for good or for bad. They know all his ways and if disposed can reveal his future. It is this side of their faith that demands our attention in this chapter. In order to spy behind the veil of the future the Kachins have their mediums, diviners, divinations, palmists, sorcerers and interpreters of dreams, augeries and omens. Nothing is done without first consulting the spirits. There are rules and regulations for every important event and business transaction, and not to observe the regular customs may cause bad luck and bring disfavor from the nats. Our yearly increasing intercourse with the Kachins in the north of Burma makes the want of a practical handbook of the Kachin or Chingpaw language keenly felt. This book is designed to supply that want. The first part of the book explains the grammatical principles and peculiarities of the language, the second part consists of colloquial exercises exemplifying Kachin idioms, and the third part of a vocabulary. The system of orthography followed in this book is one that has been arranged by Mr. George, Deputy Commissioner, in consultation with the missionaries at Bhamo and accepted by the local Government for the spelling of Kachin words in Roman characters. There is great diversity of opinion" among students of the language as to whether certain words should be spelt with 'g' or 'k, ' 'b' or 'p, ' 'd' or 't.' The fact is that there is a slight difference in the pronunciation of certain words in different localities, and as there is no Kachin literature to guide us in the matter, I think the letters given above might be considered interchangeable. The language of the Kachins is very meagre, and the need of a larger vocabulary in their intercourse with Shans, Burmese, and Chinese has led to the introduction of many foreign words into the language. It is by no means difficult to learn, but an accurate pronunciation is only to be arrived at by colloquial practice. -H. F. HERTZ.

Book excerpt: Fighting in Kachin state flared back up just months after President Thien Sein came to power in March 2011. The new government almost immediately began negotiating a series of peace agreements with ethnic armed groups declaring that the signature of a nationwide ceasefire with all ethnic armed groups would be a priority for this first civilian administration. By convincing the majority of groups involved in armed struggle against the Tatmadaw to sign ceasefire agreements, the predominantly civilian government succeeded in winning some credibility, both nationally and internationally. At the same time, several old fault lines have re-emerged, among them the conflict in Kachin and Northern Shan States. The roots of the conflict in Kachin State between the KIO and government troops go back to grievances over control of the territory (and its lucrative natural resources) and the preservation of ethnic identity after the end of British colonial rule in 1948. The rekindling of this old conflict, after seventeen years of ceasefire, serves as a powerful reminder of the fragility of certain aspects of the transition process. The setback to conflict and blockage of peace process with the Kachin Independence Organisation (KIO) and its Army (KIA) show that some structural political issues remain, such as the recognition of local power structures and decentralization. While much has been written in the media about the legal, economic, and political reforms in Myanmar; academic research about the Kachin Conflict, as well as firsthand information remains scarce. Analyzing the causes of the conflict and current impediments to peace in Kachin territories provides an illustration of the limits of the transition process. This research examines the personal experiences of a strong sample of influential Kachin people, shows the complexity of notions of war and peace in the collective Kachin memory, as well as the reinterpretation of these by local leadership for political ends.
