Book excerpt: Excerpt from Impacts of the Jones Act on the Alaska Forest Products Trade Alaska forest products trade flows for 1982 were studied to determine the effects of the Merchant Marine Act of 1920 (the Jones Act). Information was collected from timber producers, forest product industries, and waterborne shippers in Alaska, British Columbia, and the Pacific Northwest. Trade flows were simulated, using a partial equilibrium model based on resource rents, with and without the Jones Act restrictions. Results indicate that million in additional costs were incurred in 1982 because of the Jones Act. These effects appeared small, however, relative to the wholesale value of trade. Further, the Jones Act cost differential was not a major factor in market determination, although low-value products and longer trade routes were more sensitive to cost changes. Primary movements of logs and chips and lumber imports from the Pacific Northwest showed the greatest potential for cost savings after relaxing the Jones Act. Available in PDF, EPUB and Kindle. Book excerpt: In response to a congressional request, GAO examined the effects of the Jones Act on Alaska trade to determine the: (1) economic costs of the act's requirement that only U.S. vessels carry cargo between points in the United States; and (2) impact of this requirement on achieving national defense objectives. GAO found that: (1) the requirement increased annual transportation costs in Alaskan trade by about $163 million; (2) a new crude oil pipeline from California to Alaska could reduce the need for tanker transportation; and (3) the increased costs for Alaskan oil reduced Alaskan royalties and severance taxes by $37 million per year. GAO also found that: (1) U.S. military strategy relied heavily on the use of U.S.-flag ships to move military supplies abroad in case of war; (2) the U.S.-flag fleet declined from 1,050 ships in 1950 to 365 in 1987; (3) the number of positions for U.S. merchant mariners declined from 56,629 in 1950 to 10,376 in 1987; (4) although admitting foreign-built ships to Alaskan trade would probably not change the number of U.S.-flag ships in that trade, it might reduce the number of positions for U.S. merchant mariners; and (5) replacing existing ships with foreign ships would reduce the shipyard mobilization base.

Available in PDF, EPUB and Kindle. Book excerpt: How has an archaic, burdensome law been able to persist for a century? Passed in 1920, the Jones Act restricts the waterborne transport of cargo within the United States to vessels that are U.S.-flagged, U.S.-crewed, U.S.-owned, and U.S.-built. Meant to bolster the U.S. maritime sector, this protectionist law has instead contributed to its decline. As a result, today’s U.S. oceangoing domestic fleet numbers fewer than 100 ships. Beyond leaving a shrunken and uncompetitive maritime sector in its wake, the law has also inflicted considerable damage on the broader U.S. public that range from higher transportation costs to increased pollution. The chapters in The Case against the Jones Act delve into some of the act’s founding myths and the false narrative its supporters have helped to perpetuate. The book evaluates the law’s costs, assesses its impact on businesses, consumers, and the environment, and offers alternatives for a way forward. The Jones Act’s failures reveal that the status quo is untenable. Contributors to this volume hope that the evidence presented will spark discussion about the Jones Act and lay the groundwork for the repeal or significant reform of this outdated law.

Book excerpt: The passage of the Oil Pollution Act of 1990 (OPA 90) by Congress and subsequent modifications of international maritime regulations resulted in a far-reaching change in the design of tank vessels. Double-hull rather than single-hull tankers are now the industry standard, and nearly all ships in the world maritime oil transportation fleet are expected to have double hulls by about 2020. This book assesses the impact of the double hull and related provisions of OPA 90 on ship safety, protection of the marine environment, and the economic viability and operational makeup of the maritime oil transportation industry. The influence of international conventions on tank vessel design and operation is addressed.
