Bringing to light a wealth of new information, Walter A. Skya demonstrates that whatever other motives the Japanese had for waging war in Asia and the Pacific, for many the war was the fulfillment of a religious mandate. In the early twentieth century, a fervent nationalism developed within State Shintō. This ultranationalism gained widespread military and public support and led to rampant terrorism; between 1921 and 1936 three serving and two former prime ministers were assassinated. Shintō ultranationalist societies fomented a discourse calling for the abolition of parliamentary government and unlimited Japanese expansion. Skya documents a transformation in the ideology of State Shintō in the late nineteenth century and the early twentieth. He shows that within the religion, support for the German-inspired theory of constitutional monarchy that had underpinned the Meiji Constitution gave way to a theory of absolute monarchy advocated by the constitutional scholar Hozumi Yatsuka in the late 1890s. That, in turn, was superseded by a totalitarian ideology centered on the emperor: an ideology advanced by the political theorists Uesugi Shinkichi and Kakehi Katsuhiko in the 1910s and 1920s. Examining the connections between various forms of Shintō nationalism and the state, Skya demonstrates that where the Meiji oligarchs had constructed a quasi-religious, quasi-secular state, Hozumi Yatsuka desired a traditional theocratic state. Uesugi Shinkichi and Kakehi Katsuhiko went further, encouraging radical, militant forms of extreme religious nationalism. Skya suggests that the creeping democracy and secularization of Japan’s political order in the early twentieth century were the principal causes of the terrorism of the 1930s, which ultimately led to a holy war against Western civilization.

Tsutsui traces the roots of these practices to Scientific Management, or Taylorism, an American concept that arrived in Japan at the turn of the century. During subsequent decades, this imported model was embraced--and ultimately transformed--in Japan's industrial workshops. Imitation gave rise to innovation as Japanese managers sought a "revised" Taylorism that combined mechanistic efficiency with respect for the humanity of labor. Ishida attempts a balanced evaluation of modern Japan, seeking to explain why the basic characteristics of Japanese society permit two almost opposite assessments. He divides the development of modern Japan into two stages: first, the period starting from the Meiji Restoration (1868) up to the end of World War II; second, from the defeat of Japan in World War II up to the present. Ishida investigates the essential features of the modern Japanese value system and the social structure, which comprise both traditional and modern elements. He examines how Japanese society has adapted Western influences to suit its own needs-the real "miracle" of modern Japan. As the Japanese economy grows and Japan becomes an economic superpower, political self-confidence is also emerging. Ishida, however, remains critical of Japanese society, because he feels that Japan lacked the internal resources to change the political system from within until its defeat by the Allies forced it to introduce various reforms ordered by the occupation authorities. Despite the rapid changes taking place in Japanese society, certain attitudes, such as conformity and competition, are common to both the prewar and postwar periods. The final section is devoted to the field of peace research. Ishida presents differences of meaning in the concepts of peace in ancient Hebrew, Greek, Roman, Chinese, and Indian cultures in order to characterize the Japanese concept of peace, which, akin to the Chinese, emphasizes harmony rather than justice. He goes on to discuss Japan's images of Gandhi, which, according to the author, were projections of ultranationalist prejudice and missed the significance of his nonviolent direct action. Ishida emphasizes the importance of such nonviolent action as a means to carry out social change toward the realization of justice.

In Arbiters of Patriotism, John Person explores the lives of two of the most notorious right-wing intellectuals responsible for leading such attacks in prewar and wartime Japan: Minoda Muneki (1894–1946) and Mitsui Kōshi (1883–1953) of the Genri Nippon (Japan Principle) Society. As fervent proponents of Japanism, the ethno-nationalist ideology of Imperial Japan, Minoda and Mitsui appointed themselves judges of correct nationalist expression. Pokémon, anime, pop music, television dramas such as Tokyo Love Story and Long Vacation—the export of Japanese media and culture is big business. In Recentering Globalization, Koichi Iwabuchi explores how Japanese popular culture circulates in Asia. He situates the rise of Japan’s cultural power in light of decentering globalization processes and demonstrates how Japan’s extensive cultural interactions with the other parts of Asia complicate its sense of being "in but above" or "similar but superior to" the region. Iwabuchi has conducted extensive interviews with producers, promoters, and consumers of popular culture in Japan and East Asia. Drawing upon this research, he analyzes Japan’s "localizing" strategy of repackaging Western pop culture for Asian consumption and the ways Japanese popular culture arouses regional cultural resonances. He considers how transnational cultural flows are experienced differently in various geographic areas by looking at bilateral cultural flows in East Asia. He shows how Japanese popular music and television dramas are promoted and understood in Taiwan, Hong Kong, and Singapore, and how "Asian" popular culture (especially Hong Kong’s) is received in Japan. Rich in empirical detail and theoretical insight, Recentering Globalization is a significant contribution to thinking about cultural globalization and transnationalism, particularly in the context of East Asian cultural studies.

Book excerpt: In the decades since her defeat in the Second World War, Japan has continued to loom large in the national imagination of many of her East Asian neighbours. While for many, Japan still conjures up images of rampant military brutality, at different times and in different communities, alternative images of the Japanese ‘Other’ have vied for predominance – in ways that remain poorly understood, not least within Japan itself. Imagining Japan in Postwar East Asia analyses the portrayal of Japan in the societies of East and Southeast Asia, and asks how and why this has changed in recent decades, and what these changing images of Japan reveal about the ways in which these societies construct their own identities. It examines the role played by an imagined ‘Japan’ in the construction of national selves across the East Asian region, as mediated through a broad range of media ranging from school curricula and textbooks to film, television, literature and comics.
