Just where religious identity supervenes national identity has become a critical turning point. Israeli's book shows that the line between moderates and extremists within the Islamic fold is vague, ambiguous, and in certain situations non-existent. In this volume, European and regional experts analyse trends driving the radicalisation of political Islam as well as the contrary trend of de-radicalisation observed in some countries where Islamist parties have secured democratic political participation. The question underlying the book is whether the ED should engage more specifically with the 'moderate' Islamist parties, and at least recognise radical Islamist movements that achieve democratic electoral success and legitimacy, such as the Palestinian Hamas. Current EU policies are largely negative on both accounts. The conclusions of the book argue for a change in this stance, with a three-dimensional approach: a) to put pressure on incumbent regimes to abandon the repression of moderate Islamist movements, b) to influence the legal and political frameworks regulating social and political participation in a more open way and c) to engage in dialogue with non-violent opposition forces - both Islamist and non-Islamist. It posits that the securitisation of Islam is not only a speech act but also a policymaking process that affects the making of immigration laws, multicultural policies, antidiscrimination measures and security policies. The paper deconstructs and analyses the premises of such policies as well as their consequences on the civic and political participation of Muslims. The behaviour of Muslims was studied through 50 focus groups conducted in Paris, London, Berlin and Amsterdam over the year 2007-08. The results show a great discrepancy between the assumptions of policy-makers and the political and social reality of Muslims across Europe. The paper presents recommendations to facilitate the greater inclusion of Muslims within European public spheres.

Muslim immigrants converging on Europe from widely divergent communities scattered throughout North Africa, the Middle East and South-East Asia, represent a great variety of local cultures and traditions. Trans-Mediterranean networks form the basis of migration routes and are key factors in the destinations of these migrants and in the overall process of immigration, be this towards Europe or other Muslim countries. South-North fluxes intertwine with South-South fluxes, among which the Gulf Arab countries stand out as a prime destination, not only for low-skilled labour. Different situations emerge, within a variegated discourse on co-existence, integration, assimilation and the preservation of identity. The adoption of this transnational dimension incorporating both destination, and points of origin, enables the investigation of migration to move beyond a purely Eurocentric approach. Thus, different national patterns are analyzed with a focus on a number of significant case-studies. By debating policies and cultural approaches the aim is to add innovative scholarship to the challenge of integration. Cross-cultural pluralism on the part of the nation states comprising the European Union is one avenue for moving the dialogue between different cultural frameworks towards a more compatible form.
