Book excerpt: On July 14, 2015, Iran and the six powers that have negotiated with Iran about its nuclear program since 2006 (the United States, the United Kingdom, France, Russia, China, and Germany--collectively known as the P5+1) finalized a Joint Comprehensive Plan of Action (JCPOA). The JCPOA is intended to ensure that Iran's nuclear program can be used for purely peaceful purposes, in exchange for a broad lifting of U.S., European Union (EU), and United Nations (U.N.) sanctions on Iran. The JCPOA largely reflects what was agreed in an April 2, 2015, framework for the accord. The agreement replaces a Joint Plan of Action (JPA) interim nuclear accord in operation since January 2014. This book examines the Iran Nuclear Agreement, and discusses Tehran's compliance with international obligations.

Book excerpt: "The US secretary of States John Kerry directly asked Iranian foreign minister Mahammad Havad Zarif to comfirm that he was authorised to actually make a deal not just by the Iranian president but by the supreme leader? Zarif assured that he was and on the 14 July 2015, all parties agreed to a landmark comprehensive nuclear agreement" The Iran Nuclear Deal has indeed caused so many controversies, political headline and public concern. This is evidently shown by all the political dealings and grievance by some countries about the deal notably, the US and Israel. Similarly the issue of public skepticism, reactions and concerns about the deal has indeed been very widely publicized. All around the world so many people are very weary and confused by all the controversies and tension regarding this deal, but indeed only few people are truly aware of the reasons and truths behind the deal. The doctor does does a good work here, by not only factually hylighting the documents of the deal, but also analysing and summarising the deal in a more common perspective. This book explains in details every fact and truth about this historical deal, and indeed tells you what you do not know about the deal.

Book excerpt: In July 2015, eight parties – France, Germany and the United Kingdom, together with the European Union and China, Russia and the United States on the one side, and Iran on the other – adopted the Joint Comprehensive Plan of Action (JCPOA), better known as the Iran nuclear deal. Under the agreement, Iran accepted limits to its nuclear programme in return for sanctions relief. Hailed by some as a diplomatic achievement, detractors – both in the US and the Middle East – saw the deal as overly lenient. In May 2018, US President Donald Trump announced that the US would cease waiving sanctions and withdraw from the agreement. This Adelphi book assesses that Trump’s decision was a grave error. Like any multilateral agreement, the deal was not perfect, but Iran had been honouring its commitments. Drawing on a deep understanding of the non-proliferation regime and technical expertise, the authors trace the emergence of antipathy to the JCPOA and set out how many of the politicised criticisms of the accord are demonstrably incorrect. They argue that the little-known Procurement Channel – established by the JCPOA to give Iran a legitimate route to procure goods and services for its now-limited nuclear programme – has been an effective check on Iran’s illicit procurement of nuclear-related goods. Moreover, this book demonstrates that Iran’s nuclear and ballistic-missile programmes are not intrinsically linked, as not all Iranian missiles are designed to be nuclear-capable. While the deal endures for now, its survival will ultimately depend on Iran.

Book excerpt: "The Joint Comprehensive Plan of Action (JCPOA) nuclear agreement between Iran and the P5+1 (the United States, the United Kingdom, France, Russia, China, and Germany) has proven successful so far. However, some major challenges to the JCPOA from within Iran may emerge in the future. This Perspective examines the nature of the factional divisions that exist in Iran; how this factionalism may impact the nuclear agreement; and the viability of the JCPOA if major events were to occur, such as the death of the supreme leader or heightened U.S.-Iran tensions"--Publisher's web site.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an international legal analysis of the most important questions regarding Iran's nuclear program since 2002. Setting these legal questions in their historical and diplomatic context, this book aims to clarify how the relevant sources of international law - including primarily the 1968 Nuclear Non-proliferation Treaty and IAEA treaty law - should be properly applied in the context of the Iran case. It provides an instructional case study of the application of these sources of international law, the lessons which can be applied to inform both the on-going legal and diplomatic dynamics surrounding the Iran nuclear dispute itself, as well as similar future cases. Some questions raised regard the watershed diplomatic accord reached between Iran and Western states in July, 2015, known as the Joint Comprehensive Program of Action. The answers will be of interests to diplomats and academics, as well as to anyone who is interested in understanding international law's application to this sensitive dispute in international relations.

Book excerpt: This book delves deep into the complex dynamics surrounding the Iran nuclear deal and its subsequent fracture. In a post-2018 world, following the United States’ withdrawal from the 2015 Iran nuclear agreement, this work dissects the ramifications of this geopolitical shift, particularly with respect to Iran's nuclear ambitions. The book's central premise revolves around the idea that Iran's pursuit of nuclear capabilities is intricately tied to its enduring conflicts with Iraq, Israel, and the United States. It argues that the nuclear deal had the potential to quell these conflicts, particularly the long-standing rivalry between Iran and the U.S., thus reshaping Iran's relationships in the Middle East. However, with the U.S. exit from the agreement and its accusations of Iranian sponsorship of terrorism, Iran now perceives a heightened threat, potentially leading it to consider nuclear weapons as a deterrent against a potential war with the U.S. The book challenges conventional international relations paradigms with regards to Iran: realism, which typically predicts all conflicting states will seek nuclear weapons regardless of cooperative arrangements, is shown to ignore the nuanced connection between cooperation and proliferation propensity; and liberalism's emphasis on cooperation is critiqued in this case for overlooking the negative consequences of failed cooperative endeavours. The book highlights the importance of trust and compliance in the success of cooperative agreements, as well as the adverse effects of their breakdown. The work contributes significantly to our understanding of international relations in the Middle East. It draws on an extensive examination of prior research while presenting novel theoretical insights. The detailed case study of Iran's nuclear aspirations before, during, and after the nuclear deal serves as a compelling application of the theoretical framework. Finally, the book provides an in-depth exploration of the intricate web of geopolitics, trust, and cooperation that has shaped the trajectory of Iran's nuclear ambitions. It offers not only theoretical contributions to the field of international relations but also valuable policy insights for managing this critical international issue.

Book excerpt: Entessar & Afrasiabi’s Iran Nuclear Negotiations (Rowman & Littlefied, October 2015) offered a thorough analysis of the negotiation process between Iran and the 5+1 great powers about its nuclear program. This book essentially builds upon it, focusing this time on the final nuclear agreement, the ensuing debates around it, and its global and regional ramifications especially in the Middle East. The first section analyzes the agreement through the prism of international relations theories, using a constructivist-critical theory approach. This is followed by an overview of the intense debates in Iran, the West, and other parts of the world, on the nuclear agreement and its various pros and cons, not to mention the connected, yet separate Iran-IAEA agreement. The second section covers Iran’s foreign policy and its various priorities, looking in particular at the impact of the nuclear deal on the country’s external relations and orientations, contextualized in terms of pre-existing issues and concerns and the profound influence of the nuclear agreement on the perceptions of Iranian power in the region and beyond. Iran’s relations with its Arab, Turkish, Russian, and other neighbors are discussed, focusing on both the direct and indirect impact of the nuclear agreement on these relations, especially the paradoxical implications of the nuclear deal with respect to the non-nuclear crises in the Middle East, such as the Syria-Iraq crisis, and the re-alignments that have put Iran at the crossroads of East and West. Other issues covered include energy security, regional economic cooperation, the endemic sectarianism highlighted by Iran-Saudi competition, and the deadlock on the Middle East peace process. The third section then examines the issue of a Middle East nuclear weapons-free zone and the likely consequences of the Iran nuclear deal on this prospect, which, in turn, raises the issue of regional proliferation and counterproliferation. The last section explores some possible various scenarios and the challenges of implementation as a relatively long-term agreement, providing specific policy recommendations for the regional actors and the external powers that are stakeholders in the volatile Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: Nations and international organizations are increasingly using sanctions as a means to achieve their foreign policy aims. However, sanctions are ineffective if they are executed without a clear strategy responsive to the nature and changing behavior of the target. In The Art of Sanctions, Richard Nephew offers a much-needed practical framework for planning and applying sanctions that focuses not just on the initial sanctions strategy but also, crucially, on how to calibrate along the way and how to decide when sanctions have achieved maximum effectiveness. Nephew—a leader in the design and implementation of sanctions on Iran—develops guidelines for interpreting targets’ responses to sanctions based on two critical factors: pain and resolve. The efficacy of sanctions lies in the application of pain against a target, but targets may have significant resolve to resist, tolerate, or overcome this pain. Understanding the interplay of pain and resolve is central to using sanctions both successfully and humanely. With attention to these two key variables, and to how they change over the course of a sanctions regime, policy makers can pinpoint when diplomatic intervention is likely to succeed or when escalation is necessary. Focusing on lessons learned from sanctions on both Iran and Iraq, Nephew provides policymakers with practical guidance on how to measure and respond to pain and resolve in the service of strong and successful sanctions regimes.

Book excerpt: "One year since its 'implementation day', 16 January 2016, the July 2015 nuclear agreement between Iran and the five permanent members of the UN Security Council plus Germany (the P5+1) -- the Joint Comprehensive Plan of Action (JCPOA) -- is both a success and in jeopardy. It has delivered so far on its narrow objective: effectively and verifiably blocking all potential pathways for Iran to race toward nuclear weapons, while opening the door to the country's international rehabilitation and economic recovery. But in its transactional nature lies the accord's vulnerability: it has not begun to transform the enmity between Iran and the U.S., leaving it exposed to an unstable political environment. If Iran still deems the deal in its national interest, it should not only adhere to its letter and spirit, but also move away from regional zero-sum pursuits. The Trump administration will face a starker choice. It could scuttle the deal, deliberately or by neglect; it should seek to make it stronger for all by a better-for-better bargain"--Publisher's web site.

Book excerpt: The first detailed Iranian account of the diplomatic struggle between Iran and the international community, The Iranian Nuclear Crisis: A Memoir opens in 2002, as news of Iran's clandestine uranium enrichment and plutonium production facilities emerge. Seyed Hossein Mousavian, previously the head of the Foreign Relations Committee of Iran's Supreme National Security Council and spokesman for Tehran's nuclear negotiating team, brings the reader into Tehran's private deliberations as its leaders wrestle with internal and external adversaries. Mousavian provides readers with intimate knowledge of Iran's interactions with the International Atomic Energy Agency and global powers. His personal story comes alive as he vividly recounts his arrest and interrogations on charges of espionage. Dramatic episodes of diplomatic missions tell much about the author and the swirling dynamics of Iranian politics and diplomacy—undercurrents that must be understood now more than ever. As intense debate continues over the direction of Iran's nuclear program, Mousavian weighs the likely effects of military strikes, covert action, sanctions, and diplomatic engagement, considering their potential to resolve the nuclear crisis. Book excerpt: #e Joint Comprehensive Plan of Action (JCPOA) puts Iran's nuclear program under greater scrutiny than before and reduces the likelihood of an overt dash to the bomb for the next 10 years. But the agreement contains a number of notable weaknesses, particularly regarding undeclared nuclear activity and weapons related research, that should be mitigated by adopting stronger verification measures.
