Based on a diagnosis of current developments, it argues that many factors point to the emergence of an "interpolar" world. Interpolarity can be defined as multipolarity in the age of interdependence. The redistribution of power at the global level, leading to a multipolar international system, and deepening interdependence are the two basic dimensions of the transition away from the post-Cold War world. All too often, however, they are treated as separate issues. The real challenge lies in finding a new synthesis between the shifting balance of power and the governance of interdependence.

Book excerpt: The end of the unipolar moment completes the passing of a Western era that was prolonged for half a century when the United States took over for a defeated and exhausted group of European states after World War II. Distinguished scholar Simon Serfaty vigorously argues that while it is possible, and even desirable, to acknowledge the passing of the Western era, it is exaggerated to present it as an irreversible decline of the West relative to an irresistible rise of the Rest. Rather, he shows that the unfolding post-Western moment will be messy. In addition to the United States and the states of Europe as a Union, the new cast of significant powers will involve a dozen or more countries: emerging powers like China and India, postimperial powers such as Japan and Russia, new influentials like Brazil and Turkey, pivot states like Egypt and Pakistan, nuisance states like Iran, failed or failing states like North Korea and Sudan, and others. Echoes of a Sarajevo moment played out this time in the greater Middle East, the new global Balkans for the twenty-first century. But Serfaty convincingly contends that even during a zero-polar moment of geopolitical transition, American power remains superior, and thus indispensable though no longer decisive; Western power stands on top and thus is inescapable though no longer exclusive; and even as the Rest gains broadly in stature and reach it is unlikely to achieve preponderance any time soon. This powerful and provocative book should be read by all who share a deep concern for the future of America—and a recast world.

This edited volume examines the cooperative and conflictual capacity of Great Powers to manage increasingly interconnected strategic threats (not least, terrorism and political extremism, WMD proliferation, fragile states, regional crises and conflict and the energy-climate nexus) in the 21st century. The contributors question whether global order will increasingly be characterised by a predictable interdependent one-world system, as strategic threats create interest-based incentives and functional benefits. The work moves on to argue that the operational concept of world order is a Concert of Great Powers directing a new institutional order, norms and regimes whose combination is strategic-threat specific, regionally sensitive, loosely organised, and inclusive of major states (not least Brazil, Turkey, South Africa and Indonesia). Leadership can be singular, collective or coalition-based and this will characterise the nature of strategic stability and world order in the 21st century. This book will be of much interest to students of international security, grand strategy, foreign policy and IR. Graeme P. Herd is Co-Director of the International Training Course in Security Policy at the Geneva Centre for Security Policy (GCSP). Since 2003, the EU has carried out six military operations. What accounts for this historic development? The EU and Military Operations examines the dynamics behind the EU ́s collective use of force and situates the EU in the context of a global division of labour with regard to military crisis management. It centres on the study of two main cases of EU military operations: the non-case when an operation was planned in the Lebanon war 2006 but did not occur, and the positive case of EUFOR RD Congo that same year. Drawing upon these findings, the author creates an innovative analytical framework based upon the techniques of defence planning, and applies this to the cases studies with the purpose of identifying the main driving and inhibiting factors behind the operations. Key findings derived from this analysis include the growing importance of local actors in facilitating or impeding the EU ́s deployment of military force and the enhanced role of regional organisations as security providers.
