Book excerpt: At the end of the Cold War, the global economic system encountered a new phenomenon in the field of knowledge creation and technological innovation - the birth of mad technologies. This book analyses major changes in the national innovation systems (NIS) due to the introduction of mad technologies in East Asia. The authors find that mad technologies were the cause of stock market crashes and economic uncertainties in the region and conclude that successful corporations use various measures to neutralize mad technologies and/or incorporate them into the NIS.

Book excerpt: As the race to build the world’s first quantum computer is coming to an end, the race to build the quantum internet has just started. This book leverages the author’s unique insights into both the Chinese and American quantum programs. It begins with the physics and history of the quantum internet and ends with the latest results in quantum computing and quantum networks. The Chinese quantum Sputnik moment. The U.S. National Quantum Initiative. What’s up with Quantum Computing Supremacy? The Race to Build the Quantum Internet. Where will Quantum Technology be Tomorrow? Written by a renowned quantum physicist, this book is for everyone who is interested in the rapidly advancing field of Quantum Technology — The Second Quantum Revolution. The 2016 launch of the Chinese quantum satellite Mozi was a quantum Sputnik moment. The United States went from thinking it was ten years ahead of the Chinese to the realization that it was ten years behind them. This quantum gap led to the U.S. National Quantum Initiative, launched in 2018. Since then, the race to build the quantum internet has taken off at breakneck speed.

Available in PDF, EPUB and Kindle. Book excerpt: After a half-century of glacial creep, television technology has begun to change at the same dizzying pace as computer software. What this will mean--for television, for computers, and for the popular culture where these video media reign supreme--is the subject of this timely book. A noted communications economist, Bruce Owen supplies the essential background: a grasp of the economic history of the television industry and of the effects of technology and government regulation on its organization. He also explores recent developments associated with the growth of the Internet. With this history as a basis, his book allows readers to peer into the future--at the likely effects of television and the Internet on each other, for instance, and at the possibility of a convergence of the TV set, computer, and telephone. The digital world that Owen shows us is one in which communication titans jockey to survive what Joseph Schumpeter called the "gales of creative destruction." While the rest of us simply struggle to follow the new moves, believing that technology will settle the outcome, Owen warns us that this is a game in which Washington regulators and media hyperbole figure as broadly as innovation and investment. His book explains the game as one involving interactions among all the players, including consumers and advertisers, each with a particular goal. And he discusses the economic principles that govern this game and that can serve as powerful predictive tools.

It examines China’s leadership and how China should rebalance its goals by seriously working on the ethics of the society that it is creating. It argues that a more ethical society in which the Chinese masses can trust is a necessary prerequisite for the successful implementation of a consumption driven growth model, a model that China’s leadership has endorsed since 2008. It also puts forth that a more ethical society is a prerequisite for China receiving the international respect that China’s leaders crave.

This book was released on 2011-03-02 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report, the Science and Technology Committee examines how scientific advice and evidence is used in national emergencies, when the Government and scientific advisory system are put under great pressure to deal with atypical situations. The inquiry focused on four case studies: (i) the 2009-10 H1N1 influenza pandemic (swine flu); (ii) the April 2010 volcanic ash disruption; (iii) space weather; and (iv) cyber attacks. While science is used effectively to aid responses to emergencies, the detachment of the Government Chief Scientific Adviser (GCSA) from the National Risk Assessment (NRA) - the key process of risk evaluation carried out by the Cabinet Office - is a serious concern. The Committee recommends that the NRA should not be signed off until the GCSA is satisfied that all risks requiring scientific input and judgements have been properly considered. A new independent scientific advisory committee should be set up to advise the Cabinet on risk assessment and review the NRA. The Icelandic volcanic eruption in April 2010 is a stark example of the lack of scientific input in risk assessment: the risk of disruption to aviation caused by a natural disaster was dropped from the assessment process in 2009, despite warnings from earth scientists. There are concerns over how risk was communicated to the public during the 2009-10 swine flu pandemic are raised in the report, with sensationalised media reporting about the projected deaths from swine flu. The Scientific Advisory Groups in Emergencies, set up to advise government during emergencies, were found to work in an unnecessarily secretive way.

Book excerpt: Drs. Pelton and Singh warn of the increasing risks of cybercrime and lay out a series of commonsense precautions to guard against individual security breaches. This guide clearly explains the technology at issue, the points of weakness and the best ways to proactively monitor and maintain the integrity of individual networks. Covering both the most common personal attacks of identity fraud, phishing, malware and breach of access as well as the larger threats against companies and governmental systems, the authors explain the vulnerabilities of the internet age. As more and more of life's transactions take place online, the average computer user and society at large have a lot to lose. All users can take steps to secure their information. Cybercrime is so subtle and hidden, people can ignore the threat until it is too late. Yet today about every three seconds a person is hit by some form of cyber attack out of the blue. Locking the “cyber-barn door” after a hacker has struck is way too late. Cyber security, cyber crime and cyber terrorism may seem to be intellectual crimes that don't really touch the average person, but the threat is real. Demystifying them is the most important step and this accessible explanation covers all the bases.
