Book excerpt: The United States has a complex, multi-agency structure to plan, synchronize, and execute foreign policy and national security. By statute, the State Department is the lead agency for foreign policy. However, in practice, the much larger and better-funded Department of Defense conducts much of America's foreign policy activity, often with little coordination with the State Department or other relevant agencies. Over the past two decades, the military's Geographic Combatant Commands have taken an increasing lead in planning and executing foreign policy activities around the world. This has often effectively put a military face and voice on America's foreign policy, sometimes to the detriment of broader U.S. goals and relationships. More effective U.S. foreign policy requires greater interagency coordination at all levels and a greater role for the State Department as America's lead agency for foreign policy. This study examines current interagency structures, focused particularly on the regional and sub-regional levels, describes several current or recent shortfalls in interagency unity of effort, and surveys the interagency reform literature. This study then suggests a typology of interagency reform proposals, analyzes the potential reforms, and recommends a new model: a State Department-led regional interagency headquarters. This U.S. Regional Mission would lead all U.S. foreign policy activities in the region, including the activities of the Geographic Combatant Command and the U.S. embassies in the region. The U.S. Regional Mission would conduct sub-regional operations by creating Interagency Task Forces, which would be headed by a leader from the department or agency most appropriate to the mission.

Our previous policies that focused on containment of communism and borderline isolationism have evolved into those of fostering globalization and keen engagement with lukewarm and even neutral partners. The threats that face the United States and our allies are no longer a clearly defined nation state and its conventional military force, but rather a myriad of hazards and attacks from a variety of adversaries whose methods are unconventional and multi-dimensional. Although our policies have evolved in the past 15 years the national security structure, in particular the National Security Council system and the interagency arrangement, have not matured to effectively carry out our foreign policy nor produce the desired effects when addressing the full range of alternatives in today's interconnected world. This strategic research paper discusses how previous initiatives to improve the interagency process have not met their desired objectives, as well as identifies the restraints of the current interagency model. This paper recommends legislation that aligns regional responsibilities among the various government agencies, develops a regional foreign policy plan that addresses all elements of national power, and establishes an interagency hierarchy.

Book excerpt: In the fall of 2000, with only months left in office, the Clinton administration rushed to complete a missile agreement with North Korea. Such an agreement, aimed at limiting both indigenous use and missile exports, would clearly have been one of the administration's most important foreign policy achievements, and could have had far-reaching effects on stability in a region of great economic and security importance to the United States. Yet the negotiations and the potential end game--a Presidential visit to Pyongyang--were fraught with political and diplomatic danger. In the end, the administration came very close to handing North Korea a diplomatic coup without an assured return, but it pulled back at the last moment. The process that brought about this chain of events was unique, combining aspects of the regular interagency process with the overarching power of a special policy coordinator, who both ran the process and, at times, almost ran away with it. In fact, this case presents an excellent example of both the usefulness and the danger of working outside the confines of the normal interagency process in determining national security policy and demonstrates the importance of having an interagency process that ensures all views are considered in significant policy decisions. As a senior participant observed, "to the extent that the interagency process was followed, it succeeded in getting some serious issues on the table with North Korea and in preventing the administration from overreaching as the issue reached the end game; however, it was often a struggle to keep the issue within the interagency process."
