Book excerpt: With very few exceptions, industrial development has been central to the process of structural transformation which characterises economic development. Industrial Development for the 21st century examines the new challenges and opportunities arising from globalization, technological change and new international trade rules. The first part focuses on key sectors with potential for developing countries, focussing on two key themes. First, traditional points of entry for late industrializers - like textiles and clothing - have become even more intensely competitive than ever before, requiring more innovative adaptive strategies for success. Second, countries now recognize that manufacturing does not exhaust the opportunities for producing high value-added goods and services for international markets. Knowledge intensity is increasing across all spheres of economic activity, including agriculture and services, which can offer promising development paths for some developing countries. The final section addresses social and environmental aspects of industrial development. Labour-intensive, but not necessarily other patterns of industrial development can be highly effective in poverty reduction though further industrial progress may be less labour-intensive. A range of policies can promote industrial energy and materials efficiency, often with positive impacts on firms' financial performance as well as the environment. Promoting materials recycling and reuse is an effective, if indirect means of conserving resources. Finally, the growth of multinational interest in corporate social responsibility is traced, with consideration given to both the barriers and opportunities this can pose for developing country enterprises linked to global supply chains.

It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.

The concept of neo-Weberian state involves changing the model of operation of administrative structures from an inward-oriented one, focused on compliance with internal rules, into a model focused on meeting citizens’ needs (not by resorting to commercialisation, as is the case with new public management, but by building appropriate quality of administration). This book discusses the context of the neo-Weberian approach and its impact on the processes of societal transformation. Further, it identifies and systematises the theoretical and functional elements of the approach under consideration. This volume includes comparative analyses of the neo-Weberian state and public management paradigms. In the empirical part of the work, its authors review selected policies (economic, innovation, industrial, labour, territorial, urban management, and health) from the perspective of tools typical of the neo-Weberian approach. This part also includes a critical scrutiny of changes which have taken place in the framework of selected policies in recent decades. The study assesses the appropriateness of the neo-Weberian approach to the management of public affairs regarding countries which have modernised their public administrations in its spirit. It applies the well-being monitor developed by Statistics Netherlands that has been endorsed by a significant part of the international, statistical community. It features The Netherlands as a case study, which is an especially interesting example; although it was one of the world’s richest countries around 1850, extreme poverty and inequality were significant problems of well-being at the time. Monitors of 1850, 1910, 1970 and 2015 depict the changes in three dimensions of well-being: the quality of life 'here and now', 'later' and 'elsewhere'. The analysis of two centuries shows the solutions to the extreme poverty problem and the appearance of new sustainability problems, especially in domestic and foreign ecological systems. The study also reveals the importance of natural capital: soil, air, water and subsoil resources, showing their relation with the social structure of the ‘here and now ́. Treatment and trade of natural resources also impacted on the quality of life ‘later’ and ‘elsewhere.’ Further, the book illustrates the role of natural capital by dividing the capital into three types of raw materials and concomitant material flows: bio-raw materials, mineral and fossil subsoil resources. Additionally, the analysis of the institutional context identifies the key roles of social groups in well-being development. The book ends with an assessment of the solutions and barriers offered by the historical anchoring of the well-being and sustainability issues. During the same period, GDP per capita in the world's highly industrialized states further increased and the gap between the Middle East and North Africa (MENA) and the highly developed countries widened. However, the differences between Arab countries and the Western states exist not only economically. The countries also differ regarding their political, legal, and social systems. This work explains the differences in development on the basis of institutional economics. In addition to a general theoretical part, an empirical analysis demonstrates the effects of institutions on income, and a historical case study explains the divergent development paths of the Arab region and selected advanced economies.
