They develop a general model of public policy making focused on the difficulties of securing intertemporal exchanges among politicians. They combine the tools of game theory with Williamson's transaction cost theory, North's institutional arguments, and contract theory to provide a general theory of public policy making in a comparative political economy setting. They also undertake a detailed study of Argentina, using statistical analyses on newly developed data to complement their nuanced account of institutions, rules, incentives and outcomes. Mariano Tommasi (Ph.D. in Economics, University of Chicago, 1991) is Professor of Economics at Universidad de San Andres in Argentina. He is past President (2004-2005) of the Latin American and Caribbean Economic Association. He has published articles in journals such as American Economic Review; American Journal of Political Science; American Political Science Review; Journal of Development Economic; Journal of Monetary Economics; International Economic Review; Economics and Politics; Journal of Law, Economics and Organization; Journal of Public Economic Theory; Journal of International Economics; and the Journal of Institutional and Theoretical Economics. He has held visiting positions in Economics, Business, and Political Science at Yale, Harvard, UCLA, Tel Aviv, and various Latin American universities. He has received various fellowships and awards, including a Guggenheim Fellowship in 2006. He has been an advisor to several Latin American governments and to international organizations such as the World Bank and the Inter-American Development Bank.

The political institutions of a country constitute the framework within which these transactions are accomplished. We develop a transactions theory to understand the ways in which political institutions affect the transactions that political actors are able to undertake, and hence the quality of the policies that emerge. We argue that Argentina is a case in which the functioning of political institutions has inhibited the capacity to undertake efficient intertemporal political exchanges. We use positive political theory and transaction cost economics to explain the workings of Argentine political institutions and to show how their operation gives rise to low-quality policies.

In 2001, however, the country fell into a deep political and economic crisis and was widely seen as a basket case. This book explores both developments, examining the links between the (real and apparent) successes of the 1990s and the 2001 collapse. Specific topics include economic policymaking and reform, executive-legislative relations, the judiciary, federalism, political parties and the party system, and new patterns of social protest. Beyond its empirical analysis, the book contributes to several theoretical debates in comparative politics. Contemporary studies of political institutions focus almost exclusively on institutional design, neglecting issues of enforcement and stability. Yet a major problem in much of Latin America is that institutions of diverse types have often failed to take root. The book employs cooperative game theoretic models to establish that bicameral legislatures, when compared with unicameral legislatures, increase the stability of the status quo and reduce intercameral differences to one privileged dimension of conflict. Non-cooperative game theoretic models are used to investigate the significance of a series of insitutional devices used to resolve intercameral conflict where a bill is introduced, which chamber has the final word, how many times a bill can shuttle between chambers, and whether conference committees are called. Empirical evidence, mainly from the French Republic, is used to evaluate the arguments.

Possible negative consequences of greater financial inclusion are identified, but the book argues potential benefits outweigh costs. Financial inclusion has many definitions, but in this book, we interpret it as bank account ownership and the use of banking services. Financial inclusion in this context proffers advantages in the area of tax collection, perhaps the southern cone’s gravest economic obstacle given its future debt servicing commitments and its socioeconomic development challenges. Households with a bank account – or, the bank participation rate – began increasing significantly around 2002, and this increase has coincided with an unexpected rise in tax collection (especially value-added taxes (VAT)) spanning periods of macroeconomic growth (2003-2009) and stagnation (2010-2015). Correlation does not imply causation, yet using empirical methods this book shows financial inclusion contributes to better tax collection by encouraging more formal market transactions via the use of bank-provided credit and debit cards. Consumption represents the largest component of most economies and consumption taxes contribute more to public revenue in the southern cone than other taxes, hence more formal consumption enhances overall tax collection.
