Book excerpt: This incisive book presents a critical compilation of empirical studies assessing local government performance in Latin America. Analysing original administrative data from municipalities in the understudied countries of Brazil, Chile, Colombia, Ecuador, Mexico, and Peru, Claudia N. Avellaneda and contributors pose the titular question: what works in Latin American municipalities? Chapters operationalize municipal performance across six different dimensions and policy areas, including: fiscal inputs, effectiveness in grant acquisitions, education outcome quality, financial efficiency, participatory decision-making, and responsiveness to climate change. The six studies test different theoretical frameworks derived from political science, public policy, and public administration literature, focusing on the variety of individual, organizational, and contextual factors affecting municipal performance across the region. Examining a diverse range of factors, from mayoral characteristics and bureaucratic expertise to guerrilla presence and intergovernmental cooperation, the book highlights the complexity of identifying what works in Latin American municipalities and ultimately makes the case for how future research should be undertaken. Timely and original, the book will be an essential read for public administration, public management, and local government practitioners. Its original empirical research will also prove beneficial to students and scholars of government, public policy, political science, and public administration across Latin America and the rest of the world.

Book excerpt: Although merit system selection and management of public personnel is thought of as the standard for good governance, public employees frequently are appointed by political officials rather than being members of a career civil service. In fact, there has been an increase in the level of patronage appointments and politicization of public administration over the past several decades as political leaders attempt to impose their control over the public bureaucracy. Although widespread, patronage appointments in the public sector are particularly important in Latin America, where there is a tradition of extensive patronage. The Politics of Patronage Appointments in Latin American Central Administrations seeks to understand the motivations of patrons when they make appointments, the roles appointees play, the skills required to play these roles, and what accounts for different modalities of patronage. It moves beyond the conventional condemnation of patronage to examine the multiple uses of political appointments, which can be crucial for obtaining the services of highly qualified individuals who otherwise might not be willing to work in the public sector.

Available in PDF, EPUB and Kindle. Book excerpt: The field of public administration currently lacks sufficient resources for understanding the rationale, implications, and inherent practices of reforming government administration around the world. The Handbook of Administrative Reform satisfies this need by bringing together diverse international experts to analyze the sensible processes and intervention strategies central to administrative reform in nine nations geographically located in North America, Europe, and Latin America. Organized into five related parts, the text begins by examining factors that influence administrative reform—most notably, pressure to adhere to the institutional, international, and supranational standards promulgated by globalization, the European Union, and the United Nations. Subsequent sections further support this hypothesis by delving into specific case studies of founding and early EU members, new EU members, and EU applicant nations. After a thorough exploration of North America and Latin America, the volume concludes with a challenge to public administrators around the globe to continue the noble cause of advancing democracy through accountable, transparent, and responsive reform.

Available in PDF, EPUB and Kindle. Book excerpt: In the study of public administration, it is conventional to focus on the cases of Germany and France. These two countries are considered exemplar models of the evolution of public administration. Germany stands out due to the quality of its public service and training in public administration, whereas France enjoys a celebrated reputation earned by its intendances (quartermasters) and policies of centralization. In contrast, Great Britain tends to appear less attractive of a case and with minor contributions to the field, despite the prestige achieved by its civil service (usually considered inferior to the German and French). Similarly, its administrative thought is commonly perceived as underdeveloped and unsubstantial. Naturally, these perspectives originate from a poor understanding of the evolution of British administration. Therefore they tend to be based on wrong and biased interpretations. On the contrary, Great Britain offers a fascinating case, as the hidden secrets of its public administration provide a wide and stimulating research agenda. Motivated by the entrenched misunderstanding of the British administration, I researched the topic extensively and published a book entitled La Administración Pública en Gran Bretaña (Public Administration in Great Britain) in 2012. This book draws together historical evidence about the compelling trajectory of administrative thought in Great Britain, and provides a novel perspective to understanding public administration in the country. I believe that this book fills an important gap in the literature, and does justice to the eminent British thinkers that have been ignored or forgotten, even in the English literature.
