While the initial strong GDP decline seemed to have ended in 1997, the real development was facing even more difficult problems as output declined sharply after the Ruble and banking crisis of August 1998: inflation started to increase again, exports and imports were falling, capital flight increasing and unemployment rising. There is broad disappointment in Russia regarding the transformation failure in 1998 since so many people had hoped that the end of the Soviet command economy would bring democracy, prosperity and international integration. While Poland has been able to double per capita income in the 1990s it has fallen by 50% in Russia and this despite considerable IMF involvement and some (modest) support from other international organizations. What were the reasons for transformation failure in the 1990s? What are the ingredients for long term sustainable transformation? What are the internal and international requirements to avoid a second - possibly tragic - failure of transformation in Russia? An international group of researchers has focussed on these problems during a two-year research project financed by the Alfried Krupp von Bohlen und Halbach Foundation. A series of papers were presented at workshops in Potsdam, Bonn and Moscow in 1999 where this book is devoted to four important issues: the Russian transformation crisis, the topic of restructuring, the need for stabilizing Russia and the requirements for modernizing Russia.

However, it is not exhaustive. Rather, it should be regarded as a snapshot view from a very specific – and in particular: an ahistorical – perspective. We will contrast this perspective with an alternative interpretation of reform that takes into account exogenous factors, namely culture and history. As Hedlund suggests, “there are good reasons why economics in particular would be insensitive to the highly specific conditions that marked Russia’s attempted economic transition.” We will begin our remarks with a short overview of the transformation process according to the positivist view of the economist and radical reform advocate Anders Ås-lund. The purpose of the discussion is not to merely recapitulate the chronology of transformation but rather to point out the underlying assumptions on which economic policy rested. These are crucial for understanding why reform deviated from the path forecasted by the proponents of radical reform. In a second step, we will attempt a critical appraisal of theses assumptions and look at some of the adverse implications that followed from them. Third, a different interpretation of the transformation process will be introduced that puts path dependence at the center of analysis, putting the approach taken by radical reformers in a different light. Finally, as a concluding remark, we will briefly go into the practical consequences as implied by the two different approaches regarding the strength and stability of the Russian Federation, the prospects for liberal democracy, and the prospects for an effective market economy.

These patterns, did not render the emergence of capitalism in Russia impossible. But they entailed a deep intellectual division between adherents and opponents of Russia’s capitalist transformation that made Russia’s social evolution unstable and vulnerable to external shocks. This study offers an ideational explanation of Russia’s relative failure to establish a functioning market economy and thus sets up a new and original perspective for discussion. In post-Soviet Russia, a clash between imported foreground ideas and deep domestic background ideas has led to an ideational division among the elite of the country. Within economic science, this led to the emergence of two thought collectives, (in the sense of Ludvik Fleck), with entirely different understandings of social reality. This ideational division translated into incoherent policy measures, the emergence of institutional hybrids and thus, all in all, into institutional instability. Empirically, the book is based on a systematic, qualitative analysis of the writings of Soviet/Russian economists between 1987 and 2012. This groundbreaking book makes an important contribution to Central Eastern and Eastern European area studies and to the current debate on ideas and institutions in the social sciences.
