Book excerpt: With different countries ascribing to different theories of air space and outer space law, Dr. Bittencourt Neto proposes in this Brief a reassessment of the international law related to the extension of state territories vertically. Taking into consideration the vast number of proposals offered by scholars and diplomatic delegations on this subject matter, as well as the principles of comparative law, a compromise to allow for peaceful development is the only way forward. The author argues for setting the delimitation of the frontier between air space and outer space at 100 km above mean sea level through an international treaty. This would also regulate passage rights for space objects during launchings and reentries, as long as those space activities are peaceful, conducted in accordance with international law and respecting the sovereign interests of the territorial State. Continuing expansion of the commercial space industry and conflicting national laws require a stable and fair legal framework best adjudicated by the United Nations, instead of allowing a patchwork system to persist. The proper framework for developing such regulation is carefully discussed from all angles with a practical recommendation for policy-makers in the field.

Book excerpt: From the reviews: "Astronomy and Astrophysics Abstracts has appeared in semi-annual volumes since 1969 and it has already become one of the fundamental publications in the fields of astronomy, astrophysics and neighbouring sciences. It is the most important English-language abstracting journal in the mentioned branches. ...The abstracts are classified under more than a hundred subject categories, thus permitting a quick survey of the whole extended material. The AAA is a valuable and important publication for all students and scientists working in the fields of astronomy and related sciences. As such it represents a necessary ingredient of any astronomical library all over the world." Space Science Reviews#1 "Dividing the whole field plus related subjects into 108 categories, each work is numbered and most are accompanied by brief abstracts. Fairly comprehensive cross-referencing links relevant papers to more than one category, and exhaustive author and subject indices are to be found at the back, making the catalogues easy to use. The series appears to be so complete in its coverage and always less than a year out of date that I shall certainly have to make a little more space on those shelves for future volumes." Book excerpt: In this fascinating journey to the edge of science, Vidal takes on big philosophical questions: Does our universe have a beginning and an end or is it cyclic? Are we alone in the universe? What is the role of intelligent life, if any, in cosmic evolution? Grounded in science and committed to philosophical rigor, this book presents an evolutionary worldview where the rise of intelligent life is not an accident, but may well be the key to unlocking the universe's deepest mysteries. Vidal shows how the fine-tuning controversy can be advanced with computer simulations. He also explores whether natural or artificial selection could hold on a cosmic scale. In perhaps his boldest hypothesis, he argues that signs of advanced extraterrestrial civilizations are already present in our astrophysical data. His conclusions invite us to see the meaning of life, evolution and intelligence from a novel cosmological framework that should stir debate for years to come.

Book excerpt: "When I finished reading this book, all I could say was WOW! What a stunning piece of literary work... It is concise, brilliantly written, backed by scientific findings, with clear human logic and intelligence. If this doesn't awaken the masses to delve into who and what they truly are, I can't imagine what will." ~ Jerry Issa, teacher of metaphysics, Trenton, Michigan This book will change your life if you let it. If we are accidental beings on a remote planet in a vast universe, existing for merely a blip in cosmic time, what's the point of living at all? Until we learn life is too significant to be a short-lived brilliance that rises out of nothing and ends in nothing, we will continue to live out our lives in, what Thoreau saw as, quiet desperation. We sense the materialistic wall when we ask the question, "Is that all there is?" Without resorting to miracles or magic, this book provides compelling evidence of life beyond the physical world by logically investigating the limitations of matter in the universe, by examining the gaps in scientific theories and by analyzing what the mystics already know about a spiritual existence. It takes a dedicated seeker with no preconceived ideas and no intent on arriving to see beyond the materialistic wall. This book is intended to expand your awareness of life here and hereafter, hopefully providing the spark that will start you on your own personal pilgrimage. The mystics tell us we will be guided to the next step along our spiritual path when we are ready. Are you ready? AWARENESS: The following might be the thoughts of those at different levels of awareness as they walk through a rose garden. I want - I wonder how much I could get for these roses. I believe - God created roses when He created the world and everything in it. I doubt - Roses evolved from wild flowering shrubs, but most garden varieties are hybrids. I seek - How could anything as beautiful as a rose happen purely by chance? I know - Roses, like all life on Earth, are physical manifestations of spirit.

Book excerpt: This book introduces a new category, in-between, that will have a far-reaching impact on classic ways of thinking. Husserl's description of consciousness and Whitehead's criticism of the prejudice of simple location are two starting points. Relativity theory's radical changes in the conception of space and time also motivate some of the lines of thought. The initial two chapters are devoted to preparatory analysis. The first presents an argument against visual reasoning; the second compares the role of relations to the role of terms. The balance of the volume discusses in-between in general, then its role in linguistics, history, ethics, and aesthetics, and finally in intersubjectivity and the faculties of the mind. Co-published with the Center for Advanced Research in Phenomenology.

Available in PDF, EPUB and Kindle. Book excerpt: Astronomers around the world are pointing their telescopes toward the heavens, searching for signs of intelligent life. If they make contact with an advanced alien civilization, how will humankind respond? In thinking about first contact, the contributors to this volume present new empirical and theoretical research on the societal dimensions of the Search for Extraterrestrial Intelligence (SETI). Archaeologists and astronomers explore the likelihood that extraterrestrial intelligence exists, using scientific insights to estimate such elusive factors as the longevity of technological societies. Sociologists present the latest findings of novel surveys, tapping into the public’s attitudes about life beyond Earth to show how religion and education influence beliefs about extraterrestrials. Scholars from such diverse disciplines as mathematics, chemistry, journalism, and religious studies offer innovative solutions for bridging the cultural gap between human and extraterrestrial civilizations, while recognizing the tremendous challenges of communicating at interstellar distances. At a time when new planets are being discovered around other stars at an unprecedented rate, this collection provides a much needed guide to the human impact of discovering we are not alone in the universe.
