This book examines the crucial issues in the transformation of Egypt in the period between the death of Nasser and the murder of Sadat. Focusing on the upheavals in the Egyptian political and economic structure over the last twenty years, the book explains the change in Egypt's international orientation through a careful examination of domestic factors. The switch from Nasser's state socialist-political economy to Sadat's more laissez-faire approach and the institutional and structural links between the two are analysed as the key to understanding the dynamic developments within Egypt. The book argues that the propagation of a new political economy was the primary basis of Sadat's ability to remain in power, while the weaknesses in that economy drove Sadat to seek external solutions and ultimately undermined his domestic support. His conduct of the 1973 war, his trip to Jerusalem, his enthusiasm for the United States and his whole perception of Middle Eastern affairs must be seen in terms of his domestic policies and internal troubles. Book excerpt: Drawing on extensive fieldwork conducted in Egypt from the late 1990s to 2011, this book shows how experts and activists used distinctive approaches to influence state and firm decision-making in three important environmental policy domains. These include; industrial pollution from large-scale industry, the conservation of threatened habitat, and water management of the irrigation system. These cases show how environmental networks sought to construct legal, discursive, and infrastructural forms of authority within the context of a fragmented state apparatus and a highly centralized political regime. ‘Managerial networks’, composed of environmental scientists, technocrats, and consultants, sought to create new legal regimes for environmental protection and to frame environmental concerns so that they would appeal to central decision-makers. Activist networks, in contrast, emerged where environmental pollution or exclusion from natural resources threatened local livelihoods and public health. These networks publicized their concerns and mobilized broader participation through the creative use of public space, media coverage, and strategic use of existing state-sanctioned organizations. With the increased popular mobilization of the 2000s, and the mass protests of the 2011 revolution, environmental politics has become highly topical. Expert and activist networks alike have sought to broaden their appeal and diversify their approaches. The result may well be a more contested, participatory, and dynamic phase in Egyptian environmentalism.

Egyptians initially resisted British encroachment into the sphere of autonomy that had been reserved to them in police matters. However, preferring indirect rule to overt manifestations of power that would be signified by the use of the army, the British used the issue of reform to tighten their hold on Egypt by means of the police. This study applies modern criminological theory to examine the attendant political repression, torture, corruption, and rising crime that soon followed. Instead of the more professional and community-oriented police force exemplified by the bobbies in England, the British opted for a militarized Egyptian police force, better suited to the repression of political dissent than of ordinary crime. Tollefson seeks to account for rising crime in Egypt, which Lord Cromer, the British Consul-General between 1883 and 1907, referred to as Egypt's worst problem during his tenure. Under British control, defects in the police such as low pay, harsh discipline, and maltreatment of suspects persisted, and ordinary crime increased. This work confirms what students of colonial policing have come to appreciate; the police performed key security and social maintenance roles in colonial and quasi-colonial situations.
