Available in PDF, EPUB and Kindle. Book excerpt: Community-based natural resource management (CBNRM) is an approach that offers multiple related benefits: securing rural livelihoods; ensuring careful conservation and management of biodiversity and other resources; and empowering communities to manage these resources sustainably. Recently, however, the CBNRM concept has attracted criticism for failing in its promise of delivering significant local improvements and conserving biodiversity in some contexts. This book identifies the flaws in its application, which often have been swept under the carpet by those involved in the initiatives. The authors analyse them, and propose remedies for specific circumstances based on the lessons learned from CBNRM experience in southern Africa over more than a decade. The result is essential reading for all researchers, observers and practitioners who have focused on CBNRM in sustainable development programmes as a means to overcome poverty and conserve ecosystems in various parts of the globe. It is a vital tool in improving their methods and performance. In addition, academics, students and policy-makers in natural resource management, resource economics, resource governance and rural development will find it a very valuable and instructive resource.

This book was released on 2014-04-03 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: Like in many parts of the world, water resources in sub-Saharan Africa (SSA) have been pivotal for human survival, economic growth, social development, and practicing certain religion and cultural ethos. However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

Book excerpt: Parks face intense pressure from both environmental and developmental perspectives to conserve biodiversity and provide economic opportunities for rural communities. These imperatives are often in conflict, while potential solutions may be subject to theoretical and practical disagreement and complicated by pressing economic, political and cultural considerations. Parks in Transition collects the work of the most distinguished scholars and practitioners in this field, drawing on insight from over 50 case studies and synthesizing them into lessons to guide park management in transitional economies where the challenges of poverty and governance can be severe. The central message of the book is that parks are common property regimes that are supposed to serve society. It analyses and sheds light on the crucial questions arising from this perspective. If parks are set aside to serve poor people, should conservation demands over-rule demands for jobs and economic growth? Or will deliberately using parks as bridgeheads for better land use and engines for rural development produce more and better conservation? The issue that arises at all levels is that of accountability, including the problematic linkages between park authorities and political systems, and the question of how to measure park performance. This book provides vital new insights for park management, regarding the relationship between conservation and commercialization, performance management, new systems of governance and management, and linkages between parks, landscape and the land-use economy.

This book was released on 2001-08-09 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: The study provides a comparative analysis of the devolution and empowerment process in 14 case studies drawn from eight countries in southern Africa. Each case study examined the extent to which policy and legislation devolves significant control over decision making and benefit flows to communities; the legitimacy and power of different community institutions and their relationship with other stakeholders such as local authority structures, NGOs, donor agencies, and the private sector; and lastly the relationship and divisions between different actors and groupings in the community. The impacts of devolution were found to differ considerably among case studies both within and between countries,of the countries from which they derive. The study revealed that while some empowerment schemes appear to be marked success others appear doomed to failure, or if one is more optimistic, have resulted in the development of capacity within certain organisations but are unlikely to result in sustainable systems of natural resource management. In the countries studied, there have been progress towards CBNRM and a more away from the previous, largely unsuccessful, centralised command and control approaches to natural resources management. In some cases the move to community -based management has been more successful in empowering local communities than in others. In most instances there is little evidence, with the possible exception of specific case studies in Nambia and Malawi, to demonstrate that devolved authority has resulted in more sustainable natural resource management. The assumption is that if true community control is in place then sustainable NRM still require attention and further research effort. The study also revealed a range of factors and conditions that may help contribute to the success of CBNRM initiatives and the empowerment of local communities. The chances of CBNRM succeeding appear greater in situations where high value resources are involved, which have the potential to provide communities with an income stream which give incentive to participate and comply with rule and regulation..

Book excerpt: Scenario methods can be used to anticipate the future and expand the creativity of people thinking about complex forest management situations. This manual describes the use of scenarios with multiple stakeholders, with examples drawn from community-based forest management. Four classes of scenario methods are described: visions, projections, pathways and alternative scenarios. Examples of rapid participatory techniques relevant to scenario methods are also summarised. It is hoped that these methods will be useful in bringing together different groups of people concerned about forest management to exchange views, expand the realm of decision possibilities and reach more innovative solutions.
