Book excerpt: The war against Iraq divided opinion throughout the world and generated a maelstrom of spin and counterspin. The man at the eye of the storm, and arguably the only key player to emerge from it with his integrity intact, was Hans Blix, head of the UN weapons inspection team. This is Dr. Blix’s account of what really happened during the months leading up to the declaration of war in March 2003. In riveting descriptions of his meetings with Tony Blair, Jacques Chirac, Colin Powell, Condoleezza Rice, and Kofi Annan, he conveys the frustrations, the tensions, the pressure and the drama as the clock ticked toward the fateful hour. In the process, he asks the vital questions about the war: Was it inevitable? Why couldn’t the U.S. and UK get the backing of the other member states of the UN Security Council? Did Iraq have weapons of mass destruction? What does the situation in Iraq teach us about the propriety and efficacy of policies of preemptive attack and unilateral action? Free of the agendas of politicians and ideologues, Blix is the plainspoken, measured voice of reason in the cacophony of debate about Iraq. His assessment of what happened is invaluable in trying to understand both what brought us to the present state of affairs and what we can learn as we try to move toward peace and security in the world after Iraq.

Available in PDF, EPUB and Kindle. Book excerpt: The role of organizational culture in international efforts to stop the spread of nuclear weapons. In Transforming Nuclear Safeguards Culture, Trevor Findlay investigates the role that organizational culture may play in preventing the spread of nuclear weapons, examining particularly how it affects the nuclear safeguards system of the International Atomic Energy Agency (IAEA), the paramount global organization in the non-proliferation field. Findlay seeks to identify how organizational culture may have contributed to the IAEA’s failure to detect Iraq’s attempts to acquire illicit nuclear capabilities in the decade prior to the 1990 Gulf War and how the agency has sought to change safeguards culture since then. In doing so, he addresses an important piece of the nuclear nonproliferation puzzle: how to ensure that a robust international safeguards system, in perpetuity, might keep non-nuclear states from acquiring such weapons. Findlay, as one of the leading scholars on the IAEA, brings a valuable holistic perspective to his analysis of the agency’s culture. Transforming Nuclear Safeguards Culture will inspire debate about the role of organizational culture in a key international organization—a culture that its member states, leadership, and staff have often sought to ignore or downplay.

Book excerpt: The 1995 conference on the review and extension of the Nuclear Non-Proliferation Treaty may well mark an important turning point. The treaty itself, but also the wider international regime built around it are at stake. The Future of the International Nuclear Non-Proliferation Regime deals with various aspects of the problems of nuclear proliferation and the international struggle against it. Authors from Europe, the United States and Australia have contributed to this book, which was produced under the auspices of the Netherlands Institute of International Relations `Clingendael'. The reader is first offered regional case studies on North Korea, South Asia, the Middle East and the former Soviet Union, followed by chapters on nuclear safeguards and export controls systems and contributions on a Comprehensive Test Ban Treaty and security guarantees. The two concluding chapters evaluate and propose policies to strengthen the non-proliferation regime beyond 1995. It will be of interest to policy-makers, students of international relations and journalists.

Available in PDF, EPUB and Kindle. Book excerpt: From the dawn of the nuclear age, nuclear power has been recognized as a 'dual-use' technology. The same nuclear reactions that give bombs the destructive force of many thousands of tons of high explosive can, when harnessed in a controlled fashion, produce energy for peaceful purposes. The challenge for the international nuclear nonproliferation regime-the collection of policies, treaties, and institutions intended to stem the spread of nuclear weapons-is to prevent nuclear proliferation while at the same time permitting nuclear energy's peaceful applications to be realized. One of the key institutions involved in meeting these two objectives is the International Atomic Energy Agency (IAEA), an international organization created in 1957 as a direct outgrowth of president Eisenhower's 'Atoms for Peace' program. The IAEA Statute, which creates the legal framework for the agency, charges it to 'accelerate and enlarge the contribution of atomic energy to peace, health, and prosperity throughout the world.' At the same time, it gives the agency the authority to enter into so-called safeguards agreements with individual nations or groups of nations to ensure that nuclear materials, equipment, or facilities are not used to produce nuclear weapons. The IAEA's mission and its safeguards responsibilities were extended with the enactment in 1970 of the Treaty on the Non-Proliferation of Nuclear Weapons (also known as the Non-Proliferation Treaty, or NPT). The Treaty requires non-nuclear-weapon states that are parties to the accord to enter into safeguards agreements with the IAEA covering all nuclear materials on their territory (e.g., uranium and plutonium, whether in forms directly usable for weapons or forms that require additional processing before becoming usable in weapons).

Available in PDF, EPUB and Kindle. Book excerpt: This book is an authoritative account of the nuclear weapons inspections regime in Iraq from 1991 to 1998. Without a proper understanding of those years, the 2003 US invasion of Iraq after a futile WMD search remain unintelligible. In the 1990s, after adapting to a completely new kind of intrusive inspections with unprecedented access rights, the IAEA discovered and dismantled Iraq’s clandestine nuclear weapons program and put in place an efficient monitoring system which could have contained Saddam Hussein’s attempts to reconstitute his nuclear programs – had he ever tried to. However, the politicisation of the inspection process led to an end of the inspections in 1998. Based on various sources including inspection reports and other documents in the archive of the IAEA Iraq Action Team at the IAEA headquarters in Vienna, Dismantling the Iraqi Nuclear Programme presents completely new information about the weapons inspection regime in Iraq and offers valuable lessons for future non-proliferation and disarmament cases. The book also draws on discourse from Iraqi scientists, which provides a close look into not only the motivation of involved Iraqis, but also Iraqi concealment mechanisms. This book will be of much interest to students of nuclear proliferation, arms control, Middle Eastern politics, diplomacy, international security and IR.

Book excerpt: The UN Security Council has been given the primary responsibility for maintaining international peace and security. The precise meaning of this responsibility, however, is contested. This lack of clarity is frequently criticised as a source of incoherent and selective decision-making, undermining the legitimacy of the Security Council. In case studies of the Security Council’s controversies on Iraq and Syria, this book instead reveals contestation and competing interpretations of responsibility as crucial conditions for the constitution and negotiation of normative order. The case studies also underline the importance of public Security Council meetings as dynamic sites for coping with a plurality of normative orders and how their symbolic and material manifestations shape processes of collective legitimation. This book concludes that these processes demonstrate the crucial role of justification and critique as practices of normative ordering in the Security Council. The Justification of Responsibility in the UN Security Council argues that normative orders in international organisations are constructed by multifaceted processes of questioning, reaffirming and coordinating claims of normativity and legitimacy. Connecting research on norms and legitimacy in international relations with pragmatist sociology, the book provides an account of the complexities and inconsistencies of decision-making processes and their normative foundations in international organisations. This book will be of interest to scholars and students of international organisations, international relations theory and global governance.

Book excerpt: This volume features a selection of the best scholarship on international law as it is relevant to the proliferation of weapons of mass destruction. The essays consider the nonproliferation legal regime as a normative system and offer a more discrete consideration of international law in each weapons of mass destruction technology area. The role, authority and track record of the UN Security Council in this area are also evaluated.
