The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

Book excerpt: The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) is a regional organization that comprises seven nations, five of which are from South Asia (Bangladesh, Bhutan, India, Nepal, Sri Lanka) and two from Southeast Asia (Myanmar and Thailand). BIMSTEC aims to increase trade including agri-food products to much higher levels than its historical low values lying much below potential. In 2020, intra-BIMSTEC trade accounted for a mere 6.15% of the total trade among its member countries. In contrast, intra-ASEAN trade made up around 23% of the total trade within the Association of Southeast Asian Nations (ASEAN). These figures highlight the significant room for growth in intra-regional trade among BIMSTEC member countries. Importantly the low share of intra BIMSTEC trade is not due to greater integration with supra-BIMSTEC partners. This policy note seeks to spell out some of the key agricultural trade policy-related challenges in the BIMSTEC region and their implications for economic integration in the area.

Book excerpt: Asia has witnessed a proliferation of free trade agreements (FTAs) since the turn of the millennium. The first regional agreement - the ASEAN FTA - was transformed into the ASEAN Economic Community at the end of 2015. In the meantime, ASEAN forged five ASEAN+1 FTAs and began to negotiate a sixteen-member Regional Comprehensive Economic Partnership (RCEP) Agreement. In parallel, the U.S.-led Trans-Pacific Partnership (TPP), supporting U.S. foreign policy of "e;Pivot to Asia"e;, was broadly agreed in October 2015. The RCEP and the TPP are accompanied by other mega-regional integration processes developing elsewhere in the world, including the Transatlantic Trade and Investment Partnership for the European Union and the United States, and the Pacific Alliance among four Latin American member states. Meanwhile, APEC is also striving to meet its Bogor Goal targets and create a Free Trade Area of the Asia-Pacific. Each of these mega-regionals aims to achieve greater trade and investment liberalization and facilitation and more harmonized trade and investment rules so that all member economies can participate in the global value chain of production. Instead of undermining, these regional exercises can be building blocks for a more liberal global trading system supported by the World Trade Organization. This book ruminates on these regional agreements, their economic and strategic rationales and challenges during negotiations and afterwards. The book brings together eminent scholars and experts to deepen our understanding of the complex nature of the mega-regional trade agreements and their implications. It is useful both for the academic and research community and for policymakers who focus on trade and economic cooperation issues.

Book excerpt: The Association of Southeast Asian Nation (ASEAN) was created as early as 1967 but ASEAN economic cooperation moved in a lackluster pace with few concrete accomplishments. To move the organization from its benign state of economic cooperation, the member states signed in 1992 the agreement on ASEAN Free Trade Area (AFTA) which is to be fully realized by the year 2003. Although agricultural products were initially excluded from the agreement to protect a sensitive sector like agriculture from open regional competition, the member states decided to include them in AFTA in 1995. Through application of a spatial price equilibrium model, the effects of AFTA on demand, supply, prices and trade of selected agricultural products in ASEAN countries and their major trading partners were analyzed. The spatial characteristic of the model analysis facilitated simulation of trade flows and thus provided insights on the possible changes in intra- and extra-ASEAN trade.
