Firstly, a review is undertaken of the available literature on the impact of price and exchange rate policies on agriculture in sub - Saharan Africa. Secondly, an empirical analysis is undertaken using data for 31 sub - Saharan African countries to test several of the common hypotheses concerning this policy impact. The findings tend to confirm the predominate view that in sub - Saharan Africa, price and exchange rate policy has an impact on agricultural production. With the exception of a few countries, the impact has been negative. However, the analysis suggests that these policies are not the most important factors affecting agricultural growth. The literature on this subject tends to suggest a general thrust of policy reform appropriate to all African countries. In this article it is argued that there is no stereotype price policy package suitable for all African countries. The reason is that the depth of the policy problem differs considerably between countries, as do policy objectives and other constraints (land, water, markets, social, political, etc).

Book excerpt: This paper uses newly compiled data and a wide range of empirical analysis to assess the impact of government policies on agricultural exports and food production over the past two decades and across most sub-Saharan countries. While direct government control of marketing and prices of export crops has discouraged exports, disincentives created indirectly by overvalued currencies have been more damaging to agricultural supply in sub-Saharan Africa than in other regions. The rise of imported food to Africa has resulted mostly from factors that encourage consumers to eat imported food, and not from a failure of domestic production, as often assumed. These factors include overvalued currencies (which reduce the price of imported food), falling world food prices, high incomes during times of improved terms of trade, and increased urbanization (encouraged in part by policies of keeping farm prices low and concentrating government social spending in urban areas). Countries that have adopted and sustained policies to raise farm incentives have had better agricultural performance in the 1980's, on average, than those where policies continue to discriminate against agriculture.

Over the past 20 years, most African governments have carried out reforms to deregulate agricultural markets and reduce the role of state enterprises. How much has the state actually withdrawn from agricultural markets? Have well-functioning private markets emerged? How successful were these reforms in boosting agricultural production, economic growth, and the incomes of the rural poor? What lessons can we learn from the reform process? The authors of this book address these questions through an analysis based on an extensive review of experiences with reform, focusing on three major agricultural markets: fertilizer, food crops, and export crops. They examine the historical rationales for intervention, the factors contributing to reform, the process of implementation, and the impact of the reforms on farmers and consumers in Sub-Saharan Africa. The authors find that reforms have had many favorable results, but that the impact has been muted by partial implementation and structural constraints. They propose a new agenda for promoting the development of agricultural markets in Sub-Saharan Africa, identifying areas where governments can play a supportive role. They argue that appropriate agricultural marketing policies and investments can improve livelihoods and the economic health of the region.

During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors and within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets appeared approximately 20 years ago. Since then, the Organisation for Economic Co-operation and Development has provided estimates each year of market distortions in high-income countries, but there have been no comparable estimates for the world s developing countries. This volume is the third in a series (other volumes cover Asia, Europe s transition economies, and Latin America and the Caribbean) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Africa' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the Arab Republic of Egypt plus 20 countries that account for about of 90 percent of Sub-Saharan Africa s population, farm households, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s. Nonetheless, numerous price distortions in this region remain, others have been added in recent years, and there has also been some backsliding, such as in Zimbabwe. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.
