Using a national survey of legislators, she develops an innovative measure of influence and delineates the factors that explain this great variation across the 99 U.S. state legislative chambers. Powell identifies the personal, institutional, and political factors that determine how much time a legislator devotes to personal fundraising and fundraising for the caucus. She shows that the extent of donors' legislative influence varies in ways corresponding to the same variations in the factors that determine fundraising time. She also confirms a link between fundraising and lobbying with evidence supporting the theory that contributors gain access to legislators based on donations, Powell's findings have important implications for the debate over the role of money in the legislative process.

In many ways, stalemate seems endemic to American politics. Constitutional skeptics even suggest that the framers intentionally designed the Constitution to guarantee gridlock. In Stalemate, Sarah Binder examines the causes and consequences of gridlock, focusing on the ability of Congress to broach and secure policy compromise on significant national issues. Reviewing more than fifty years of legislative history, Binder measures the frequency of deadlock during that time and offers concrete advice for policymakers interested in improving the institutional capacity of Congress. Binder begins by revisiting the notion of "framers' intent," investigating whether gridlock was the preferred outcome of those who designed the American system of separated powers. Her research suggests that frequent policy gridlock might instead be an unintended consequence of constitutional design. Next, she explores the ways in which elections and institutions together shape the capacity of Congress and the president to make public law. She examines two facets of its institutional evolution: the emergence of the Senate as a coequal legislative partner of the House and the insertion of political parties into a legislative arena originally devoid of parties. A marked increase in one-party government, resulting in greatest number of states with one-party government in at least fifty years. One-party government, of course, allows for dramatic policy shifts. A dramatic increase in the use of recall elections (Arizona, Michigan and Wisconsin) and referenda to challenge legislative policy decisions (Idaho, South Dakota, Ohio, and Washington), signaling a growing frustration with legislative policies in some states. Recall elections and referenda only occur at the state level. 4. Changes in term limits and budgeting laws in California directly affecting the work of the legislature in the largest state in the Union. 5. Highly visible state legislative policies on hot-button issues such as gun control, taxation, public employee benefits, teachers’ unions, taxation, abortion, immigration and education reform. The conflicts generated by these debates have produced incidents that captured national attention, perhaps most notably when Democrats in the Wisconsin Senate fled to Illinois to break quorum and prevent the Republicans from passing a measure limiting public unions in the state. 6. Efforts to profoundly alter the structure of some state legislatures, such as a measure to substantially reduce the number of legislative seats in Pennsylvania and a proposed initiative to radically increase the number of seats in California. 7. The culmination of a redistricting cycle in 2012 which alters the nature of many legislative districts and the course of politics and policy over the next decade. 8. A rare and historic “wave election” in 2010 that saw the Republican Party gain more than 700 seats in state legislatures.
