Book excerpt: Canadian house prices have increased significantly between 2003 and early 2008, with a marked downward trend since mid-2008, especially in the resource-rich western provinces. This paper estimates the evolution of equilibrium real home prices during this period in key provinces and finds that, following recent declines, home prices are now generally close to equilibrium throughout Canada. However, house prices in Alberta and British Columbia remain around 8 percent overvalued at the end of the sample (second quarter of 2009). Despite the limitations of econometric estimates of house-price dynamics, the measured small degree of overvaluation suggests that the Canadian housing market is essentially at equilibrium.

Book excerpt: « Previous work shows that an agent-based model (ABM) can reproduce the main characteristics of the English housing market and study the effects that economic shocks have on this market. We extend this model and create an ABM for the Canadian housing market using forty-eight years of empirical data on the Canadian economy as input variables (mortgage interest rate, household disposable income and inflation rate). We find that the extended ABM model produces successive convergent estimates of residential property prices in long-run equilibrium with the actual observed property price data in Canada. Our results suggest that mortgage interest rates are negatively correlated with house prices, while household incomes and inflation are strongly positively correlated with house prices. Furthermore, ABMs have practical applications for scenario analysis and to inform macroprudential policies, for example limiting leverage or adding mortgage rate stress tests.. »--Page iii.

This has generated significant risk for the financial system and the strength of the economy. The vulnerabilities due to the housing market performance may undermine economic fundamentals and weaken the economy’s ability to withstand disruptions. In this paper, the present economic conditions are examined to understand the general health of the Canadian economy. A comparison between the housing market boom in Canada and the exuberance of the 2006 US housing is drawn to gauge the degree to which the former market performance is heated. In addition, an analysis of the key variables that has fed into the growth in home prices will be presented to address how these elements contributed to the price appreciation. The optimism around Canada’s housing market is worrying and the impact could be debilitating to the country’s economic well-being. In light of the novel Covid-19 pandemic and its effects on the economy, where home prices will go is ever-more relevant. The paper will discuss the vulnerabilities that undermine Canada’s economic resilience and conclude that the present stability is unsustainable.

This paper utilizes a stylized model of the Canadian economy that includes policymakers with differing objectives—macroeconomic stability, financial stability, and housing affordability. Not surprisingly, when faced with multiple objectives, deploying more policy instruments can lead to better outcomes. The results show that macroprudential policy can be more effective than policies based on adjusting propertytransfer taxes because property-tax policy entails excessive volatility in tax rates. They also show that if property-transfer taxes are used as a policy instrument, taxes targeted at a broader-set of homebuyers can be more effective than measures targeted at a smaller subset of homebuyers, such as nonresident homebuyers.

This study examines the contentions of the demographer David Foot, and of earlier work by Mankiw and Weil, that in such a population, the number of home buyers is bound to decrease, causing the prices of residential real estate to drop substantially. In addition to reviewing the relevant economic literature, it constructs econometric models using Canadian national and provincial data and uses them to assess whether expected demographic changes in Canada are likely to trigger a pronounced downward trend in residential real estate prices. The study concludes that even if it is true that demographics may exert downward pressure on real estate prices, such impact will probably be dominant only in certain regions, depending even there on their rates of growth in real income. In other regions, the real price should have a tendancy to rise.
