Available in PDF, EPUB and Kindle. Book excerpt: "The global AIDS epidemic has caused over 25 million deaths since 1981, and there is no end in sight. It is a multidimensional, phased, long-wave crisis with impacts that will be felt for decades to come. Attempts to defeat the epidemic are conventionally grounded in the three core pillars of AIDS policy: prevention, treatment and care, and mitigation. But there is also an urgent need for a deeper understanding of the integral role that food and nutrition can and should play, and a corresponding urgency to use that understanding to improve responses at all levels. The 18 essays in AIDS, Poverty, and Hunger: Challenges and Responses contribute to such an understanding by examining the impacts of HIV and AIDS on labor markets and wages, household income and consumption dynamics, and the agricultural sector as a whole; by studying the ways in which households respond to prime-age illness, death, and food insecurity; and by exploring the implications of local responses for the roles that national and international actors must play in addressing the AIDS-hunger nexus. This book creates an opportunity for development professionals to build the conceptual links lacking in current multisectoral frameworks, assess impacts and costs, propose indicators and monitoring systems, and design appropriate food- and nutrition-related interventions and policies."

Book excerpt: AIDS epidemics continue to threaten the livelihoods of millions of people in sub-Saharan Africa. Three decades after the disease was first recognized, the annual death toll from AIDS exceeds that from wars, famine and floods combined. Yet despite millions of dollars of aid and research, there has previously been little detailed on-the-ground analysis of the multifaceted impacts on rural people. Filling that gap, this book brings together recent evidence of AIDS impacts on rural households, livelihoods, and agricultural practice in sub-Saharan Africa. There is particular emphasis on the role of women in affected households, and on the situation of children. The book is unique in presenting micro-level information collected by original empirical research in a range of African countries, and showing how well-grounded conclusions on trends, impacts and local responses can be applied to the design of HIV-responsive policies and programmes. AIDS impacts are more diverse than we previously thought, and local responses more varied - sometimes innovative, sometimes desperate. The book represents a major contribution to our understanding of the impacts of AIDS in the epidemic's heartland, and how these can be managed at different levels.

Book excerpt: Using the experiences of Malawi, one of the poorest countries on the African continent, to illustrate both the challenges that poverty creates, and the opportunities for change that exist. Poverty, AIDS and Hunger outlines an easily-replicable model, at modest cost, that could lift people quickly out of poverty, with sustainable benefits.

Book excerpt: This second publication in the AWLAE series on HIV/AIDS and agriculture in sub-Saharan Africa discusses the gender dimension of HIV/AIDS impact at household and community level. It does so in using the threefold typology of gender specific constraints, gender intensified disadvantages and gender imposed constraints. Special foci of attention include the implications of gender constraints for food security in rural settings, where women are the main producers of food crops as well as the main caregivers; and how cultural norms determine the different options open to women in contrast to men in mitigating the effects of the epidemic. This last point provides the link to the last publication in the series, which discusses agricultural mitigation strategies in the context of HIV/AIDS as a challenge to human development. The text is followed by an annotated bibliography. This second publication in the AWLAE series on HIV/AIDS and agriculture in sub-Saharan Africa discusses the gender dimension of HIV/AIDS impact at household and community level. Book excerpt: This publication is a comprehensive resource for public policymakers addressing the economic and fiscal consequences of the crisis. It is intended to bridge the gap between studies focused on the epidemic's impact on specific sectors, such as health and education, on the one hand, and broad national analyses on the other. Topics include welfare issues and the effect of the epidemic on economic growth and investment; education and the accumulation of human capital; poverty and inequality; and public services, government finance, social security, and the health sector.--Publisher's description.

Book excerpt: It is now widely accepted that AIDS in not just a health issue. Malawi's recently developed Poverty Reduction Strategy Paper identifies HIV/AIDS as a key crosscutting issue, and the National HIV/AIDS Strategic Framework 2000-2004 calls for "an expanded, multi-sectoral national response to the epidemic." However the capacity to respond to these calls lags behind. In many sectors, policy making still proceeds as if HIV/AIDS never happened. Despite growing efforts, organizations involved in agricultural research and development generally have limited understanding of how AIDS affects agricultural systems, and even less of how agricultural development may contribute to the spread of HIV. Weakest of all is often their appreciation of what they can do, feasibly, to contribute to more effective HIV-prevention and mitigation of AIDS impacts.

Book excerpt: The Malawi Growth and Development Strategy II (MGDS-II) is a poverty reduction strategy for the period 2006–11, which is aimed at fulfilling Malawi’s future developmental aspiration—Vision 2020. The strategy identifies broad thematic areas and key priority areas to bring about sustained economic growth. A striking feature of this strategy is that the various governmental organizations, private sector, and general public are equal stakeholders. However, successful implementation of MGDS-II will largely depend on sound macroeconomic management and a stable political environment.

Disappointing results with respect to implementation of Malawi Growth and Development Strategy II have triggered a qualified rethink in Malawi’s development planning process. There is a growing recognition that Malawi needs a more realistic development plan, in terms of both the underlying assumptions and resource availability, as well as with fewer priorities and a greater emphasis on implementation. Climate change has also become a major new factor in this process. The recent formation of a quasi-independent National Development and Planning Commission is expected to help in improving the independence of the planning process in Malawi.

Available in PDF, EPUB and Kindle. Book excerpt: Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: It is estimated that by the end of 2003 there were just under 38 million people living with HIV/AIDS, with all but two million of these people of working age. This report, prepared by the ILO Programme on HIV/AIDS and the World of Work, sets out global estimates of the impact of HIV/AIDS on the labour force and the working age population in 50 countries in Africa, Asia, Latin America and the Caribbean and in more developed regions. Issues discussed include: the implications for the private and public sectors, on agriculture and concerns for food insecurity and on the informal economy; on women and children; policy implications and examples of responses to the problem in a variety of workplace settings; provision of antiretroviral therapy in conjunction with HIV prevention in the workplace and the potential for expanded access to workplace-based treatment.
