RSN-9 took place immediately before and after the Thirty-fifth Session of the Committee on Fisheries (COFI-35), which was held from 5 to 9 September 2022. As was the case with COFI, RSN-9 met in hybrid format, in person and virtually, via videoconference, to facilitate the participation of those who could not assist personally. For the first time, the meeting was convened over three days. The meeting allowed participants to exchange views and discuss global processes of particular relevance to RFBs. In addition, RSN-9 provided the opportunity to discuss the development and strengthening of RSN, which included the adoption of the RSN terms of reference and the subsequent amendment of the RSN rules of procedure, as well as a space for reflection on the outcomes of COFI 35 and their implications for regional fishery bodies. The meeting had a high level of participation, which underlined the role of the Network as a unique forum to foster cooperation, facilitate discussion and share experiences.

This technical paper brings focus to the often overlooked ‘small fish’ which play an integral role in the food security, nutrition and livelihoods of the small-scale fisherfolk who harvest, process, market, trade and distribute small fish to communities near and far from water bodies. The technical paper explores the various dimensions of the ‘small fish food system’, addressing drivers, scales, interactions and multiple outcomes and trade-offs, such as that of small fish used for food versus feed. Throughout, the work applies a human-centred perspective, emphasizing how people are involved in various stages of a food system, and how interactions and networks between them play a role in food system dynamics and outcomes. It is also emphasizes how people play multiple roles within a food system, and thus should not be narrowly defined as fishers, processors or consumers. Book excerpt: Ghana’s aquaculture sector is among the recent success stories of fast-growing agricultural value chains in Africa south of the Sahara. The sector has also shown its vulnerability, with the infectious spleen and kidney necrosis virus spreading through tilapia farms in Lake Volta in late 2018. The global COVID-19 human pandemic reached Ghana in early 2020, affecting the sector directly and indirectly. Using a value chain approach, phone interviews were conducted with 369 small-scale fish farmers in six major producing regions, with 12 other value chain actors, and with 423 consumers in the capital, Accra, to assess the impact of COVID-19 on the sector. All value chain actors interviewed reported being affected directly by COVID-19 related restrictions on movement and indirectly by reduced demand for tilapia because of closures in the tourism and hospitality industries, important consumers of fresh tilapia. The crisis has reduced incomes for most actors along the aquaculture value chain and is anticipated to reduce future production. Most fish farmers surveyed were affected by disruptions in input and output markets. Two-thirds of the sample farmers were growing fish and 6 percent were harvesting when the COVID-19 crisis hit. Fifty-four percent of those growing fish experienced difficulties in accessing inputs – mainly fish feeds. Of those harvesting during the crisis, most experienced difficulty in selling their fish mainly because of low demand from buyers, lower tilapia prices, and higher transportation costs than before COVID-19. Income losses among fish farmers, including from other sources, such as crop farming, wage employment, and other own businesses, limits the funds that they have available to finance fish farming operations or to invest in future production capacity. Likewise, reduced incomes and purchasing power of consumers is causing a sharp decline in demand for fish.

Book excerpt: The study, "Resilience and seizing opportunities – Small-scale fisheries and aquaculture businesses that thrived during the COVID-19 pandemic in South and Southeast Asia", attempts to evaluate and compare the pre- and post-pandemic situation and scenario of the concerned groups of the fisheries and aquaculture industry in eight countries. It reveals how these groups survived by adopting innovations in various country contexts and social settings and how the production, supply and market continued operation. The study shows how responsive the government policies and interventions were in supporting the concerned groups. It also shows the preventive measures taken to contain the mass spread of the COVID-19 pandemic and the manner in which the community livelihoods were impacted by these measures. The case studies included provide evidence of the resilience of the small-scale fishers, aquaculture operators and fisheries-based business operators and illustrate how opportunities may be seized by them and others affected by similar pandemics and other natural disasters and events. The study sheds light on areas where more focus should be given so that all parties may be better prepared for future crises, have equitable and inclusive support policies, have transparency in policy responses as well as take into account gender equality. The recommendations of the study can be applied at national, regional and international level while adaptation policies, investment and action plans may be taken for the sustainabillity and resilience of small-scale fisheries and aquaculture businesses in the future.
