Book excerpt: Does receipt of School Improvement Grants (SIG) funding to implement a school intervention model have an impact on outcomes for low-performing schools? This study answers this question using a regression discontinuity design (RDD) that exploits cutoff values on the continuous variables used to define SIG eligibility tiers, comparing outcomes in schools that just met the eligibility criteria to outcomes in schools that just missed the eligibility cutoff (while controlling for the variable used to determine tier assignment). The sample includes 1,100 low-performing schools in about 60 districts in 21 states and the District of Columbia (DC). Using student-level data, researchers assess whether SIG affected student mobility, and calculate "mobility-robust" impacts using students slated to attend study schools in the implementation year based on the school they attended the prior year. This approach yields impacts on student achievement that are not conflated with impacts on student mobility. For comparison, researchers also calculate "place-based" impacts using students who attended study schools in the implementation year. Education researchers can benefit from this large-scale RDD that tackles a host of methodological issues simultaneously (including multiple sites, multiple assignment variables, fuzziness, clustering of individuals within schools, and standard errors that take into account the bandwidth selection method). Findings and conclusions will be presented in a future Institute of Education Sciences (IES) report. Tables and exhibits are appended.

Book excerpt: The purpose of this study was to examine the impact of four variables, principal salary, district wealth, student socioeconomic status, and school size, on the achievement level of public school students in Mississippi. The first, principal salary, was found not to have been studied as a variable that may correlate with student achievement. One may have hypothesized that more effective principals would correlate with increased student achievement test scores and that those principals would have been rewarded with higher salaries. The results of this study did not support that idea. The data indicated that there was no meaningful correlation between highly paid principals and higher student achievement. There was no significant correlation between district wealth and student achievement. This may indicate that Mississippi school funding (MAEP) and federal funding have been effective in aiding low-wealth schools as was intended by lawmakers. There was a significant low positive correlation between school size and student achievement in non-urban elementary schools and a significant very low positive correlation with student achievement in high schools. That places this study in the minority camp of recent research in concluding that larger schools did not correlate with lower achievement. The most significant, meaningful, and important finding of this study was the dramatic impact that student poverty has on student achievement in Mississippi. In urban schools and rural schools, in elementary, middle, and high schools, poorer children scored poorly on their achievement tests. Correlations were significant moderate to high at all levels, with the highest at middle schools with a significant high negative correlation of -.636. The analysis indicates that a decrease in poverty will result in a dramatic increase in student achievement.

Book excerpt: Student success and the mitigation of achievement gaps has been a focus of the federal government since passage of the Elementary and Secondary Education Act of 1965. The federal School Improvement Grant (SIG) is the latest in federal policy inducements to address this. To tell the story of SIG implementation in one Midwestern state, data was collected from two groups of SIG-eligible schools, one group which received SIG funding and the other group which did not. Data was collected over multiple years and included mathematics and reading outcomes as well as graduation, dropout, and attendance rates. Data was obtained for 49 SIG-eligible and funded schools, and 156 SIG- eligible, but not funded schools. In addition, the SIG applications submitted to the state were analyzed for those SIG funded schools, as was implementation survey data as collected by the state. An analysis examined differences in outcomes between the SIG-funded and non-funded schools, and the extent to which, if any, SIG funding, levels of per-pupil SIG funding, and chosen reform model could predict outcomes. This study also examined implementation activities to determine if reported levels of sustainability, buy-in and support, and success could also predict outcomes. Findings from this study indicate that differences in mean outcome changes were not statistically significant between SIG funded and SIG non-funded schools. The receipt of SIG funding, per-pupil SIG funding, and chosen reform model were predictors of some outcomes; however, covariates such as the percent poverty and the percent minority were more consistent in predicting outcomes. Levels of overall reported sustainability were also a predictor of improved outcomes in several models. The extent to which other variables could predict outcomes was not consistent; however, reported technology implementation and extended learning time actually predicted decreased outcomes in some models. Overall, race and poverty are more consistent predictors of outcomes than SIG funding, SIG per-pupil funding, chosen reform model, and multiple implementation variables. More research is needed on federal school reform efforts, such as SIG, to determine what is happening in these schools and how outcomes are being impacted by implementation efforts.

Data were generated from two main stakeholder groups that participated in this study: parents and faculty and staff. The data were gathered at the end of the Appreciative Inquiry process by examining what the design teams created in their groups based on the major themes reveled in the form of Provocative Propositions/Possibility Statements, Commitments, Offers and Requests and then compared to a template to see if what they created aligned with what the state said qualified as a school improvement plan. The stakeholders also participated in filling out a reflection survey at the end of the Appreciative Inquiry process to determine if the Appreciative Inquiry process had a positive effect on the school. The results found in the data were positive as they related to both helping develop a school improvement plan and having a positive effect on the school climate.

Book excerpt: This case study describes the use of a regression discontinuity design and a quasi-experimental design to evaluate the impact of School Improvement Grants on high school students reading, mathematics, and science achievement. The high schools that participated in the School Improvement Grant program were very low performing and received approximately US$1 million a year to help turnaround their academic performance. The schools scores on their applications for School Improvement Grant funding were used as the assignment variable in the regression discontinuity design. We conducted a number of sensitivity analyses to determine whether the estimates of program impact varied across the two research designs. The study is a demonstration of the use of regression discontinuity design in a real-world setting and showed that researchers can have more confidence in their findings when the results from multiple designs are consistent with one another. Overall, the results do not indicate that the School Improvement Grant program positively impacted the high school students reading, mathematics, and science achievement during the programs first 2 years.
