Book excerpt: Founded in 1919 under the Treaty of Versailles as part of the League of Nations’ system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the "esprit du temps", as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.

Led by historian Frank Underhill of the University of Toronto and law professor and poet Frank Scott of McGill University, the League for Social Reconstruction was critical of industrial capitalism and called for basic social and economic change through educational activity and parliamentary and constitutional channels. In the first history of this unique organization Michiel Horn outlines the League's aims and accomplishments and its ideological influence on the CCF and the NDP. Initially, the LSR avoided the term 'socialism' and remained uncommitted to any political part, although its choice of J.S. Woodsworth as honorary president made its sympathies clear. When, not long after the LSR's establishment, the CCF was founded, many League members joined it. An attempt to link the LSR openly with the CCF failed, but the League soon became known as the CCF's 'brain trust,' and the manifesto and programme adopted by the party in 1933 clearly reflected the influence of the LSR members. The League's own democratic socialist ideas were most fully stated in Social Planning for Canada (1935), Democracy Needs Socialism (1938), and in the pages of the Canadian Forum, acquired by the LSR in 1936. With the disillusionment of the later 1930s, the distraction of the war, and, most of all, the increased support enjoyed by the CCF after 1940, the LSR disappeared as a formal organization, but its ideas shaped a political tradition which found expression in the CCF and later the NDP.

The aim of this joint project is to examine policies that will lead not only to a quicker recovery but also to a more sustainable, environmentally friendly and equitable global economy. This is particularly relevant given the uneven and fragile nature of the recovery process across and within countries. These efforts have culminated in the publication of two Synthesis Reports. The first report (ISBN 9789290149842) examines the origins of the crisis and provides an overview of immediate policy responses across both developed and developing economies; the second discusses green policies and labour market issues related to this necessary long-term economic transformation. Both reports are based on a series of technical discussion papers. This second report aims to promote a clearer understanding of the nature of the green economy and its implications for labour markets, especially the reallocation of jobs from high- to low-polluting sectors. It shows that a double dividend in terms of increased decent work opportunities and a greener economy is possible, provided that complementarities between environmental, economic and social policies are adequately exploited. The report discusses the green policy measures that EU countries are currently undertaking, with a view to identifying any gaps in the policy mix.
