Book excerpt: In this report on the "Humanitarian Response to the Pakistan Floods", the International Development Committee has found that only $700 million of a $2 billion appeal has been delivered on the ground to help those in need, which is unacceptable given that there are millions of people still in need of humanitarian assistance and living in camps. The floods covered one fifth of the country, an area larger than England, and affected 18 million people. More than 1,900 lost their lives, 12 million were displaced and 1.7 million homes were damaged or destroyed. The scale of the floods overwhelmed the capacity of the international system, already stretched by the earthquake in Haiti, to respond effectively. The UN response was patchy with poor leadership and coordination. The Report also calls on the Department for International Development and the wider international community to pay greater attention to disaster preparedness and risk reduction as climate change is likely to increase the frequency and severity of natural disasters. Densely populated urban areas are at greatest risk in terms of loss of life and livelihoods. DFID provided £134 million in humanitarian assistance and the British public donated at least £64 million directly to NGOs through the Disasters Emergency Committee (DEC) appeal. In addition many Pakistanis living in the UK helped by increasing their level of remittance.

Book excerpt: In the 2010 Comprehensive Spending Review the Coalition Government announced its decision to achieve the internationally agreed target of providing 0.7 percent of Gross National Income as ODA from 2013. This will involve spending an additional 2.5 billion pounds in 2013-14 to make the total DFID budget 11.3 billion pounds in that year. There will be a large increase in spending on fragile and conflict affected states and it will be difficult to ensure that every pound is well spent in such war-torn environments. When scrutinising DFID's accounts the MPs were also surprised to discover that the Pope's visit was paid for in part by money supposed to be for overseas development aid (ODA). The Committee expects a response from the Government as to what the £1.85 million, transferred to the Foreign Office for the papal visit, was spent on and an explanation as to how this was ODA compliant. The Comprehensive Spending Review (CSR) announced reductions in DFID's running costs to 2% of the total budget. If achieved, this would make DFID the most cost-efficient development organisation in the world.This is to be achieved by a large reduction in back office administration costs (which excludes front-line staff) of £34 million over the CSR period. The International Development Committee supports the proposals to make savings in back office staff, but the MPs are warning that Ministers must ensure that reduced administration budgets do not affect the ability to deliver aid programmes on the ground. While declining as a share of total costs, running costs will increase in real terms over the next four years because the total budget will rise so much.

Book excerpt: Whether it is the stranding of tens of thousands of migrant workers at the Libyan–Tunisian border, or the large-scale displacement triggered by floods in Pakistan and Colombia, hardly a week goes by in which humanitarian crises have not precipitated human movement. While some people move internally, others internationally, some temporarily and others permanently, there are also those who become "trapped" in place, unable to move to greater safety. Responses to these "crisis migrations" are varied and inadequate. Only a fraction of "crisis migrants" are protected by existing international, regional or national law. Even where law exists, practice does not necessarily guarantee safety and security for those who are forced to move or remain trapped. Improvements are desperately needed to ensure more consistent and effective responses. This timely book brings together leading experts from multi-disciplinary backgrounds to reflect on diverse humanitarian crises and to shed light on a series of exploratory questions: In what ways do people move in the face of crisis situations? Why do some people move, while others do not? Where do people move? When do people move, and for how long? What are the challenges and opportunities in providing protection to crisis migrants? How might we formulate appropriate responses and sustainable solutions, and upon what factors should these depend? Book excerpt: Citizens’ aspirations for the future are politically important; they are linked to welfare and whether citizens engage in forward-looking political and economic behavior. How do natural disasters affect aspirations, and can governments’ social protection policies successfully mitigate any damaging effects? If natural disasters threaten aspirations, there is strong policy interest in understanding these threats and what government can do to protect aspirations. This article uses Pakistan’s 2010 floods to identify the effects of a natural disaster on citizens’ aspirations. Aspirations were significantly reduced—especially among the poorest and most vulnerable. However, by exploiting exogenous variation in access to targeted government social protection, the authors show that social protection following natural disasters can significantly reduce their negative aspirational effects. This offers a new understanding of government social protection. It not only raises social welfare in the short term by restoring livelihoods and replacing damaged assets; it also has an enduring effect by raising citizens’ aspirations for the future. The authors show not only that the aspirations of citizens matter for citizens’ behaviors, but also that government policies can effectively protect and increase those aspirations. This implies that the value and efficacy of government disaster relief programs are underestimated when aspirations are not taken into account.

Book excerpt: Humanitarian relief to the Middle East is critical to long term stability in the region so the UK can be proud that it has already committed £600 million in humanitarian assistance to the grave refugee crisis that has arisen from the Syrian civil war and is currently the second-largest bilateral donor to that relief effort. It is lamentable that some other European nations have so manifestly failed to pull their weight in the Syrian refugee crisis and the UK should do more to secure significant contributions from other large EU nations. The overwhelming emphasis of UK funded humanitarian relief should be to help refugees remain in their own region, so that they have the potential to return home when this becomes possible. The bulk of humanitarian effort in the region should shift away from a focus on refugee camps to providing support for the majority of Syrian refugees who are currently residing in towns and villages in Lebanon or Jordan. This is something many donors remain reluctant to do; the UK must lead the way. To that end the DFID should use national plans as the basis for its assistance to Lebanon and Jordan, as well as launching a medium-term development programme in Jordan. A clear priority must be given to the urgent provision of education for Syrian refugee children to avoid the risk of a lost generation. The Committee also calls on DFID to become far more transparent about how much contingency funding it sets aside for responses to new humanitarian crises going forward.

But the Committee is concerned that not enough tax is raised in Pakistan to fully finance improvements in the quality of life for poor people. Accordingly, the UK Government is called to: work with other donor countries to encourage joint and concerted efforts to require progress on tax policy and revenue collection within Pakistan; use its influence within the International Monetary Fund to ensure this key institution also presses for urgent reform of Pakistan's tax system; support a nationwide, strategic communication plan within Pakistan to explain the need and benefits of tax policy change and to build domestic political momentum for reform. Furthermore, it is vital for Pakistan, and its relations with external aid donors, that it provides clear evidence that it will own and implement an effective anti-corruption strategy. DFID must likewise set measurable targets against which to measure and confirm positive impacts arising from effective investment in anti-corruption measures. In more detailed comments, the value delivered by the DFID Maternal and New-born Health Programme is acknowledged but scepticism is expressed about recent efforts to 'scale-up' at a provincial level. Closer to home, the Committee also calls on UK DFID to explore innovative ways to work more closely with the UK Pakistani diaspora, to improve their participation in monitoring DFID projects and, where appropriate, to align diaspora funding and remittance flows to Pakistan with DFID supported programmes.
