Book excerpt: The World Bank in collaboration with the Tanzania Social Action Fund (TASAF) conducted an assessment on the constraints and opportunities faced by non-farm household enterprise owners when starting and growing a business. The report highlights the findings from two applied methodologies namely a qualitative toolkit and a quantitative analysis. The toolkit included several qualitative techniques like focus groups, life stories, key informant interviews, and a community mapping exercise administered to 385 individuals from eight communities, among whom about a third were beneficiaries of the countrywide TASASF III - Productive Social Safety Net (PSSN) program. The quantitative data had rich information on 7,400 Tanzanian households and included a specific section on household enterprises. The authors found that the major constraints household enterprise owners face when starting or growing a business are lack of access to financial resources, weak markets and high competition among themselves, and lack of skills. Participants also identified severe weather conditions (droughts and rainy season) as a risk for their businesses and their communities. The report concludes with recommendation for TASAF and the Tanzanian government as they move forward towards the next phase of the PSSN program.

Book excerpt: At roughly 4 percent per year, labor productivity in Tanzania has grown more rapidly over the past 14 years than at any other time in recent history. Employment growth has also been strong, keeping up with population growth at roughly 2.5 percent per year; the bulk of employment growth (90 percent) has been in the nonagricultural sector. However, the vast majority of this nonagricultural employment growth has occurred in informal sector. Using Tanzania’s first nationally representative survey of micro-, small-, and medium-sized enterprises, this paper shows that firms in the informal sector contributed roughly half a percentage point to economywide labor productivity growth in Tanzania between 2002 and 2012. However, virtually all of the labor productivity growth contributed by informal firms came from a small subset of firms called the “in-between firms.” This paper considers attributes of the in-between firms that could be used for targeting financial and business services to firms with the potential to grow. This paper finds two salient characteristics of in-between firms that might lend themselves to targeting—their owners are more likely to keep written accounts and more likely to keep their savings in formal bank accounts.

Book excerpt: Despite 40 percent of households relying on household enterprises (non-farm enterprises operated by a single individual or with the help of family members) as an income source, household enterprises are usually ignored in low-income Sub-Saharan-African development strategies. Yet analysis of eight countries shows that although the fast growing economies generated new private non-farm wage jobs at high rates, household enterprises generated most new jobs outside agriculture. Owing to the small size of the non-farm wage job sector, this trend is expected to continue for the foreseeable future. This analysis of enterprises and their owners shows that although it is a heterogeneous sector within countries, there are many similarities across countries, indicating that cross-country learning is possible. For labor force participants who want to use their skills and energy to create a non-farm income source for themselves and their families, household enterprises offer a good opportunity even if they remain small. The paper finds that given household human capital and location, household enterprise earnings have the same marginal effect on consumption as private wage and salary employment. The authors argue that household enterprises should be seen as part of an integrated job and development strategy.
