Available in PDF, EPUB and Kindle. Book excerpt: With a new look at the 1880s financial reforms in Japan, Steven J. Ericson's Financial Stabilization in Meiji Japan overturns widely held views of the program carried out by Finance Minister Matsukata Masayoshi. As Ericson shows, rather than constituting an orthodox financial-stabilization program—a sort of precursor of the "neoliberal" reforms promoted by the IMF in the 1980s and 1990s—Matsukata's policies differed in significant ways from both classical economic liberalism and neoliberal orthodoxy. The Matsukata financial reform has become famous largely for the wrong reasons, and Ericson sets the record straight. He shows that Matsukata intended to pursue fiscal retrenchment and budget-balancing when he became finance minister in late 1881. Various exigencies, including foreign military crises and a worsening domestic depression, compelled him instead to increase spending by running deficits and floating public bonds. Though he drastically reduced the money supply, he combined the positive and contractionary policies of his immediate predecessors to pull off a program of "expansionary austerity" paralleling state responses to financial crisis elsewhere in the world both then and now. Through a new and much-needed recalibration of this pivotal financial reform, Financial Stabilization in Meiji Japan demonstrates that, in several ways, ranging from state-led export promotion to the creation of a government-controlled central bank, Matsukata advanced policies that were more in line with a nationalist, developmentalist approach than with a liberal economic one. Ericson shows that Matsukata Masayoshi was far from a rigid adherent of classical economic liberalism.

Book excerpt: Japan's impact on the modern world has been enormous. It occupies just one 300th of the planet's land area, yet came to wield one sixth of the world's economic power. Just 150 years ago it was an obscure land of paddy fields and feudal despots. Within 50 years it became a major imperial power – it's so-called 'First Miracle'. After defeat in the Second World War, when Japan came close to annihilation, within 25 years it recovered remarkably to become the world's third biggest economy – it's 'Second Miracle'. It is now not only an economic superpower, but also a technological and cultural superpower. True miracles have no explanation: Japan's 'miracles' do. The nation's success lies in deeply ingrained historical values, such as a pragmatic determination to succeed. The world can learn much from Japan, and its story is told in these pages. Covering the full sweep of Japanese history, from ancient to contemporary, this book explores Japan's enormous impact on the modern world, and how vital it is to examine the past and culture of the country in order to full understand its achievements and responses. Now in its third edition, this book is usefully updated and revised.

Book excerpt: "In 2018 Japan marked the 150th anniversary of the collapse of the Tokugawa shogunate and the establishment of a new government under Emperor Meiji. This was not simply a transfer of political authority but instead signaled revolutionary transformation in Japan, including the abolition of the domains and the formation of a modern nation-state in the years that followed. A period of radical social change was ushered in, with the abolition of the class system, the introduction of Western thought and technology, the development of mass media, and the establishment of constitutional government. The impact on Japan of diplomatic, economic, and cultural pressure from the United States and other Western powers from 1853 onward was previously thought to be the immediate catalyst of this 'Meiji Revolution.' But Japan's modern transformation was rooted in a much deeper process of social and intellectual development that gradually unfolded throughout the latter half of the Tokugawa period. Surveying a diverse group of thinkers spanning the Tokugawa and early Meiji years -- Ogyū Sorai, Yamagata Bantō, Motoori Norinaga, Rai San'yō, Fukuzawa Yukichi, Takekoshi Yosaburō, and others -- this ambitious book liberates modern Japanese history from the stereotypical narrative of 'Japanese spirit and Western technique,' offering a detailed examination of the elements in Tokugawa thought and culture that spurred Japan to articulate its own unique conception of civilization during the course of the nineteenth century." --
