This however was not the case. Negotiations with France were opened at the instigation of the powers combined to resist Spain, between which an agreement had first been set on foot by James I, and had been renewed by Buckingham. Those powers regarded the breach between England and France as a misfortune, which they must endeavour to obviate if they would carry on the war against Austria and Spain with full vigour. The Republic of Venice, which felt itself most seriously threatened by these powers, made a great point of promoting a reconciliation between France and England by the agency of its ambassadors. A few days before his unhappy end, Buckingham withdrew with the Venetian ambassador, Aluise Contarini, into a retired chamber in one of his country-houses, and there concerted with him a letter of pacific import to his brother envoy in France, for him to communicate to the French court. He had observed that a considerable army and fleet would be necessary for the reduction of Ireland and the pro tection of Britain, and he desired they would settle the revenue in such a manner that it might be collected without difficulty and dispute. The sum total of the money expended by the states - general in William's expedition amounted to seven millions of guilders, and the commons granted six hundred thousand pounds for the discharge of this debt, incurred for the preservation of their rights and religion. They voted funds for rais ing and maintaining an army of two-and-twenty thou sand men, as well as for equipping a numerous fleet but they provided for no more than half a year's sub sistence of the tr00ps, heping the reduction of Ireland might be finished in that term; and this instance of frugality the king considered as a mark of their difii dence of his administration. The whigs were resolved to supply him gradually, that he might be the more dependent upon their zeal and attachment; but he was not at all pleased with their precaution. This prudent conduct might be the result of reflection; but in a prince, like Richard, so much guided by passion, and so little by policy, it was commonly ascribed to a principle still more virtuous and more honourable. Richard, that he might make atonement to one parent for his breach of duty to the other, immediately sent orders for releasing the queen-dowager from the confinement in which she had long been detained; and he entrusted her with the government of England till his arrival in that kingdom. His bounty to his brother John was rather profuse and imprudent. Besides bestowing on him the county of Mortaigne in Normandy, granting him a pension of four thousand marks a year, and marrying him to Avisa the daughter of the earl of Glocester, by whom he inherited all the possessions of that opulent family, he increased this appanage, which the late king had destined him, by other extensive grants and concessions.
