Book excerpt: This guide presents detailed descriptions of potentially effective approaches to preventing impaired driving by college students due to alcohol abuse. Chapter 1 provides an overview of alcohol-impaired driving and discusses changes in public attitudes, the scope of the problem, involvement of teens and young adults, and the challenge of reaching college students. Chapter 2, on increasing awareness, discusses typical awareness messages, national awareness programs ("Students Against Driving Drunk" and "Boost Alcohol Consciousness Concerning the Health of University Students" (BACCHUS)), and designing awareness messages for young adults. A chapter on alternative transportation programs reviews the designated driver program and safe ride programs. Next, a review of responsible beverage service programs includes the "Training for Intervention Procedures by Servers of Alcohol" (TIPS) program, and the "Stanford Community Responsible Hospitality Project". Deterrence strategies to prevent alcohol-impaired driving are discussed in the fifth chapter and include use of sobriety checkpoints, controlling student access to alcohol, and school-imposed penalties. The final chapter is a call for public action. Appendices provide a Risk Assessment Form from the Stanford project, sources of other information and resources, and a list of publications. (MAH)

Book excerpt: Most campus alcohol and other drug (AOD) programs include prevention, intervention, and treatment services designed to address individual students' knowledge of the consequences of alcohol and other drug use, to improve their skills in resisting such behavior, or to address existing problematic use of or addiction to alcohol or other drugs. Research shows, however, that campuses have had limited success when prevention efforts are limited to these traditional activities. The reason is simple: these activities are designed to prompt individual students to make different decisions about using alcohol and other drugs without making changes in the environment in which they make those decisions. The field of public health recognizes that health-related behaviors are influenced by multiple factors: individual factors, peer factors, institutional factors, community factors, and public policy. Successful prevention programs address all of these factors in a comprehensive approach. For campuses, it is especially important to complement existing efforts by addressing the physical, social, economic, and legal environment in which students make decisions about AOD use, which can be accomplished through a mix of institutional, community, and public policy change. This is environmental management. The Higher Education Center for Alcohol and Other Drug Abuse and Violence Prevention has outlined five primary strategies for achieving environmental change, each designed to address a problem area that contributes to alcohol and other drug use in a typical campus environment. These include: (1) Offering Alcohol-Free Social, Extracurricular, and Public Service Options; (2) Creating a Health-Promoting Normative Environment; (3) Restricting the Marketing and Promotion of Alcohol; (4) Limiting Alcohol Availability; and (5) Increasing Enforcement of Laws and Policies. (Contains 2 notes and 3 resources.).

Book excerpt: Most of the colleges and universities that have received U.S. Department of Education Models of Exemplary, Effective, and Promising Alcohol or Other Drug Abuse Prevention Programs on College Campuses grants credit strong presidential leadership for the success of their prevention efforts. With many colleges and universities currently facing budget crises, cutting classes, and reducing faculty sizes, getting a president's attention on alcohol, drug abuse, and violence prevention can be a real challenge. But presidential support is now even more important if colleges and universities are to make headway in implementing evidence-based prevention strategies. While no research studies have been conducted on the role of presidential leadership in mounting effective prevention efforts "per se," experiences from colleges and universities across the country led the National Institute on Alcohol Abuse and Alcoholism's Task Force on College Drinking to state that "although research can provide useful guidance to colleges and universities in addressing the consequences of high-risk student drinking, presidential leadership is crucial to set plans in motion and support the actions needed to reverse the culture of drinking on campus." "Presidential leadership (both at individual colleges and in national higher education) is necessary to focus attention on college drinking and raise it higher on college and higher education agendas. The associations that make up the Washington Higher Education Secretariat should take a fresh look at this issue and not just let a few such as NASPA and NCAA do all the heavy lifting. College drinking is a problem for all of higher education." (George W. Dowdall, professor of sociology at Saint Joseph's University, Philadelphia, and the author of "College Drinking: Reframing a Social Problem" [Praeger, 2009]).

Book excerpt: In this document, The Higher Education Center for Alcohol and Other Drug Prevention focuses on prevention challenges at community colleges. Students at community colleges differ from those at four-year institutions in a number of areas, including social demographics as well as alcohol and other drug-related problems. Community college students are generally older than their counterparts at four-year institutions, usually married and with dependents, and are more likely to work full time while attending school part time. While community college students drink alcohol less often than students at four-year institutions, they reported using tobacco, marijuana, cocaine, amphetamines, and hallucinogens more often. Thus, prevention efforts at community colleges may need to place greater emphasis on illicit drug use. Unfortunately, the lack of resources is a common problem across the board of educational institutions. Research suggests that the most promising approach to prevention is employing multiple strategies that affect the campus environment as a whole. A comprehensive approach would allow school officials and students to play significant roles in prevention and include clear policies, policy enforcement, education, intervention and treatment referral, and program evaluation. Book excerpt: The Social Norms Approach to Preventing School and College Age Substance Abuse offers educators, counselors, and clinicians a handbook for understanding and implementing a new and highly successful alternative to traditional methods for preventing substance abuse among young people. The proven "social norms" approach outlined in this book identifies young people's dramatic misperceptions about their peer norms and promotes accurate public reporting of actual positive norms that exist in all student populations. The contributors to this important book are the originators, pioneers, and active proponents of this new approach. Many of them have successfully applied the social norms approach in secondary and higher education settings and as a result have promoted healthier lifestyles among adolescents and young adults across the United States.
