It analyzes the different dimensions of segmentation of these markets, factors of change influencing labor supply such as trends in education and demography, as well as the impact of potential future reforms in areas such as immigration policy, labor sponsorship, taxation and minimum wages. The work therefore provides an overview of what arguably will be the core socio-economic challenge for the GCC in the coming years.

Book excerpt: The large population of expatriates and other non-nationals has outpaced the population of nationals in many Gulf Cooperation Council (GCC) countries. Expatriates have come to Gulf countries to fill several niches in the labor market, which has segmented the labor market around wages, skills and employment sectors. This labor market segmentation has been characterized by GCC nationals holding stable and high-status jobs in the public sector, which generally do not require specific education or skills. However, the labor market is becoming increasingly less segmented as expatriates and non-nationals continue to fill private sector positions throughout the GCC labor market at all levels of pay and responsibility. Evidence suggests that creating both a competitive and amenable labor market for GCC nationals in the private sector will require a labor strategy focusing on strengthening investment in human capital. Doing this requires a significant investment in education either formally or informally. From a policy perspective, science education has been perceived to be one of the most important and rapid methods of building human capital for labor market readiness and productivity. This monograph contextualizes the labor market relative to science education and vice versa in the GCC countries, and summarizes the literature on the topic before turning to the 2007 Trends in International Mathematics and Science Study (TIMSS) data to examine comparatively science education and expectations for university and labor market transitions within and across GCC countries compared to international trends. This data is also examined to determine the specific differences in GCC nationals’ and non-nationals’ science knowledge and skills acquisition, which contribute to labor market participation and productivity in GCC countries. Finally, the TIMSS 2007 data is analyzed to compare the differences between national and non-national expectations and understanding of the labor market relative to their science knowledge and skills. The findings reported here provide a data-based portrait of the contribution of science education in GCC countries to labor market potential and participation of nationals and non-nationals. The results of these analyses provide a strong evidence base for policymakers in GCC countries to make decisions about science education and labor market policy. Finally, the monograph itself concludes with several evidence-based policy recommendations for complementing existing strategies aimed at creating a more competitive environment for the transition of GCC nationals into the private sector labor market in GCC countries.

Book excerpt: The GCC countries today face a gap between educational output and labor market requirements. These countries enjoy substantial incomes and therefore spend generously on education, resulting in impressive levels of educational penetration among their populations within only a few decades, and have also achieved admirable levels of gender equality across the various stages of the education system. Yet returns on investment in education in the GCC countries are low. The proposed solution has been to re-create the experiences of other countries in developing their education systems and to encourage foreign universities and institutions to become established in the region—measures which have thus far proven inadequate in addressing the GCC’s educational deficiencies. To discuss the relationship between education and the labor market in the Arabian Gulf, the Emirates Center for Strategic Studies and Research (ECSSR) convened its 15th Annual Conference under the title Education and the Requirements of the GCC Labor Market on February 1–3, 2010 in Abu Dhabi, UAE, hosting a group of distinguished experts from various academic and professional backgrounds. This book comprises a collection of the papers presented at the conference, and as such provides a scholarly examination of the scale of the current dilemma; methods with which to monitor its indicators—such as population growth rates, the spread of education, foreign labor force concerns, and unemployment; variables of education–labor market dynamics in an international context; and case studies of the relationship between education and the labor market in selected GCC countries, including a review of the various related strategies and policies adopted by these countries—particularly those concerned with labor force nationalization and encouraging greater integration of citizens into the private sector.

Book excerpt: This volume provides a series of empirically dense analyses of the historical and contemporary dynamics of Arab intra-regional migration to the monarchies of the Persian Gulf, and unravels the ways in which particular social and cultural practices of Arab migrants interact with the host states. Among other things, specific contributions allow us to consider the socioeconomic and political factors that have historically shaped the character of the Arab migratory experience, the sorts of work opportunities that Arab migrants have sought in the region, what their work conditions and lived experiences have been, and whether we are able to discern any patterns of sociocultural integration for Arab non-nationals.

In two generations the region has gone from having the Middle East's least educated population to boasting a younger generation whose educational achievements are approaching Oraginisation for Economic Co-operation and Development (OECD) standards. This unique study, with contributions by key decision makers, charts this dramatic development, exploring the challenges faced and placing accomplishments within the social, economic and political context of the region.

Book excerpt: This volume explores the challenges to diversification in Gulf countries, which can no longer rely on profits from hydrocarbons to fund national expenditures. It elaborates on the problem of weak institutions, lack of coordination between policy makers and executors, limited investment in research and development, and a workforce that is too poorly skilled to compete in the private sector. In addition to analyzing issues in areas such as education, labor, business, and trade, the contributors underscore the importance of using global best practices to overcome fundamental weaknesses in the Gulf Cooperative Council's economic structure that limit opportunities for economic diversification. This is the second volume in Economic Diversification in the Gulf Region.

Book excerpt: In our knowledge-based world, the societies that prosper are the ones that generate knowledge - through research, through the interwoven relationship between the academe and funded research bodies and with industry. They are the new ‘centre’. It is strange indeed to think of the countries of the Arab Gulf States as the ‘periphery’. But, as the authors of this book argue very persuasively, by importing a ‘baroque arsenal’ of increasingly sophisticated and costly educational programmes, the Arab Gulf States consume other countries’ knowledge and products, all of which are of declining utility and sustainability. Whilst universities contribute to the culture and political life of modern society, the authors ask - where in the Arab Gulf States is there capacity building, knowledge generation and the culture of imaginative ideas that lie at the root of any civilisation? By following a ‘magistracy’ on a global journey through regions, nations and into institutions, their answers are intended to inform and to urge the Arab Gulf region into promoting education for its own self determination and even its survival.

Book excerpt: The GCC growth model has delivered substantial improvements in living standards over several decades. Access to foreign labor has supported rapid growth in the non-oil sector and price stability in the region. It has also resulted in positive spillovers to the migrant-sending countries through large remittance flows. At the same time, governments have increased public-sector employment and have helped raise standards of living. However, the growth model has involved costs: the public-sector wage bill is relatively high, there is limited employment of nationals in the private sector, labor productivity has declined or stagnated, and there is limited progress on economic diversification

Book excerpt: The unexpected decision of the British Government in January 1968 to withdraw its military and diplomatic protection from the Gulf catapulted the region into the limelight. For the following five decades the historian Dr. Frauke Heard-Bey was best placed to observe subsequent developments in the Gulf, having joined her husband David, a petroleum engineer, in Abu Dhabi in 1967. Through her role over decades in the Centre for Documentation and Research (now the UAEs National Archive), Frauke Heard-Bey made use of its archives about the Gulf, while taking every opportunity to travel in the area and immerse herself in the local environment. The work covers a broad spectrum, including the formation of the UAE in 1971, the subsequent development of this federation, the first oil crisis and geopolitical repercussions, urbanisation, labour migration, electoral systems, trade, the changing way of life and its implications for traditional loyalties in the Gulf states and Oman. The results of much of this work (which rely little on secondary sources) are collected in this volume, parts of which have been printed in hard-to access journals, while others are published here for the first time.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book, comprising thirty-nine chapters divided into social, cultural, economic, and political spheres, offers a unique opportunity to dive into the complex, dynamic, and sometimes contradictory transformation of Gulf societies in the last few decades. Whilst the Gulf region has at times been seen as impervious to this natural phenomenon of transformation—timeless, never changing, deeply rooted in its ancient tribal customs and traditions and able to blend past and present seamlessly without suffering the wrenching trauma of change—this is clearly not the case, and the region is not immune to the inevitable forces of social change. There is no doubt today that the social change sweeping the Gulf has been profound, affecting almost every aspect of life in the Gulf societies. This volume has an encyclopedic value as the chapters collectively offer multifaceted and multidisciplinary perspectives to understand social change in the Gulf region. Through these chapters, the role of economic and educational transformation, and the impact of social media, migration, and urbanization have in driving social change in the Gulf societies is examined in detail with a focus on their directions, magnitudes, and relevant policy options. It also considers how COVID-19 is affecting the lives of the people in the Gulf. This book bridges gaps in the understanding of the rapid pace of social change in the Gulf, offering practical solutions for policy interventions. It is of interest to scholars and students in Middle Eastern studies, specifically, as well as sociology, media studies, migration studies, and educational policy.

Available in PDF, EPUB and Kindle. Book excerpt: Tracing the development journey of the Arabian Gulf region with a forward-looking perspective, this book describes how a combination of good fortune, creative experimentation, and determination has enabled the region to achieve prosperity. Today, the Arabian Gulf is well positioned to assume a pivotal role in the new global order. Forced to balance an extreme climate and acute resource constraints, but also an exceptional location, the region’s progress and prosperity have historically been precarious and vulnerable to external shocks. Efforts to transcend resource dependency have typically involved proactive attempts to enable other economic activities. This book argues that, while conventional economic diversification is making headway, the Gulf region is in fact amidst a far more holistic transformation that positions it for a pivotal role in the emerging multipolar global order. It now offers globally competitive regulations and world-class infrastructure at the heart of the Old World, flanked by two fast-growing continents. It has become the hub of choice for a growing share of inter-continental flows of people, trade, and capital, and has established strong economic ties in all directions. This book shows how, despite many risks and challenges, the region possesses the forward-looking vision and necessary resilience that can finally liberate it from its long-standing "resource curse" and a development paradigm that looks likely to provide the foundation for sustained well-being in the decades ahead. The scope and rigor of the book make it suitable as a reference on the Arabian Gulf and for those interested in global affairs and economic development, as well as policymakers and the business community.

It examines the role of higher education institutions in providing the market with the right skills that are most needed in the era of the fourth industrial revolution (industry 4.0). The book also explores the new dynamics of technology and information systems in upgrading the skills, changing the work environment, and generating employment for the youth in the Gulf countries. The holistic approach of the subject area makes this volume indispensable to academics, researchers, students, and policy makers in the Gulf region and beyond. The book covers a broad range of topics including the nationalization of labour market programmes such as Emiratization and Saudization, attitudes toward women in workplace, the role of high-tech firms in upskilling and enhancing the productivity of workforce, while also providing sector-specific investigations in healthcare, banking, finance, tourism, and hospitality. The analysis is based on original research and primary data collected by a group of scholars from 15 countries and presented in an illustrative, accessible, and concise manner.

Available in PDF, EPUB and Kindle. Book excerpt: Extensive efforts to develop human capital are under way in the United Arab Emirates, Saudi Arabia, and elsewhere in the Gulf, and they are increasingly setting expectations for how people ought to behave socially and economically that are in tension with how they are expected to behave politically. The tensions created by governments’ conflicting aims can produce frustration, a sense of entitlement, or apathy among young people entering the labor force, each of which poses different potential political challenges for governments. Navigating this tension—or finding ways to create space for genuine innovation and risk taking within that constrained political context—will be among the most important strategic challenges for the region’s leaders and people in the next 10 years.
