Book excerpt: In July 2000, the Government published 'Transport 2010: The 10 Year Plan' (ISBN 1851124136) in which it set out its strategy to implement the proposals in its 1998 White Paper 'A New Deal for Transport: Better for Everyone' (Cm 3950, ISBN 0101395027) for an integrated transport system. In May 2002, The Transport Committee (HCP 558-I, ISBN 0215003489), examined the Plan, and found in general that it failed to provide a long-term vision for a more equitable, safer and more efficient integrated transport system. The Government response to some of the conclusions in the Committee's report are as follows: it does not agree that the Plan will increase costs to public transport, and that 20% of funding as outlined in the Plan will subsidise public transport services, and will look at further subsidy options available; the Government feels that local policy approaches to traffic congestion will be more achieveable than concentrating on national traffic volume, it also disagrees with the Committee that congestion is the main focus; the Government feels the effectivenes of the Plan is that it provides a strategic framework for which to develop and monitor the the omgoing transport policy.
