Book excerpt: Examines the ways in which legislation - whether involving comprehensive national laws or personal litigation against the tobacco industry - is being used to reduce tobacco use & promote the goal of a tobacco-free society. Drawing upon over 250 studies conducted throughout the world, the book concentrates on the many promising new legislative strategies that have developed within a climate of opinion that regards tobacco & sidestream smoke as toxic substances, gives priority to the non-smoker's rights, & rejects the industry's freedom to promote an addictive, lethal product. By describing & analysing recent legislation, the book also provides a heartening account of both the spread of legislation & the reasons for its increased strength & effectiveness. The ten chapters which constitute the core of the book are organized to reflect two main categories of smoking control measures: those leading to changes in the production, manufacture, promotion, & sale of tobacco, & those designed to achieve changes in practice among smokers. Issued at a time when several national governments are making quantum leaps forward in the legislative attack on tobacco use, the book should prove especially useful as both a source of encouragement & a practical guide to action.

The report finds that more countries have implemented tobacco control policies, ranging from graphic pack warnings and advertising bans to no smoking areas. About 4.7 billion people - 63% of the world's population - are covered by at least one comprehensive tobacco control measure, which has quadrupled since 2007 when only 1 billion people and 15% of the world's population were covered.

Available in PDF, EPUB and Kindle. Book excerpt: Weaponising Evidence provides the first analysis of the history of the international law on tobacco control. By relying on a vast set of empirical sources, it analyses the negotiation of the WHO Framework Convention on Tobacco Control (FCTC) and the tobacco control disputes lodged before the WTO and international investment tribunals (Philip Morris v Uruguay and Australia – Plain Packaging). The investigation focuses on two main threads: the instrumental use of international law in the warlike confrontation between the tobacco control advocates and the tobacco industry, and the use of evidence as a weapon in the conflict. The book unveils important lessons on the functioning of international organizations, the role of corporate actors and civil society organizations, and the importance and limits of science in law-making and litigation.

Available in PDF, EPUB and Kindle. Book excerpt: The idea for this handbook arose from an awareness that whilst various WHO documents called for developing national capacity for tobacco control, there was not comprehensive guide to the development of such a capacity. This book is thus, essentially, a pragmatic "how to" manual. The Introduction presents the evolving definition of "national capacity", identifies the types of capacities needed for effective tobacco control and outlines the key features of building capacity. Section 1 provides a descriptive overview of the tobacco epidemic. It looks at tobacco as a risk factor, presenting its health, social and economic costs; the global strategies of the tobacco industry to counteract public health measures; the scientific evidence for effective tobacco control interventions; and the WHO FCTC as a global solution to an epidemic with prominent politico-legal and socio-cultural attributes. Section 2 focuses on the fundamental capacities necessary to empower countries to control the tobacco epidemic successfully. These chapters apply the lessons learned from the experiences of different countries and offer advice and suggestions to enable countries to put the theories of tobacco control into practice.

Book excerpt: WHO has produced a first comprehensive analysis of global tobacco use and control: The WHO Report on the Global Tobacco Epidemic 2008. The report confirms that the global tobacco epidemic is one of the greatest public health threats of modern times that left unchecked could result in one billion deaths in the 21st century. The epidemic is shifting towards the developing world where 80% of tobacco-related deaths will occur within a few decades. The shift is caused by a global tobacco industry strategy to target young people and adults in the developing world. The report concludes that although there has been progress in recent years virtually every country needs to do more . Currently only 5% of the world s population is fully covered by any one of the key interventions that have significantly reduced tobacco use in the countries that have implemented them. The WHO Report on the Global Tobacco Epidemic 2008 identifies as powerful response to the epidemic a set of the six key proven strategies to drive down tobacco use - the mpower package - whose implementation provides the best chance for saving millions of lives devastated by tobacco: Monitor tobacco use and prevention policies. Protect people from tobacco smoke. Offer help to quit tobacco use. Warn about the dangers of tobacco. Enforce bans on tobacco advertising promotion and sponsorship. Raise taxes on tobacco. The WHO Framework Convention on Tobacco Control (WHO FCTC) created political momentum for global tobacco prevention. The mpower package provides a clear roadmap to help countries fulfil and build on their WHO FCTC obligations and save many millions of lives by the middle of this century. Countries are not alone in combating the tobacco industry which is powerful and cash-rich. WHO together with its partners is scaling-up capacity to help implement the mpower strategies at country level. The WHO Report on the Global Tobacco Epidemic 2008 highlights the potential for partnerships to tackle the tobacco epidemic in developing countries. By taking action to implement the mpower policies governments and civil society can create the enabling environment necessary to protect people from second-hand smoke help people quit tobacco use and prevent its initiation.

Book excerpt: Data suggest that exposure to secondhand smoke can result in heart disease in nonsmoking adults. Recently, progress has been made in reducing involuntary exposure to secondhand smoke through legislation banning smoking in workplaces, restaurants, and other public places. The effect of legislation to ban smoking and its effects on the cardiovascular health of nonsmoking adults, however, remains a question. Secondhand Smoke Exposure and Cardiovascular Effects reviews available scientific literature to assess the relationship between secondhand smoke exposure and acute coronary events. The authors, experts in secondhand smoke exposure and toxicology, clinical cardiology, epidemiology, and statistics, find that there is about a 25 to 30 percent increase in the risk of coronary heart disease from exposure to secondhand smoke. Their findings agree with the 2006 Surgeon General's Report conclusion that there are increased risks of coronary heart disease morbidity and mortality among men and women exposed to secondhand smoke. However, the authors note that the evidence for determining the magnitude of the relationship between chronic secondhand smoke exposure and coronary heart disease is not very strong. Public health professionals will rely upon Secondhand Smoke Exposure and Cardiovascular Effects for its survey of critical epidemiological studies on the effects of smoking bans and evidence of links between secondhand smoke exposure and cardiovascular events, as well as its findings and recommendations.

These guidelines are intended to help Parties to meet their obligations under the respective provisions of the Convention. They reflect the consolidated views of Parties on different aspects of implementation, their experiences and achievements, and the challenges faced. The guidelines also aim to reflect and promote best practices and standards that governments would benefit from in the treaty-implementation process.

It is estimated that one person dies every ten seconds due to smoking-related diseases. This publication considers the history and current position regarding tobacco use, as well as providing some predictions for the future of the tobacco epidemic upto the year 2050. It contains a number of full-colour world maps and graphics to illustrate the variations between countries and regions. Issues discussed include: tobacco prevalence and consumption; youth smoking; the economics of tobacco farming and manufacturing; smuggling; the tobacco industry, promotion, profits and trade; smokers' rights; legislative action such as smoke-free areas, tobacco advertising bans and health warnings.
