Book excerpt: The authors analyze the gender implications of pension reform in Kazakhstan, the Kygyz Republic, Latvia, and Moldova. The new systems deliberately penalize early retirement and reward longer careers, so that with no change in behavior or policy, women's pensions will be lower than men's on average. Still, the implicit financial returns for women remain higher on average than returns for men, because of women's longer life expectancy and because of redistributory minimum pensions. Overall, however, the net change in wealth resulting from the reforms will be larger on average for men than for women, because they will work longer and get a larger pension. Women's longer life expectancy means that women can expect to spend the last years of their lives alone. If their pensions are too low because of their work histories, poverty among elderly women may increase.

Available in PDF, EPUB and Kindle. Book excerpt: Over the years pension systems have been an essential policy tool for the economic protection of older adults across countries and regions. But in a context of widespread inequality, not everyone enjoys the same level of protection. Because women's life courses are different from men's, pension systems often have different outcomes for women and men. With populations aging in East Asia, the gender pension gap is affecting more and more women. This note summarizes the results of a study that examined pension policies and their gender dimensions in several countries of East Asia. The study examined the labor force behavior of women aged 45 years and over in China, Vietnam, Thailand, Indonesia, Mongolia, Republic of Korea, Malaysia, and the Philippines, investigating the key policy and behavioral drivers of their observed labor force participation and withdrawal. Empirical and policy analysis is supplemented with qualitative insights from focus groups and individual interviews with women in the focus countries who are nearing retirement age or have already withdrawn from the workforce. The findings fill important and policy-relevant knowledge gaps on pensions and retirement and on gender differentials in endowments, economic opportunities, and well-being at older ages.

Available in PDF, EPUB and Kindle. Book excerpt: Under pension reforms in the former Soviet Union, unisex annuities benefit women more than men because of a major redistribution toward women. But they also penalize women more for shifting toward unpaid household work and may cause increased poverty among lone elderly women - especially in Kazakhstan, which has a high service requirement for the minimum pension and provides no compensation for time out to have children.Castel and Fox analyze the gender implications of pension reform in Kazakhstan, the Kyrgyz Republic, Latvia, and Moldova. The new systems deliberately penalize early retirement and reward longer careers, so that with no change in behavior or policy, women's pensions will be lower than men's on average.Still, the implicit financial returns for women remain higher on average than returns for men, because of women's longer life expectancy and because of redistributory minimum pensions. Women's longer life expectancy means that women can expect to spend the last years of their lives alone. If their pensions are too low because of their work histories, poverty among elderly women may increase. This paper - a joint product of the Gender Board; the Social Protection Team, Human Development Network; and the Poverty Reduction and Economic Management Sector Unit, Europe and Central Asia Region - is part of a larger effort in the Bank to understand how the reforms and new institutions being put in place in Eastern European and Central Asian countries affect women's lives and opportunities.

Available in PDF, EPUB and Kindle. Book excerpt: This paper considers various dimensions and sources of gender inequality and presents policies and best practices to address these. With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.

Book excerpt: The author introduces the concept of economic woman and makes her visible in duality with and opposition to the exclusive model of economic man. Economic man has epitomized neo-liberal capitalism, which embraces competition and maximization of profit, resulting in a steep increase in economic inequality. The book demonstrates that women’s inequality is a crucial factor in economic inequality, which cannot be fully understood without relating to women’s situation, and that economic woman cannot thrive in the conditions of economic inequality created under global neo-liberalism. Emphasising the international human rights guarantees of women’s right to equality in all fields of life, the author documents woman’s increased participation in political, public, financial and corporate institutions, employment and entrepreneurship, with some women reaching high profile positions. Nevertheless, using global data, she reveals that economic woman lags behind, with a severe economic power deficit, an unfulfilled promise of equal employment opportunity, a gendered impact of poverty and barriers to gender equality in the family. The book analyses the trap of women’s increased burden of breadwinning in the context of discriminatory laws and practices, infrastructural failures and policy gaps, which preempt achievement of gender equality in economic life. The book is intended for the general reader, academics, students, policy makers and NGOs. It shows economic woman at a global crossroads between a universal paradigm of gender equality and pervasive barriers to equal economic opportunity. The author demonstrates that tackling gender inequality, restoring welfare priorities and reducing economic inequality are inextricably linked. Human rights and governments have a vital role to play in addressing them all, to create a sustainable economic infrastructure for the lives of women and men.
