The global economy has become increasingly, perhaps chronically, unstable. Since 2008, we have heard about the housing bubble, subprime mortgages, banks “too big to fail,” financial regulation (or the lack of it), and the European debt crisis. Wall Street has discovered that it is more profitable to make money from other people's money than by investing in the real economy, which has limited access to capital—resulting in slow growth and rising inequality. What we haven't heard much about is the role of natural resources—energy in particular—as drivers of economic growth, or the connection of “global warming” to the economic crisis. In The Bubble Economy, Robert Ayres—an economist and physicist—connects economic instability to the economics of energy. Ayres describes, among other things, the roots of our bubble economy (including the divergent influences of Senator Carter Glass—of the Glass-Steagall Law—and Ayn Rand); the role of energy in the economy, from the “oil shocks” of 1971 and 1981 through the Iraq wars; the early history of bubbles and busts; the end of Glass-Steagall; climate change; and the failures of austerity. Finally, Ayres offers a new approach to trigger economic growth. The rising price of fossil fuels (notwithstanding “fracking”) suggests that renewable energy will become increasingly profitable. Ayres argues that government should redirect private savings and global finance away from home ownership and toward “de-carbonization”—investment in renewables and efficiency. Large-scale investment in sustainability will achieve a trifecta: lowering greenhouse gas emissions, stimulating innovation-based economic growth and employment, and offering long-term investment opportunities that do not depend on risky gambling strategies with derivatives.

But the document gives the Committee little confidence that the Government has a clear strategy for addressing the country's regeneration needs. It lacks strategic direction and is unclear about the nature of the problem it is trying to solve. It focuses overwhelmingly upon the achievement of economic growth, giving little emphasis to the specific issues faced by deprived communities and areas of market failure. The proposed measures are unlikely to bring in sufficient resources. Funding for regeneration has been reduced dramatically and disproportionately over the past two years, and unless alternative sources can be found, there is a risk of problems being stored up for the future. Also lacking is a strategy for attracting private sector investment. And the document gives too much prominence to changes to the planning system and does not acknowledge the benefits effective planning has brought to regeneration. The financial and economic climate has impacted dramatically upon regeneration, but the withdrawal of Housing Market Renewal Funding in particular has created significant problems, leaving many residents trapped in half-abandoned streets. The Committee suggests a number of measures that could, as part of a wider approach, contribute to stimulating regeneration and incentivising private sector involvement. The Government should now produce a national regeneration strategy which sets out a coherent approach to tackling deprivation and market failure in the country's most disadvantaged areas.

Roads to Prosperity: Economic Development Lessons from Midsize Canadian Cities explores the relative prosperity of midsize Canadian urban areas (population 50,000 to 400,000) over the past two decades. Communities throughout North America have strived for decades to maintain and enhance the prosperity of their residents. In the areas that are the focus of this research, the results of these efforts have been mixed—some communities have been relatively successful while others have fallen further behind the national averages. Midsize cities often lack the resources, both internal and external, to sustain and enhance their prosperity. Policies and strategies that have been successful in larger urban areas may be less effective (or unaffordable) in smaller ones. Roads to Prosperity first examines the economic structure of forty-two Canadian urban regions that fall within the midsize range to determine the economic specializations that characterize these communities and to trace how these specializations have evolved over the time period between 1991 and 2011. While urban areas with an economic base of natural resource or manufacturing industries tend to retain this economic function over the years, communities that rely on the service industries have been much more likely to experience some degree of restructuring in their economies over the past twenty years. The overall trend among these communities has been for their employment profiles to become more similar and for their economic specialization to fade over time. The second part of the book looks at a number of currently popular economic development strategies as they have been applied to midsize urban areas and their success and failures. While there appears to be no single economic development strategy that will lead to greater prosperity for every community, Sands and Reese explore the various factors that help explain why some work and others don’t.
