Book excerpt: This book traces the history of the British Transport Police, the National Police Force responsible for policing the railways of England, Scotland and Wales. The roots of the Force go back almost 200 years, starting with the development of the railways during the Nineteenth Century. Hundreds of railway companies were founded and although mergers and amalgamations took place, by the end of the century, well over 100 railway companies were operating, most of which employed railway policemen. The first railway policemen were recruited to work on the Stockton and Darlington Railway in 1826. Other railway companies quickly followed and by the 1850s, railway policemen with their smart uniforms and top hats were a common sight on Britain’s railways. During the Twentieth Century, railway companies continued to merge before being nationalized in 1948. The following year, the British Transport Commission (BTC) was created to oversee not only the newly nationalized railway network, but also the nation’s docks, shipping, inland waterways, road transport, road haulage and other companies. Also in 1949, the British Transport Commission Police (BTC Police) was created to take over the policing of these newly nationalized institutions. All the former railway, dock and canal police forces were then absorbed into the new BTC Police Force. The BTC was abolished in 1962, having incurred serious financial losses. The BTC Police was renamed the British Transport Police in 1963 and has continued to operate ever since. It no longer polices the docks, harbors and canals for reasons outlined in this book.

This ethnography examines the everyday policing of the London Borough of Newham in relation to the London 2012 Olympics. The authors examine how the threat of terrorism impacted on the everyday policing of the 2012 Olympics, as well as the exaggeration of other threats to the Games – such as youth gangs – for political reasons. In the 2006-07 period, 0.8 million incidents led to 14 million minutes of delay to franchised passenger rail services, costing a minimum of £1 billion (which averages around £73 for each minute of delay) in the time lost to passengers. The NAO examines how well Network Rail and the Train Operating Companies work together along with the emergency services in resolving unexpected rail incidents. The incidents themselves could be infrastructure faults, fleet problems, fatalities and trepass. The Audit Office has set out a number of recommendations, including: that Network Rail should have in place procedures for notifying emergency services personnel of relevant telephone numbers to be used during incidents and should examine the costs and benefits of introducing a dedicated national telephone number for emergency; Train Operating Companies should implement the good practice guidelines issued by the Association of Train Operating Companies for the accurate and useful initial information to passengers and frequency of updates; they also should use other means of communicating information, such as visual displays onboard trains; Network Rail should analyse its own incident review reports centrally to draw together lessons from across the network; whlist Train Operating Companies should complete more detailed incident reports to cover best practice and lessons learned and further develop contingency plans for stations so staff can respond quickly to disruption; that organisations across the transport sector including Network Rail, the British Transport Police and the Highways Agency should pool the lessons learned from the various rail incidents and the Department of Transport should encourage sharing of best practice and experience across the sector.
