Book excerpt: The creation of the ECU in 1979 as part of the newly established European Monetary system was greeted with widespread scepticism, few predicted the success it would have in private financial markets. The macroeconomic and microeconomic implications of the ECU and its significance for monetary integration in Europe are considered by a variety of contributors from academics to those in banking circles. Current research is examined and the theoretical and empirical aspects of the emergence of the ECU as a vehicle for European policy-making are considered to provide insights as to its future development.

Book Synopsis Making the European Monetary Union by : Harold James
Download or read book Making the European Monetary Union written by Harold James and published by Harvard University Press. This book was released on 2012-11-19 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: Europe’s financial crisis cannot be blamed on the Euro, Harold James contends in this probing exploration of the whys, whens, whos, and what-ifs of European monetary union. The current crisis goes deeper, to a series of problems that were debated but not resolved at the time of the Euro’s invention. Since the 1960s, Europeans had been looking for a way to address two conundrums simultaneously: the dollar’s privileged position in the international monetary system, and Germany’s persistent current account surpluses in Europe. The Euro was created under a politically independent central bank to meet the primary goal of price stability. But while the monetary side of union was clearly conceived, other prerequisites of stability were beyond the reach of technocratic central bankers. Issues such as fiscal rules and Europe-wide banking supervision and regulation were thoroughly discussed during planning in the late 1980s and 1990s, but remained in the hands of member states. That omission proved to be a cause of crisis decades later. Here is an account that helps readers understand the European monetary crisis in depth, by tracing behind-the-scenes negotiations using an array of sources unavailable until now, notably from the European Community’s Committee of Central Bank Governors and the Delors Committee of 1988–89, which set out the plan for how Europe could reach its goal of monetary union. As this foundational study makes clear, it was the constant friction between politicians and technocrats that shaped the Euro. And, Euro or no Euro, this clash will continue into the future.

This book was released on 1995-09-21 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report--prepared For The ECU Institute by a group of eight economists from universities, private financial institutions, central banks and international institutions, all participating in a strictly private capacity--is an effort to Understand The factors that determine the international use of currencies, The present use of the world's major currencies, And The probable implications For The International Monetary System of the setting up in Europe of an Economic and Monetary Union (EMU) having a single currency (the ECU). The book shows that the EMU will greatly modify the design of the International Monetary System. By encouraging the development of a second key international currency that may challenge the dollar, it may transform the current system to a bipolar regime. By introducing a new, big player into the system, it may also increase the interest of the main participants in international coordination.

Download or read book The European Monetary System written by P. Coffey and published by Springer Science & Business Media. This book was released on 2013-06-29 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European MJnetary System (EMS) is perhaps the only success story of the Common Market since the First Enlargement. Its success, particul arly where the conmercial use of the EO] is concerned, has taken nost experts by surprise. So Irn. lch so, that when the author tried to recamEIld to his students a suitable and substantial w::>rk of study and/or reference about the experience of the EMS and its possible future evolution -- no book could be found. Thus, the author set out to write the present w::>rk. The author's aim is not to give a historical account of the EMS. Rather, the intention is to place the experience in a rrajor historical context wherein the System is seen an irrpJrtant transitional phase on the road to the ~lementation of a full economic and rronetary union (EMU). When examining the earlier plans for an EMU which Si3!N the light of day between 1969 and 1970 (already so long ago:) clear reasons emerge why the original six founder Member States of the EEx::: should have found it logical to embark upon the road to an EMU - "provided the political will to do so existed". Thus, they had beCOIre highly integrated and were conducting half their trade with each other. Then, there was the desire to integrate still further -- eventually leading (perhaps) to a political union.
