Book excerpt: This report assesses the current state of the art of personnel performance appraisal in education to provide guidelines for new initiatives and developments in the use of personnel evaluation systems in Ontario schools. It is organized in such a way that the major issues related to performance appraisal are presented in the order in which an organization considering performance appraisal will need to address them. The study is presented in seven chapters. After a brief introduction, the second chapter, "The Nature of Appraisal," surveys current efforts to formalize and objectify the act of personnel evaluation, and some of the issues and problems arising with such efforts. The third chapter outlines three major responsibilities of management that are prerequisites to implementing a personnel evaluation system: establishing goals, coordinating efforts, and setting standards. Chapter 4 suggests that effective performance-management strategies precede effective performance appraisal systems, and that both depend on a clear conception of the nature of the work to be managed. Chapter 5 uses concepts developed in the previous chapter to examine the nature of teaching as it relates to the structural attributes of the education system. The sixth chapter describes the implications of all the preceding chapters for performance appraisal practices in general, and in educational organizations in particular. The major issues and recommendations identified in this report are summarized in the seventh and final chapter. A bibliography is included. (TE)

Book excerpt: The first of three volumes, this report consists of a review of the literature on performance appraisal with special attention to the literature on certificated personnel in public education systems in the United States and Canada. The literature review shows that there are two predominant approaches to conducting performance appraisals and two main uses. Approaches focus on the "process" and "outputs" of professional work. Uses are "formative" and "summative." In "formative" uses, appraisal information is used for recognition, guidance, coaching, development, or problem correction. In "summative" uses, appraisal information is used for administrative decisions on personnel. These approaches to, and uses of performance appraisal are not mutually exclusive, and various combinations can be found in many systems. A major theme that emerged was the growing emphasis on protection of employee rights legislation and the vulnerability of employers to lawsuits arising from contentious personnel decisions based on performance appraisals. These trends have led to considerable effort to improve the reliability and validity of appraisal systems, but have also led to increased bureaucratization of procedures. (JAM)

Book excerpt: The third of three volumes, this report summarizes the findings of, first, a review and analysis of published literature on performance appraisal in general and particularly on the use of appraisals in public education systems, and, second, a series of field-site investigations of performance appraisal systems in action. The field site studies of performance appraisal in action at 10 professional service organizations in Ontario and 7 public school systems in the United States mirror many of the results from the literature review. Three general conclusions are derived from the results of this study: (1) different approaches and priorities in appraisal systems are used for relevance to the local situation of a particular organization or school jurisdiction; (2) appraisal systems can be expected to go through stages of evolution as all participants have to go through a learning curve of experience with a system, and therefore, no one design can be expected to be correct at the outset or remain in force indefinitely; (3) an appraisal system developed jointly between supervisors and subordinates has a better chance of incorporating diverse but relevant points of view than a system developed centrally by top management alone. The greater the opportunity for participation by parties affected by a decision, the greater the potential quality and acceptability of the decisions. Because no system of appraisals is workable unless it is acceptable and legitimate to all staff, an appraisal system should be centrally developed with universal standards that are adaptable to change based on local operational specifics and requisites.
