The Government's three stated themes, upon which the strategy is built, are: sustained investment over the long term, improvements in transport management, and planning ahead. Issues discussed include: managing the increasing demand for travel and the legacy of under-investment in transport infrastructure; measures to improve the road network, including promoting a public debate on road pricing options and working alongside local authorities to tackle local congestion problems; measures to improve the rail network, including support for Crossrail, the project to create a new east-west railway across London; improving public transport, specifically bus services; promoting walking and cycling as alternatives for local trips; aviation and shipping industries; freight transport; devolved decision-making at local and regional levels; strategic options relating to spatial planning and housing growth; environmental concerns; safety and security issues. The scope of the White Paper extends to England, and to Wales and Scotland in so far as it covers UK policy responsibility. Measures to improve public transport, as well as initiatives to encourage walking and cycling, have been introduced in many large cities to decrease car use, or at least persuade people to use their cars in different ways. This book explores many of the measures being tried. It takes the best examples from around the world, and illustrates the work of those architects and urban planners who have produced some of the most significant models of "transport architecture" and city planning. The book examines the ways in which new systems are evolving, and how these are being integrated into the urban environment. It suggests a future where it could be mandatory to provide systems of horizontal movement within large-scale development, using the analogy of the lift, upon which every high-rise building depends. In so doing, future cities could evolve without dependence on the private car.

European traffic, is for example, expected to double within the next twenty years. In certain transport modes the growth is expected to be even faster - air passenger transport doubled in 10 years and goods transport on roads doubled in 15 years.

Book excerpt: Planning Policy Guidance Note 13: Transport (PPG13) (2001, ISBN 9780117535589) states that, where a new development is likely to have significant transport implications, a Transport Assessment (TA) should be prepared and submitted with a planning application for the development. It will then be used to determine whether the impact of the development on transport is acceptable. TAs are normally produced by developers and are used by decision makers in the planning process. A TA is a comprehensive and systematic process that sets out transport issues relating to a proposed development. It identifies what measures will be taken to deal with the anticipated transport impacts of the scheme and to improve accessibility and safety for all modes of travel, particularly for alternatives to the car such as walking, cycling and public transport. In some cases, the transport issues arising out of development proposals may not require a full TA to inform the process adequately and identify suitable mitigation. In these instances, it has become common practice to produce a simplified report in the form of a Transport Statement (TS). This document, Guidance on Transport Assessment (GTA), is intended to assist stakeholders in determining whether an assessment may be required and, if so, what the level and scope of that assessment should be. It provides guidance on the content and preparation of TAs and TSs. This guidance applies to England only.
