Furthermore, to avoid trying would severely limit the effectiveness and the efficiency of the Army's contribution to broader U.S. national security goals.

This monograph explores and explains the nature of Landpower, both in general terms and also with particular regard to the American case. The monograph argues that: (1) Landpower is unique in the character of the quality it brings to the American joint team for national security; (2) the U.S. has a permanent need for the human quality in Landpower that this element provides inherently; (3) Landpower is always and, indeed, necessarily strategic in its meaning and implications--it is a quintessentially strategic instrument of state policy and politics; (4) strategic Landpower is unavoidably and beneficially joint in its functioning, this simply is so much the contemporary character of American strategic Landpower that we should consider jointness integral to its permanent nature; and (5) strategic Landpower has an enduring position of dominance on the joint military team because conflict, war, and warfare have demonstrated all too convincingly over the course of 2,500 years that they do not register much of great relative significance with respect to change over time. In short, the strategic Landpower maintained today safely can be assumed to be necessary for security long into the future. Book excerpt: Over the next few years, the United States will be significantly reducing its military forces in Europe from their late-1980s strength of about 300,000 troops. This report considers how far this drawdown should go and how many troops should be left behind, focusing on the post-1995 period. The author develops four options for sizing the future U.S. presence, each representing a distinct choice in terms of policy, strategy, and capability: Forward Presence, Dual-Based Presence, Limited Presence, and Symbolic Presence. The author finds that a strong case can be made for a posture of forward presence, which alone meets the requirements flowing from all U.S. goals while maintaining flexibility for the future. Militarily, this option provides an operationally coherent force that can conduct major independent combat missions in Europe on short notice. Also, this posture provides a wide range of diverse capabilities for meeting peacetime needs, while fulfilling the broad spectrum of crisis and wartime requirements--small and large--that might arise on a time-urgent basis. Politically, this posture is attractive because it projects a weighty U.S. military presence onto the European continent, thereby reminding all nations that the United States is a European power with vital interests there. This posture would also help maintain NATO's unity under U.S. leadership, reassure allies, and credibly warn potential adversaries. It would contribute to maintaining a military balance of power and encouraging a cooperative security architecture in Europe. Finally, it would help foster the kind of geostrategic stability that encourages progress toward a peaceful and united continent in close partnership with the United States.

Since the early 1980s, however, the U.S. Army has broken this pattern and created a force capable of winning the next war. But, in an era characterized by a volatile international security environment, accelerating technological advances (particularly in acquiring, processing, and disseminating information), the emergence of what some are calling a "revolution in military affairs," and forecasts of increasingly constrained fiscal resources, it seems ill-advised to plan only for the "next Army." The purpose of this monograph, therefore, is to begin the debate on the "Army After Next." Initiating such a discussion requires positing the outlines of future security conditions and the Army's role in that environment. This also means challenging convictions that provide much of the basis for the "current Army," as well as some of the assumptions that undergird planning for the "next Army." The authors recognize that not all will agree with their assumptions, analysis, or conclusions. Their efforts, however, are not intended to antagonize. Rather, they seek to explore the premises which will shape thinking about the "Army After Next." Book excerpt: Divisive debates over the future force structures of the U.S. Armed Forces have continued despite the Report of the Commission on Roles and Missions for the Armed Forces (May 1995) and the more recent reports of the Quadrennial Defense Review (May 1997) and the National Defense Panel (December 1997). Part of the reason for the bitter nature of these debates is due to parochial partisanship. Part is due to a lack of clear understanding of the individual components of military power or of their collective interrelationships. This latter conclusion may be particularly true for land power. Responsibility for this misunderstanding does not always fall at the feet of outside observers. No official definition or general articulation of land power currently exists. And, because land power is self-evident to most who wear Army or Marine Corps green, they see little need to explain land power to a broader audience. But, if national leaders are to have a fuller understanding of land power, its central role in the growing interdependence of military power, or the policy options that land power's versatility brings to security policy planning and execution, then such explanations are imperative. To help fill this conceptual gap, Dr. William T. Johnsen offers a definition of land power to meet the demands of the 21st century. While defining land power is his primary purpose, he also places land power within the overarching context of total military power. Additionally, he highlights the growing interdependence among the components of national power. In placing land power is such a context, Dr. Johnsen seeks to spark an enlarged debate about land power, the strategic and operational versatility it offers policymakers, and its interrelationships with air and sea power. To this end, the Strategic Studies Institute offers this contribution to the ongoing debate.
